September 10, 2012 MINOT CITY COUNCIL - SPECIAL MEETING ROLL CALL Members Present: Frantsvog, Frey, Hatlelid, Jantzer, Knudsvig, Krabseth, Lehner, B. Miller, M. Miller, Moen, Olson, Seymour, Withus. Members Absent: Connole. Mayor Zimbelman presiding. PLEDGE OF ALLEGIANCE Mayor Zimbelman led the City Council in the Pledge of Allegiance. ORDINANCE NO. 4562 – REZONING BOLTON HEIGHTS ADDITION, BLOCK 2 – SECOND READING – APPROVED Alderman Hatlelid moved that the City Council place Ordinance No. 4562, rezoning Bolton Heights Addition, Block 2 from AG (Agricultural District) to R-1 (Single-Family Residence District), on second reading. Motion seconded by Alderman Jantzer and carried unanimously. Alderman Hatlelid moved that the City Council pass Ordinance No. 4562, on second reading. Motion seconded by Alderman Jantzer and carried by the following roll call vote: ayes: Frantsvog, Frey, Hatlelid, Jantzer, Knudsvig, Krabseth, Lehner, B. Miller, M. Miller, Moen, Olson, Seymour, Withus. nays: none. ORDINANCE NO. 4563 – REZONING BOLTON HEIGHTS ADDITION, BLOCKS 3, 4, 6, 7, 10, AND 11 – SECOND READING – APPROVED Alderman Hatlelid moved that the City Council place Ordinance No. 4563, rezoning Bolton Heights Addition, Blocks 3, 4, 6, 7, 10, and 11 from AG (Agricultural District) to R-2 (Two-Family Residence District), on second reading. Motion seconded by Alderman Jantzer and carried unanimously. Alderman Hatlelid moved that the City Council pass Ordinance No. 4563, on second reading. Motion seconded by Alderman Jantzer and carried by the following roll call vote: ayes: Frantsvog, Frey, Hatlelid, Jantzer, Knudsvig, Krabseth, Lehner, B. Miller, M. Miller, Moen, Olson, Seymour, Withus. nays: none. ORDINANCE NO. 4564 – REZONING BOLTON HEIGHTS ADDITION, BLOCKS 8, 9, AND 12-15 – SECOND READING – APPROVED Alderman Hatlelid moved that the City Council place Ordinance No. 4564, rezoning Bolton Heights Addition, Blocks 8, 9, and 12-15 from AG (Agricultural District) to R-3 (Multi-Family Residence District), on second reading. Motion seconded by Alderman Jantzer and carried unanimously. Alderman Hatlelid moved that the City Council pass Ordinance No. 4564, on second reading. ORDINANCE NO. 4565 – REZONING BOLTON HEIGHTS ADDITION, BLOCKS 1 AND 5 – SECOND READING – APPROVED Alderman Hatlelid moved that the City Council place Ordinance No. 4565, rezoning Bolton Heights Addition, Blocks 1 and 5 from AG (Agricultural District) to R-4 (Planned Residence District), on second reading. Motion seconded by Alderman Jantzer and carried unanimously. Alderman Hatlelid moved that the City Council pass Ordinance No. 4565, on second reading. ORDINANCE NO. 4566 – REZONING BOLTON HEIGHTS ADDITION, BLOCKS 16-19 – SECOND READING – September 10, 2012 APPROVED Alderman Hatlelid moved that the City Council place Ordinance No. 4566, rezoning Bolton Heights Addition, Blocks 16-19 from AG (Agricultural District) to C-2 (General Commercial District), on second reading. Motion seconded by Alderman Jantzer and carried unanimously. Alderman Hatlelid moved that the City Council pass Ordinance No. 4566, on second reading. Motion seconded by Alderman Jantzer and carried by the following roll call vote: ayes: Frantsvog, Frey, Hatlelid, Jantzer, Knudsvig, Krabseth, Lehner, B. Miller, M. Miller, Moen, Olson, Seymour, Withus. nays: none. ORDINANCE NO. 4567 – ANNEXING BOLTON HEIGHTS ADDITION, BLOCKS 1-19 – SECOND READING – APPROVED Alderman Hatlelid moved that the City Council place Ordinance No. 4567, annexing Bolton Heights Addition, Blocks 1-19, on second reading. Motion seconded by Alderman Jantzer and carried unanimously. Alderman Hatlelid moved that the City Council pass Ordinance No. 4567, on second reading. Motion seconded by Alderman Jantzer and carried by the following roll call vote: ayes: Frantsvog, Frey, Hatlelid, Jantzer, Knudsvig, Krabseth, Lehner, B. Miller, M. Miller, Moen, Olson, Seymour, Withus. nays: none. PUBLIC HEARING - 2013 BUDGET The City Council held a public hearing on the proposed 2013 Annual Budget. Mayor Zimbelman opened the public hearing by asking for any public comment on the proposed Budget. Scott Williams, 1841 14th Street SW, appeared before the Council to present a petition requesting the elimination of the $75,000 property tax exemption for new homes. He stated the exemption was no longer needed to encourage growth in the City. The City Manager indicated the exemption policy would be discussed at the next Finance and Improvements Committee meeting. Stephen Podrygula, and John MacMartin, Minot Area Chamber of Commerce President, appeared before the Council in support of the proposed budget. Charles Hermann, 625 16th Street NW, appeared before the Council and stated the City does need to raise taxes in order to provide services; however, many citizens cannot afford the property tax increases. Whereupon, Alderman B. Miller moved that the public hearing be closed. Motion seconded by Alderman Lehner and carried by the following roll call vote: ayes: Frantsvog, Frey, Hatlelid, Jantzer, Knudsvig, Krabseth, Lehner, B. Miller, Moen, Olson, Seymour, Withus. nays: M. Miller. The