Pastor Mugaas requested that more water testing be completed in his area. Caroline Moore – 8 Souris Court appeared before the City Council to express her concern about water discoloration and odor. She stated her situation has been resolved with flushing performed by the Water Department. This has been done temporarily by the connection of a hose to a nearby hydrant. The Assistant Public Works Director stated that after reports of a positive water test for bacteria, the Water Department took 6 samples from the same residential area which all came back clear from the First District Health Unit. Further testing will continue to be done. Mr. Sorenson stated the current water discoloration appears to be the result of rust due to limited use of the water mains. He continued by saying over time the water mains will develop a coating from regular flushing which should help eliminate the rust issue. If repeated flushing does not resolve the issue, the Water Department will look at changing the chemistry of the water. MAYOR’S REPORT Mayor Zimbelman reported the ground breaking for the new airport terminal has now taken place. Construction will continue through the winter with progress based on weather conditions. Motion seconded by Hatlelid. Alderman Frantsvog questioned if the defined contribution pension plan would still contain the prohibition clause that is mandated in the defined benefit plan. He expressed concern to the possibility of current retirees being rehired and drawing pension along with a salary. The Finance Director commented she would confer with the City’s Pension Attorney concerning this issue and report back to the Council. OTHER BUSINESS Alderman Frey expressed his concern over the abundant amount of precipitation received this year and asked for an update on the operating status of the Lake Darling Dam. The City Manager stated Lake Darling is currently operating under an International Agreement. However, staff understand the concern with the wet conditions, and will be staying in contact with Lake Darling on a regular basis.
