MINOT CITY COUNCIL - SPECIAL MEETING – 4:15 PM.
ROLL CALL
Members Present:
Barney, Connole, Frantsvog, Frey, Hatlelid, Jantzer, Knudsvig, Krabseth, Lehner, Miller, Olson, Seymour, Withus.
Members Absent:
None.
Mayor Zimbelman presiding.
PLEDGE OF ALLEGIANCE
Mayor Zimbelman led the City Council in the Pledge of Allegiance.
ADOPT MOUSE RIVER ENHANCED FLOOD PROTECTION PLAN - APPROVED
Alderman Lehner moved that the City Council adopt the Mouse River Enhanced Flood Protection Plan, as presented by the
North Dakota Water Commission.
The Council discussed the merits of moving forward with the flood protection plan which included the Maple Street and 27 th
Street SE diversions. Alderman Barney, Krabseth, Miller, Lehner, and Frey expressed their support for the plan, as presented.
Aldermen Withus and Hatlelid discussed the possibility of changing the plan to follow the current river path. Aldermen
Connole and Miller expressed support for building the flood protection to withstand 27,400 cfs. Aldermen Krabseth and
Hatlelid voiced concerns with funding for the diversion portions of the plan. Mayor Zimbelman urged the Council to move
forward with a decision on the plan in order to be eligible for any available project funding.
Upon questioning, Ryan Ackerman, representing Ackerman-Estvold Engineering, indicated the footprint could conceivably
be reduced with a change in water management, however, the flows would increase downstream. He commented that by
keeping the footprint as is, levies and floodwalls could be constructed for higher flow rate protection. Upon further
questioning, he stated reducing the protection from 27,400 cfs to 15,000 cfs would likely be approximately a 15-20% reduced
plan cost.
Liz Hoppman, 422 3rd Avenue NW, appeared before the Council requesting the Council to consider purchasing the homes in
the entire Lincoln area should they decide to follow the path of the river with protection. Carolyn Olson, 8 Souris Court, and
Tom Widdell, 1704 Burdick Expressway East, urged the Council to save homes with a smaller footprint.
Upon questioning, Ryan Ackerman indicated the adopted plan will need to be endorsed by the Souris River Joint Board and
from there would be considered by the State Water Commission for approval.
Following considerable discussion, a vote was taken on the above motion by Alderman Lehner, seconded by Alderman
Miller and carried by the following roll call vote: ayes: Barney, Connole, Frantsvog, Frey, Hatlelid, Jantzer, Knudsvig,
Krabseth, Lehner, Miller, Olson, Seymour, Withus. nays: none.
ADJOURNMENT
There being no further business, Alderman Miller moved that the City Council meeting be adjourned. Motion seconded by
Alderman Lehner and carried unanimously. Meeting adjourned at 5:02 pm.
