Minutes PLANNING AND ZONING COMMISSION MEETING Monday, December 3, 2018 - 5:30 p.m. City Hall Annex, 115 S.W. P 1 Street, Mineral Wells, Texas MEMBERS PRESENT: Richard Ball (Chairman) , Mark Berry, Gene Ender, Glenn Mitchell, Charles Ramsay, Carlos Maldonado, Jeff Cowan STAFF MEMBERS PRESENT: John Moran - Finance Director sitting in for City Manager Mr. Howerton, Tony Stubblefield - Building Official, Stacie Frye -Secretary CALL TO ORDER: The meeting was called to order at 5:30 p.m. by Mr. Ball. Mr. Cowan made a MOTION to approve the minutes of the November 5, 2018, Planning and Zoning Commission meeting, SECONDED by Mr. Mitchell MOTION CARRIED 6 Yeas, 0 Nay. Mr. Stubblefield presented a report outlining the activities of the Inspection/Code Enforcement Department for the month of November 2018. PUBLIC HEARINGS PUBLIC HEARING ON P & Z CASE 2018-16 Applicant, Best of American Art Inc., is requesting a replat of 1.68 acres, being Lots 1, 2, 3, 4, 5 of Block 20 of the Pasadena Heights Addition, Mineral Wells, Palo Pinto County, Texas, to Lots 1R, 2R, and 3R, Block 20 of the Pasadena Heights Addition, Mineral Wells, Palo Pinto County, Texas A public hearing opened at 5:32 p.m. Best of American Art Inc., was not present for the meeting. Mr. Stubblefield reported that the Inspections Department had no objection to the Replat. Mr. Stubblefield went on to say that Oncore also has facilities/equipment in the area and would require access to the equipment and any current easements or rights of way through the property and will need to be maintained. Mr. Ball asked if there were any questions or comments regarding the request and after further discussion of the Commission, the public hearing was closed at 5:35 p.m. Mr. Cowan made a MOTION to approve the Replat with the conditions as requested, SECONDED by Mr. Mitchell. MOTION CARRIED with all in favor. 6 Yeas, 0 Nay. PUBLIC HEARING ON P & Z CASE 2018-18 Ordinance amending the City of Mineral Wells Zoning Ordinance to adopt regulations relating to the sale of all alcoholic beverages, including mixed beverages, within the City in various zoning districts, including without limitation, the LB - Local business district, C - Commercial district, CBD - Commercial district, LI - Light industrial district, and HI - Heavy industrial district, and other zoning districts determined appropriate, providing Use Regulations, including without limitation, amendments to the Specific Use Permit regulations, amendments to administrative regulations, including distance measurements, and amendments to permit regulations, and providing other appropriate regulations for the orderly regulation of land within the City of Mineral Wells A public hearing opened at 5:35 p.m. John Moran spoke to the Commission and addressed the Ordinance and some of the concerns with changes that need to be made for the Commission to review and to be left up for discussion. The commission asked a few questions about some of the existing businesses. Mr. Moran explained that nothing would change for the businesses that are already in place. Mr. Moran asked if this Ordinance could be tabled for further discussion until January 7, 2019 meeting. Mr. Ball asked if there were any questions or comments regarding the request and after further discussion of the Commission, the public hearing was closed at 5:53 p.m. Mr. Berry made a MOTION to have the Ordinance tabled until January 7, 2019 meeting for further discussion as requested, SECONDED by Mr. Ender. MOTION CARRIED with all in favor. 6 Yeas, 0 Nay. ADJOURNMENT: There was no further business to discuss.