City Council recessed to a Committee of the Whole meeting at 6:46 p.m. CITY COUNCIL RECONVENES The City Council reconvened following the Committee of the Whole meeting at 7:51 p.m. with the following members in attendance: Frantsvog, Frey, Hatlelid, Jantzer, Knudsvig, Krabseth, Lehner, B. Miller, M. Miller, Moen, Olson, Seymour, Withus. Mayor Curt Zimbelman presiding. COMMITTEE OF THE WHOLE REPORT – AMEND 2013 BUDGET Alderman Hatlelid reported on the recommendations of the September 10, 2012, Committee of the Whole meeting and moved that the City amend the 2013 Annual Budget as recommended by the Committee of the Whole, including the base budget as presented by the City Manager, with the following amendments: Additional Budget Requests 1. Add 1 Part-Time Internal Auditor position to the Finance Department for an increase of $33,399; 2. Add 7 Police Officer positions to the Police Department for an increase of $547,722; 3. Add 1 Patrol Car to the Police Department for an increase of $28,000; 4. Add 2 Dispatcher position to the Telecommunications Division for an increase of $101,334; 5. Add 1 Assistant Fire Chief position to the Fire Department for an increase of $93,358; September 10, 2012 6. Add 2 Firefighter positions to the Fire Department for an increase of $128,872; 7. Add 1 Fire Inspector position to the Fire Department for an increase of $67,168; 8. Add 3 Building, Electrical, and Mechanical Inspector positions to the Building Inspection Department for an increase of $212,994; 9. Add 1 Administrative Clerk position to the Inspection Department for an increase of $42,624; 10. Add 1 Traffic Maintenance Worker position to the Traffic Division for an increase of $52,920; 11. Add 1 Assistant City Planner position to the Engineering and Planning Department for an increase of $81,392; 12. Add 1 Equipment Operator Light position to the Sanitation Division for an increase of $97,145; 13. Add 2 Laborer positions to the Sanitation Division for an increase of $97,145; 14. Increase the Mtcs Car, Bus, Truck, Heavy Equipment line item in the Sanitation Division by $2,000 and the Fuel line item in the Sanitation Division by $2,303; 15. Add 1 Equipment Operator Heavy position to the Street Division for an increase of $62,923; 16. Add 1 Grader to the Street Division for an increase of $260,000 and increase the Fuel line item for the Street Division by $12,095; 17. Add 1 Equipment Operator Heavy position to the Landfill Division for an increase of $63,195; 18. Increase the Equipment Rental line item in the Landfill Division by $96,000 and increase the Fuel line item for the Street Division by $20,000; 19. Add 1 Equipment Operator Light position to the Cemetery Division for an increase of $52,140; 20. Add 1 Utility Operator I position to the Water Division for an increase of $57,779; 21. Add 1 Truck to the Water Division for an increase of $36,500; 22. Add 1 Utility Operator I position to the Sewer Division for an increase of $51,242; 23. Add 2 Operations Technician positions to the Airport Department for an increase of $107,116; 24. Add 1 Library Assistant position to the Library Department for an increase of $4,400; 25. Add 1 Public Information Officer to the City Manager’s Department for an increase of $69,493. 26. Increase the Community Facility Fund by $1,011,840 with the removal of the complex parking reconstruction, auditorium seating, auditorium lighting, and Armory roof repair projects; 27. Increase the City’s Pension contribution from 31.29% to 35.76% for an increase of $27,265. Reductions/Offsets/Other 1. Eliminate the Extra Help positions in the Building Inspection Department for a reduction of $173,885; 2. Transfer the relocation of the fire training grounds from the Community Facility fund to the Sales Tax Capital Infrastructure fund; 3. Remove the Public Works Building Expansion and purchase of land for Fire Station No. 5 from the Sales Tax Capital Infrastructure fund. 4. Reduce the MADC Work Force Development line item by $28,760; 5. Remove the two sander bodies from the Street Division Capital Purchase in the amount of $50,000; 6. Remove the polygraph equipment from the Criminal Investigations Division Operations Supply for a reduction of $5,000. Motion seconded by Alderman B. Miller and carried by the following roll call vote: ayes: Frey, Hatlelid, Jantzer, Krabseth, Lehner, B. Miller, Moen, Olson, Seymour, Withus. nays: Frantsvog, Knudsvig, M. Miller. ORDINANCE NO. 4617 – 2013 ANNUAL BUDGET – FIRST READING - APPROVED Alderman Hatlelid moved that the City Council place Ordinance No. 4617, adopting the 2013 Annual Budget, as amended, on first reading. Motion seconded by Alderman B. Miller and carried by the following roll call vote: ayes: Frey, Hatlelid, Jantzer, Krabseth, Lehner, B. Miller, Moen, Olson, Seymour, Withus. nays: Frantsvog, Knudsvig, M. Miller. Alderman Hatlelid moved that Ordinance No. 4617 be passed on first reading. Motion seconded by Alderman B. Miller and carried by the following roll call vote: ayes: Frey, Hatlelid, Jantzer, Krabseth, Lehner, B. Miller, Moen, Olson, Seymour, Withus. nays: Frantsvog, Knudsvig, M. Miller.
