MINUTES REGULAR MEETING MINERAL WELLS CITY COUNCIL CITY HALL ANNEX April 3, 2018 - 6:00 pm City Councilmembers present were Mayor Mike Allen, Mayor Pro-Tern Tammy Underwood, Councilmembers Brian Shoemaker, Regan Johnson, Doyle Light, and Jerrel Tomlin. A quorum of City Councilmembers was present. Staff members present were City Manager Lance Howerton, Finance Director John Moran, Fire Chief Mike Pool, Police Chief Dean Sullivan, Public Works Director Bob Neal, City Clerk Peggy Clifton, and City Attorney Mack Reinwand. Mayor Allen called the meeting to order. Pastor Randy Anderson of the First Church of the Nazarene of Mineral Wells led the invocation, and the Pledges of Allegiance to the U.S. and Texas flags were recited. Mayor Allen presented a proclamation declaring April 2018 as "Child Abuse Awareness Month" and April 6, 2018 as "Go Blue Day". CITIZEN COMMENT Mayor Allen recognized Ms. Ginny Milliken of 605 N.E. 39th Avenue in Mineral Wells who had signed to speak. Ms. Milliken thanked City Manager Lance Howerton and Police Chief Dean Sullivan for taking care of the trucks and car haulers that were passing through her neighborhood. Following a motion made by Mrs. Underwood, seconded by Mr. Tomlin, the following CONSENT AGENDA was approved by a vote of 6-0: 1. Consider approval of minutes of meeting held March 20, 2018. 2. Consider approval of budgeted expenditures over $500. 3. Consider approval of Financial Report for the month ended November 2017. 4. Consider approval of Financial Report for month ended December 2017. 5. Consider a Cooperative Purchasing Agreement with Tarrant County. 6. Consider approval of payment to Enprotec/Hibbs & Todd, Inc. for Professional Services performed for the current Community Development Block Grant Project in the amount of $9,875.00. ITEM #1 MEETING DATE 04/17/2018 ITEMS FOR INDIVIDUAL CONSIDERATION 7. Mr. Howerton stated that the City received a request from the Center of Life for the donation of property owned by the City to be used for a Housing Project. Pastor Gary Word, representing the Center of Life, gave a presentation. Pastor Word stated that a real-estate lawyer out of Houston called him stating they had a group of owners from the referenced area proposing to donate 55 lots of the 6 acre tract to the Center of Life. A developer wants to put houses there that are under $100,000 in cost. The developer has proposed a certain donation from each sale of the homes to the Center of Life. The builder is to develop the streets. Pastor Word was previously told by Mr. Howerton that the City would need to obtain sealed bids to sell the lots. As an alternate the City might donate the lots. City Attorney Mack Reinwand said there are some exemptions to the requirement to solicit sealed bids, and this meets one of them. Mr. Reinwand is to prepare documents to donate the lots and these are to be brought back to the Council to review at a later meeting. No action taken. 8. Mr. Howerton asked Council to solicit bids for demolition on seven structures. Advertisement for the solicitation would be on April 7th and 14th. The bids will be opened April 23, 2018 at 2:00 p.m. The Council would consider awarding the bid at its meeting on May 1, 2018. Mr. Shoemaker moved and Ms. Johnson seconded to authorize staff to receive bids for demolition of the sub-standard structures. M·otion carried 6-0. 9. Mayor Allen announced that in accordance with Texas Government Code, Chapter 551.071, the City Council would recess into Executive Session at 6:21 p.m. to consult with its attorney regarding pending litigation: City of Mineral Wells v. Hanks, Cause No. C48039, 29th Judicial District Court. 10. The City Council reconvened into Open Session at 6:50 p.m. to consider possible discussion or action on Executive Session items. No action taken. 11. There was no further business and the meeting adjourned at 6:51 p.m. APPROVED: 04/17/2018

RECONVENE INTO OPEN SESSION: City Council will reconvene into open session to discuss and take action, if necessary, on Executive Session items. 11. Adjourn.
