MINUTES REGULAR MEETING MINERAL WELLS CITY COUNCIL CITY HALL ANNEX October 2, 2018 - 6:00 pm Audio recordings of the City Council meetings are available on the City's website at mineralwellstx.gov City Councilmembers present were Mayor Christopher M. Perricone, Councilmembers Brian Shoemaker, Regan Johnson, Jerrel Tomlin, Beth Watson and Doyle Light. Mayor Pro-Tern Tammy Underwood was absent. A quorum of City Councilmembers was present. Staff members present were City Manager Lance Howerton, Finance Director John Moran, Police Chief Dean Sullivan, Fire Chief Mike Pool, Public Works Director Bob Neal, City Clerk Peggy Clifton, and City Attorney Andy Messer. Mayor Perricone called the meeting to order. Pastor Kirk Horton of the Well of Life Church of Mineral Wells led the invocation, and the Pledges of Allegiance to the U.S. and Texas flags were recited. CITIZEN COMMENT Three people had signed to speak and Mayor Perricone recognized each in turn. Robert Avants of 201 NE 27th Street spoke about the dunking booth not being available now. Aneta Davis of 605 NW 2nd Avenue spoke about handicapped accessible sidewalks. Randy Barnett of 403 SW Jrd Street spoke about a petition for an audit. Following a motion made by Mr. Light, seconded by Mr. Shoemaker, the following CONSENT AGENDA was approved by a vote of 6-0: 1. Consider approval of minutes of meeting held September 25, 2018. 2. Consider approval of budgeted e x penditures over $500. 3. Consider approval of Pay Application No. 2 to B & L Construction Co. in the amount of $117,674.56 for the 16-inch Water Line Installation Project (Phase 1) on US Hwy. 180 West. ITEMS FOR INDIVIDUAL CONSIDERATION 4. David Moore of HHM, Inc. gave a report on the Downtown Historic Resources Survey . The report is available on the City's website. No action taken. llPa g e 5. Mr. Howerton stated that the Council appointed a Review Committee on August 7 to review proposals for an Economic Development _ Consultant. The Committee recommended to the Economic Development Task Force that the City move forward with Hawes Hill & Associates. On September 25, the Economic Development Task Force concurred with this recommendation. Mr. Light moved and Ms. Johnson seconded to approve a resolution authorizing the execution of a contract with Hawes Hill and Associates, LLP. to prepare a comprehensive Economic Development Plan for the City of Mineral Wells. Motion carried 6-0. 6. Mayor Perricone asked that he, a representative from the county, and a representative from the Mineral Wells Independent School District be added to the Economic Development Task Force. Mr. Light moved and Mr. Tomlin seconded to send an invitation to the Mayor, John Kuhn, and Shane Long to join the Economic Development Task Force. Motion carried 6-0. 7. Mayor Perricone announced that in accordance with Texas Government Code, Section 551.001, et seq., the City Council will recess into Executive Session (closed meeting) to discuss the following: a) §551.074: Deliberation regarding the appointment and duties of a public officer or employee: City Manager at 7:02 p.m. 14. Mayor Perricone announced that the Mineral Wells City Council has completed its Executive Session. In accordance with Texas Government Code, Chapter 551, the City Council will reconvene into Regular Session (open meeting) to consider action, if any, on matters discussed in Executive Session on this the 2nd day of October, 2018 at 7:49 pm. Reconvene Into Open Session - In accordance with Texas Government Code, Chapter 551, the City Council will reconvene into Regular Session to consider action, if any, on matters discussed in Executive Session. 9. Adjourn.
