PERSONAL APPEARANCES None MAYOR’S REPORT Mayor Sipma reviewed the meetings and events he attended over the past month including, the public input meeting for the Gathering Space, the Budget Workshops, the Verendrye Electric Annual Meeting, the Ward County Weed Board , MADC, Pension Board, Task Force 21, the High Water Mark Initiative, Sunrise Rotary and a tour of AGT Foods. CITY MANAGER’S REPORT The City Manager reviewed upcoming dates by saying, City offices will be closed on July 4th, he and the Mayor will attend Hub City and Taxation meetings in Bismarck July 12th and 13th. There is a Chamber Board meeting, a meeting of the Downtown Gathering Space Technical Review Team, and the NDLC Elected Official Workshop taking place July 17th. July 18th is a meeting of the Comprehensive Economic Development Strategy, Mouse River Basin Water Commission meets July Page | 8  July 2, 2018 Regular City Council Meeting 23rd, City Administrators are meeting with the Governor July 25th and the standing meetings for Planning Commission and Committee of the Whole will take place at the end of the month. Mr. Barry then spoke about the High Water Initiative in which 14 signs were placed around the valley in an effort to remind and educate the community about flood risk. He described the locations of the signs and said, the initiative also provides CRS points that help reduce the cost for flood insurance. He gave an update regarding ongoing communication with the Souris River Joint Board (SRJB). He said the flood control project is accelerating nicely but with that accelerated pace, the project is churning through finances quickly. There will be an impact on financial models and there is a need to work aggressively to increase the amount of local share from other jurisdictions. He also mentioned local contract that need to be discussed including, who holds the contract and who will take ownership of the infrastructure once it is completed. He said, the SRJB has done a great job with the project so far and with securing state funding. He said he recommends a meeting between the City Council and the SRJB to have an open discussion and ensure everyone is on the same page going forward. He continued by saying, Home Sweet Home has been successfully relocated across the street. The new foundation is being poured and the structure will be placed once it is completed. The timeline was extended due to utility conflicts, weather and contractor work for the flood control project. He then mentioned a document that was provided to the Council describing other NDR project updates, including details about a recent visit with HUD. Mr. Barry gave an overview of the budget process and the timeframe in which it will take place. Staff is currently meeting with Department Head to develop the budget. There were three Budget Workshops held to inform the Council on the status of finances including five-year revenue and expense projections. There was an annual public meeting on the Pay Plan, June 28th and the Finance Department is working to assemble the completed budget by the July 22nd deadline. The budget will be delivered to the Council on August 6th and a Q&A session will be held during the Committee of the Whole meeting August 28th. The City Council President’s message and budget recommendations will be presented September 4th and there will be first and second readings of the budget September 18th and 25th. The City Manager mentioned some highlights from the IEDC Technical Assistance Report. He said, the main findings indicate, there needs to be a focus on strategy, stakeholders need to move to active and proactive leadership and we need to eliminate community silos. They listed strengths for Minot being the city is ripe for growth, it is a regional destination and has a diverse economy. Weaknesses listed include, downtown closes early; there is organization fragmentation and a lack of single leadership downtown. Mr. Barry said, since there is only one new member of the City Council, there will not be a formal Council Orientation. A City Council handbook was provided and he is available to answer any questions. He mentioned the Taxation Committee who invited Mr. Barry back to discuss taxes, debt and debt services. He will also be meeting with the Energy Development and Transmission Committee (HUB City), to continue to make the case for the City of Minot on how oil and gas has impacted the city. He is working collaboratively with other jurisdictions to come up with a formula that is reasonable, defensible, fair and equitable for all organizations that are impacted. The City Manager then recommended that department heads visit with the Council during Committee of the Whole meetings to discuss their accomplishments, challenges and works in progress. The hope is to have one or two departments provide information during each Committee of the Whole meeting to give a high level overview and answer any questions. Mr. Barry talked about the South Dakota v. Wayfair case and the local impact of the Supreme Court ruling. He said State legislature preemptively developed State Code which positions the State to collect sales tax from online purchases very quickly. The increased collections will increase the amount of State Aid available and should also increase the amount of local sales tax collections. He said there is nothing the City needs to do because the State is taking the lead. There is a mandated timeframe that collections should take place by October 1st of this year and some retailers have already started to comply. He gave an update on the Community Development Director position who will lead the Planning and Inspection Department. Prothman has aided in a nationwide search for qualified candidates which have been narrowed down to three. The finalists will be interviewed by a panel in mid-July and then have a final interview with the City Manager. He said, he is hopeful Page | 9  July 2, 2018 Regular City Council Meeting there will be a recommendation to fill the position by the end of the month. He explained, in the interim, the Planning Department has been running very lean with many open positions. He recognized Lance Lang and Lance Meyer for doing a great job keeping the department running through the transition. He also thanked the community for being patient with staff throughout the planning application process. Mr. Barry described the new automated vehicle locator which provides a GPS map to dispatch, fire, the Police Department, Ward County and Community Ambulance. It will allow the agencies to be more efficient by providing proximity based dispatching and improving response time. It also allows for a non-responsive emergency vehicle to be identified by location in order to send backup. He concluded by saying, construction updates can be found in the document provided and they are available to the community. Some items in the project are eligible for a cost share from the State Water Commission and others are not, meaning the City will absorb the cost no matter when they are done. He said, there are some larger projects eligible for State Water Commission funding that can be deferred until the funding is available. Typically funding has not been an issue but the State Water Commission will know more at their next meeting. Currently, funds are being reallocated from the SWIF Action C Improvements. He stated, the contracts provide flexibility to accommodate the scope of the work being done. Mr. Jonasson also explained, the funds being used on the project were previously allocated to SWIF work so there are no new sales tax dollars being used. Upon questioning by Alderman Wolsky, Mayor Sipma stated, an initial meeting has taken place and it is amicable discussion that will hopefully result in a recommendation to the City Council. Whereupon a vote was taken on the above motion by Alderman Wolsky, seconded by Alderman Straight and carried by the following roll call vote: ayes: Jantzer, Pitner, Sipma, Straight, Wolsky; nays: none. COMMITTEE APPOINTMENTS- CONSOLIDATION OF SERVICES: PARK BOARD & MINOT AUDITORIUM/RECREATION – APPROVED Mayor Sipma stated, for the past few years, he has been involved in discussions regarding the consolidation of Parks and Recreation. He recommended the following members be appointed to formally discuss the topic and bring a recommendation to the City Council: Mayor Sipma, City Manager, Tom Barry, Parks Director, Ron Merritt, Auditorium/Recreation Director, Scott Collins, and Park Board Member, Perry Olson. Alderman Straight moved the City Council confirm the appointments to the Parks and Recreation Consolidation Committee. Motion seconded by Alderman Wolsky. Alderman Pitner, as the appointment to the Recreation Commission volunteered to join the Committee. Alderman Straight amended his motion to include Alderman Paul Pitner on the Committee. Alderman Wolsky amended his second. Whereupon a vote was taken on the above motion by Alderman Wolsky, seconded by Alderman Straight and carried by the following roll call vote: ayes: Jantzer, Pitner, Sipma, Straight, Wolsky; nays: none.
