To the Honorable Mayor and All Aldermen: Following are the recommendations from the Airport Committee meeting called to order at 4:51p.m., November 25, 2013: 1. The City Council declare the bid by Coca-Cola Bottling Companies for the Airport Vending Machine Services, in the amount of thirty percent (30%) of the gross monthly receipts of vending services received during the term of the contract to be the lowest and best received; and further, authorize the Airport Director to complete the purchases. ********** The above motion by Alderman Knudsvig, seconded by Member Lehner and carried unanimously. 2. The City Council approve Pietsch Aircraft Restoration and Repairs request to sublease space in support of air cargo operations inside the building of Lot 9 Westside Development for a period not to exceed 24 months. ********** The above motion by Alderman Knudsvig, seconded by Alderman Lehner and carried unanimously. 3. The City Council approve the conceptual expansion plans to the FedEX hanger; and further authorize the owner to submit a project application to the City. ********** The above motion by Alderman Knudsvig, seconded by Alderman Lehner and carried unanimously. 4. The City Council adopt the proposed resolution, approving the 2014 Airport Rates, Fees and Charges. ********** The above motion by Alderman Knudsvig, seconded by Alderman Lehner and carried unanimously. AIRPORT COMMITTEE November 25, 2013 Page 2 5. The City Council approve Amendment #3 to the professional services agreement for the New Terminal Design in the amount of $43,980 to KLJ; and further authorize the Mayor to sign the agreement and any related federal or state funding grant documents on the City’s behalf. ********** The above motion by Alderman Knudsvig, seconded by Alderman Lehner. Upon questioning by Committee Member Rued, Mike Mahoney representative of KLJ, explained the need for the current contract amendment. He stated the original contract agreement was for the design of the terminal with prior amendments needed for construction services, which were not proposed as part of the project design. The current amendment in the amount of $43,980 is due to delays in obtaining funding for the original plan into 2012. The receipt of funding later than anticipated required KLJ to provide services beyond the initial funding date. Mr. Mahoney confirmed the amended amount would be paid from leftover funds of a previous grant and that these grant funds can only be used for qualified projects. He also stated if the terminal contract continues to have delays, another contract amendment would be needed for additional services from KLJ. The Airport Director commented the topic of contract amendments would come up in the future during the Apron Project, as KLJ has been asked to assist with this project. Whereupon a vote was taken on the above motion by Alderman Knudsvig, seconded by Alderman Lehner and carried by the following roll call vote: ayes: Frey, Hatlelid, Knudsvig, Larson, Lehner, Seymour. nays: Rued. ********** General Information The Airport Director appeared before the Committee to provide an update of current Airport projects. He stated the terminal construction phase of the project was on hold due to current weather conditions, but shop drawings would continue to be created and reviewed. He also commented Airport staff were working on completing close outs on various projects. Warren Pietsch from the Minot Aero Center updated the Committee on several additions to Minot Aero Business and Buildings. He stated Minot’s facility was currently the largest hanger ops service in the state of North Dakota. In the past year, the business had conducted 120 maintenance call outs, 6,800 hours in flight instruction and continues to provide backup service for de-icing issues. The business employs 34 full time employees, including 6 full time staff mechanics and 4 part-time employees. Staff mechanics are trained on several different type of aircraft.
