September 15, 2014 MINOT CITY COUNCIL – SCHEDULED MEETING – 6:30 P.M. ROLL CALL Members Present: Berg, Frantsvog, Frey, Hatlelid, Jantzer, Lehner, Miller, Olson, Pankow, Seymour, Shomento. Members Absent: Connole, Schuler. Mayor Barney presiding. PLEDGE OF ALLEGIANCE Mayor Barney led the City Council in the Pledge of Allegiance. ORDINANCE NO. 4882 – REZONING MINOT PLACE 2ND SUBDIVISION, BLOCK 1, LOT 1; BLOCK 2, LOT 1- SECOND READING – APPROVED Alderman Hatlelid moved the City Council place Ordinance No. 4882, on second reading, rezoning Minot Place 2nd Subdivision, Block 1, Lot 1; Block 2, Lot 1 from R4 (Planned Residence District) to R2 (Two Family Residential District). Motion seconded by Alderman Lehner and carried unanimously. Alderman Hatlelid moved the City Council pass Ordinance No. 4882, on second reading. ORDINANCE NO. 4883 – REZONING MINOT PLACE 2ND SUBDIVISION, BLOCK 3, LOT 1- SECOND READING – APPROVED Alderman Hatlelid moved the City Council place Ordinance No. 4883, on second reading, rezoning Minot Place 2nd Subdivision, Block 3, Lot 1 from R4 (Planned Residence District) to RM (Medium Density Residential District). ORDINANCE NO. 4843 – REZONING MINOT INTERNATIONAL AIRPORT SOUTH SIDE ADDITION, LOT 1- SECOND READING – APPROVED Alderman Hatlelid moved the City Council place Ordinance No. 4843, on second reading, rezoning Minot International Airport South Side Additionsfrom C2 (General Commercial District) to P (Public District). RESOLUTION NO. 3326 – ESTABLISHING 2015 SEWER FEES – APPROVED Alderman Hatlelid moved that the City Council adopt Resolution No. 3326, establishing fees pertaining to sewer rates, effective January 1, 2015. Motion seconded by Alderman Frantsvog and carried by the following roll call vote: ayes: Berg, Frantsvog, Frey, Hatlelid, Jantzer, Lehner, Miller, Olson, Pankow, Seymour, Shomento. nays: None. RESOLUTION NO. 3327 – ESTABLISHING 2015 CEMETERY FEES – APPROVED Alderman Hatlelid moved that the City Council adopt Resolution No. 3327, establishing fees pertaining to cemetery rates, effective January 1, 2015.  September 15, 2014 Motion seconded by Alderman Frantsvog and carried by the following roll call vote: ayes: Berg, Frantsvog, Frey, Hatlelid, Jantzer, Lehner, Miller, Olson, Pankow, Seymour, Shomento. nays: None. MAYOR COMMENTS Before discussion on approving the 2015 budget began, Mayor Barney welcomed the new City Manager Lee Staab on his first day with the City of Minot. Mayor Barney also thanked Finance Director Hemphill for her hard work and dedication in being Acting City Manager until the position could be filled. ORDINANCE NO. 4886 – 2015 ANNUAL BUDGET – SECOND READING – APPROVED Additional Staff Budget Requests 1. Add 1 Legal Secretary in the City Attorney Department; 2. Add 1 Financial Specialist in the Finance Department; 3. Add 1 Information Technology Specialist; 4. Add 1 Office and Administrative Specialist in the Police Department; 5. Add 1 Police Officer funded by the COPS Grant; 6. Add 12 Firefighters for 6 months in 2015 equal to 6 FTEs for 2015; 7. Add 1 Commercial Plan Reviewer in Inspections; 8. Add 1 Building Permit Technician in Engineering; 9. Add 1 Zoning Code Enforcement Officer in Engineering; 10. Add 2 Light Equipment Operators in the Street Department; 11. Add 1 Heavy Equipment Operator in the Street Department; 12. Add 1 Airport Facility Foreman for 6 months in 2015; 13. Add 1 Engineering Technician Senior in the Public Works Department; 14. Add 1 Utility Operator/One Call Locator in the Water/Sewer Department; 15. Add 1 Light Equipment Operator in the Landfill: 16. Add 3 Full-time Bus Drivers; 17. Add 1 CDBG-DR Invoice Clerk funded by CDBG moneys; 18. Add 3 Police