587 MINUTES REGULAR MEETING MINERAL WELLS CITY COUNCIL CITY HALL ANNEX August 1, 2017 - 6:00 pm City Councilmembers present were Mayor Mike Allen, Mayor Pro-Tern Tammy Underwood, Councilmembers Brian Shoemaker, Regan Johnson, John Upham, Jerrel Tomlin, and Doyle Light. A quorum of City Councilmembers was present. Staff members present were City Manager Lance Howerton, Police Chief Dean Sullivan, Finance Director John Moran, Public Works Director Kelly Jones, Fire Chief Mike Pool, and City Clerk Juanita Formby, and City Attorney Mack Reinwand. Mayor Mike Allen called the meeting to order, Randy Anderson of First Nazarene Church of Mineral Wells gave the invocation, and the Pledges of Allegiance to the U.S. and Texas were recited. CITIZEN COMMENT Two people had signed to speak regarding Item No. 9 (Bond issue), and Mayor Allen deferred those remarks until that item was on the table. Following a motion made by Mr. Upham, seconded by Mr. Shoemaker, the following CONSENT AGENDA was approved by a 6-0 vote: 1. Consider minutes of previous meetings held July 18, 2017. 2. Consider approval of budgeted expenditures over $500. 3. Consider approval of Financial Report for the month ended May 2017. 4. Consider approval of Investment Report for the quarter ended June 2017. 5. Consider authorizing Oakline Floor Application for Payment in the amount of $90,117.00. j· I Mineral Wells City Council Minutes 08/01/2017 Page 1 of4 588 ITEMS FOR INDIVIDUAL CONSIDERATION 6. Rose and Brandon Jordan of Pulse Ministries were present, and Rose gave a presentation of Mission Mineral Wells. Mission Mineral Wells is a faith-based effort comprised of local volunteers who, with the City's guidance, select owner-occupied homes in Mineral Wells for refurbishing and repair. The City made a contribution to the effort, which began in July 2017. Rose said they had 169 volunteers who contributed 1,687 volunteer hours. They received $18,950 in cash and $6,000 in in-kind contributions from 34 businesses/organizations. She showed a slide show of very impressive before-and-after pictures of the four homes they worked on. She expressed her gratitude for this worthwhile community effort and said they had the same team ready to do it again next summer. The Jordans received a standing ovation from those present. 7. Mr. Moran said that, pursuant to Council direction, staff had advertised and received bids from vendors for the provision of uniform services for City employees, particularly in the Public Works Department. Three proposals were received, and staff has spent considerable time evaluating the proposals and meeting with representatives. Supervisory personnel in Public Works were included in the discussions. Staff now recommends that [ the bid be awarded to Unifirst Corporation. Following a brief discussion, Mr. Upham moved and Mr. Light seconded to award the bid for provision of uniform serves to Unif irst Corporation. Motion carried 7-0. 8. Mr. Moran said that Municipal Court has one un-adjudicated case that prompted the voluntary recusal of the Municipal Court Prosecutor, Eddie Mcclendon. Therefore the City Council is being asked to appoint a Special Prosecutor for this particular case. Following a discussion, Mrs. Regan moved and Mr. Upham seconded to pass an approve an ordinance of the City of Mineral Wells appointing Guillermo (Will) Trevino and the law firm of Messer, Rockefeller, & Fort PLLC as Special Prosecutor for the case in question. Motion carried 7-0. 9. Mayor Allen opened a discussion regarding possible bond projects for a November 7, 2017 City bond election. Two people had signed speaker cards. Mr. Terry Blevins of 2807 N. Murco Drive in Mineral Wells said that the Bank of America renovation for use as a City Hall was not needed Mineral Wells City Council Minutes 08/01/2017 Page2 of4  5-89 and was far too expensive. He is a mail carrier and drives the City streets every day, sees the deplorable condition of the streets and sees water leaks every day, and that's where the money should be spent. He told the Council he did not want to see the new City Hall proposition on a bond election ballot, he doesn't want it to go that far, because too few people vote, and if it is successful, it will be decided by too few people. Councilman Upham invited Mr. Blevins to come see the outdated condition of the Police and Fire Departments downtown and some of the other City Hall facilities which are badly outdated and subject to flooding. Randy Barnett of 403 S.W 3rct Street had also completed a speaker card, but was not present when called upon. Mr. Howerton said at its last meeting, the City Council had discussed projects that might be the subject of a bond election, and Councilmembers Upham and Light seemed to have given this matter a good bit of thought. He invited these two Councilmembers to present their ideas to the balance of the City Council at this meeting. In addition, Mr. Howerton again presented a slate of projects for possible consideration, including the City Hall project, six (6) years of street improvement projects, and parks improvements. Councilman Upham's proposal was to hold two bond elections, one in November 2017 and another in May 2018. His 2017 suggested projects included streets and utilities, and the Bank of America City Hall renovation at a total cost of $15,024,000. His 2018 proposals were improvements to West City Park and Southeast Park, a new recreation (softball/soccer/Little League) field, downtown and public safety improvements in the amount of $22,310,000. The grand total of Mr. Upham's proposals was $37,344,000. Mr. Light's suggestions were the Bank of America City Hall project ($5.5 million), two years of street improvements ($6.5 million), and improvements to the gym, West City Park and Southeast Park ($2.125 million). The grand total of Mr. Light's ideas was $14,149,000.00. Mr. Light also asked Mr. Howerton to discuss the proposed 16" .waterline project on the west side of town. Mr. Howerton said that some work has actually been done on this particular project, rights of way have been acquired and engineering has been done. However, the project did not continue because drought conditions curtailed water usage, and therefo~e water revenues, which would have been used to fund the project. Also, money that might have been spent Mineral Wells City Council Minutes 08/01/2017 Page 3 of4 590 on this project was used for the reverse osmosis plant that was being placed to blend water from the Brazos River with the City's water supply to augment water supplies during the severe drought experienced in 2015 and 2016. He said water pressure and availability is poor on the west side of town. It is not and immediate problem, but would be a serious problem were there to be any development on the west side of town. He discussed the phases of the project and the possible impact on water rates. Following a detailed discussion of some length, Councilman Shoemaker moved and Councilman Upham seconded to plan to call a bond election for November 7, 2017, with propositions on the ballot for the acquisition and renovation of the former Bank of American Building for use as a City Hall; a two-year street program as promulgated by the City Manager; and the 16" water line on Highway 180 west~ This motion carried 7-0. Staff will have the necessary documents prepared for consideration py the City Council at its meeting on August 15, 2017. 10. There was no further business, and the meeting was adjourned at 7:06 pm.