Officers. Alderman Hatlelid moved that the City Council place Ordinance No. 4886, adopting the 2015 Annual Budget, on second reading. Motion seconded by Alderman Jantzer. Whereupon, Alderman Lehner moved to amend the proposed 2015 Annual Budget by reducing Police Officer positions adds to 2 and including 1 more full-time bus driver position. Motion seconded by Alderman Frantsvog. Alderman Lehner stated the public asked for additional transportation services. Adding one more bus driver will help with additional routes to the transit system. He also commented that if this position is not added, the department will need to incur over-time costs for other employees, specifically mechanics, who fill in on the routes, as well as extra costs for equipment repair that must be sent out of shop because mechanics are not available to complete. Alderman Frey commented that he would support this added bus driver, but not at the expense of eliminating a police officer position. Alderman Frantsvog stated he believed Alderman Lehner’s amendment was a good compromise. He also said he was aware that Alderman Lehner spoke with the Police Chief concerning the situation before deciding on this compromise. Upon questioning by Mayor Barney, the Police Chief confirmed the department had added 3 officers in 2014 and 7 officers in 2013. He stated that it would not be a huge problem if 1 officer is eliminated in this budget. Whereupon a vote was taken on the amended motion by Alderman Lehner, seconded by Alderman Frantsvog and carried by the following roll call vote: ayes: Berg, Frantsvog, Hatlelid, Jantzer, Lehner, Miller, Olson, Seymour, Shomento. nays: Frey, Pankow. Alderman Miller then moved to amend the proposed 2015 budget by adding back the 1 police officer removed with the previously passed amendment.  September 15, 2014 Motion seconded by Alderman Frey. Alderman Miller stated the Police Chief had indicated the ratio of police officer’s to citizens was not adequate for the population. He commented the Council is charged with the public’s safety and continued quality of life. Alderman Frantsvog reminded the Council there would still be an addition of 3 police officers in the budget without this amendment as there is also a COPS grant police officer proposed. He commented the people had asked the Council to be prudent in their decision to not raise taxes. Alderman Seymour said the public currently has some sense of insecurity. Upon questioning by Aldermen Shomento and Pankow, the Police Chief indicated the Minot Police department currently has 75 sworn positions and 69 of those officers are fully trained. He stated the ideal ratio of officers per population would be 1 officer for every 600 people if looking at population of 50,000. Upon questioning by Alderman Miller, the City Assessor confirmed the cost of 1 mill on an average home of $189,000 is less than $9. Following this discussion, a vote was then taken on the amended motion by Alderman Miller, seconded by Alderman Frey and carried with the following roll call vote: ayes: Berg, Frey, Hatlelid, Jantzer, Miller, Olson, Pankow, Seymour, Shomento. nays: Frantsvog, Lehner. Whereupon, a vote was taken on the original motion by Alderman Hatlelid, seconded by Alderman Jantzer and carried by the following roll call vote: ayes: Berg, Frantsvog, Frey, Hatlelid, Jantzer, Lehner, Miller, Olson, Pankow, Seymour, Shomento. nays: None. Alderman Hatlelid moved that the City Council pass Ordinance No.4886 on second reading. Motion seconded by Alderman B. Jantzer and carried by the following roll call vote: ayes: Berg, Frantsvog, Frey, Hatlelid, Jantzer, Lehner, Miller, Olson, Pankow, Seymour, Shomento. nays: None.
