December 12, 2018 Special City Council Meeting MINOT CITY COUNCIL - SPECIAL MEETING – DECEMEBR 12, 2018 at 3:30 PM ROLL CALL: Members Present: Sipma, Jantzer, Olson, Podrygula, Pitner, Straight, Wolsky Members Absent: None Mayor Sipma presiding and led the Council in the Pledge of Allegiance. MAYORAL APPOINTMENTS – APPROVED Alderman Jantzer moved the City Council confirm the following Mayoral appointments and reappointments. Visit Minot Jessica Ackerman reappointed with a term to expire December 2021. Megan Laudenschlager reappointed with a term to expire December 2021. Randy Conway appointed with a term to expire December 2021. Motion seconded by Alderman Pitner and carried by the following roll call vote: ayes: Jantzer, Olson, Podrygula, Pitner, Sipma, Straight, Wolsky. nays: none. CORRECTION TO SCRIVENER ERROR FOR EMINENT DOMAIN ADDRESS – APPROVED Alderman Olson moved the City Council approve correction to scrivener error for approval of Eminent Domain proceedings for 613 2nd Avenue NE which is the correct address. Motion seconded by Alderman Jantzer and carried by the following roll call vote: ayes: Jantzer, Olson, Podrygula, Pitner, Sipma, Straight, Wolsky. nays: none. ORDINANCE NO. 5336 – AMEND THE 2019 ANNUAL BUDGET - LIBRARY SALARY DISCREPANCY - SECOND READING – APPROVED Alderman Olson moved the City Council place ordinance no. 5336 on second reading, to amend the 2019 annual budget to move $15,771.18 from the Library's Cash Reserves into the Library's Salaries for 2019 in order to correct a salary discrepancy without impacting the Mill Levy. Motion seconded by Alderman Podrygula and carried unanimously. Alderman Olson moved the City Council pass ordinance no. 5336 on second reading. Motion seconded by Alderman Podrygula and carried by the following roll call vote: ayes: Jantzer, Olson, Podrygula, Pitner, Sipma, Straight, Wolsky. nays: none. ORDINANCE NO. 5338 – AMEND THE 2019 ANNUAL BUDGET- EMPLOYMENT CONTRACT BENEFITS- SECOND READING – APPROVED Alderman Jantzer moved the City Council place ordinance no. 5338 on second reading, to amend the 2019 annual budget to modify the City Manager's employee retirement benefits. Motion seconded by Alderman Straight and carried unanimously. Alderman Jantzer moved the City Council pass ordinance no. 5338 on second reading. Motion seconded by Alderman Straight and carried by the following roll call vote: ayes: Jantzer, Olson, Podrygula, Pitner, Sipma, Straight, Wolsky. nays: none. Page | 1 December 12, 2018 Special City Council Meeting ORDINANCE NO. 5335 - AMENDMENTS TO MEETING ORDINANCE- SECOND READING – APPROVED Alderman Olson moved the City Council place ordinance no. 5335 on second reading to repeal and reenact sections 2-126, 2- 157, 4-16, 5-25, 5-32, 9-135, 18-193, 18-196, and 18-197 of the City of Minot Code of Ordinances in order to reflect the City Council’s decision to discontinue the regular use of the committee of the whole and, instead, have two regular City Council meetings each month. Motion seconded by Alderman Pitner and carried unanimously. Alderman Olson moved the City Council pass ordinance no. 5335 on second reading. Motion seconded by Alderman Pitner and carried by the following roll call vote: ayes: Jantzer, Olson, Podrygula, Pitner, Sipma, Straight, Wolsky. nays: none. RESOLUTION NO. 3606 – APPROVAL OF 2019 CITY COUNCIL/PLANNING COMMISSION MEETING SCHEDULE – APPROVED Alderman Olson moved the City Council adopt resolution no. 3606 approving the City Council and Planning Commission meeting schedules for 2019. Motion seconded by Alderman Pitner and carried by the following roll call vote: ayes: Jantzer, Olson, Podrygula, Pitner, Sipma, Straight, Wolsky. nays: none. MADC CONTRACT AGREEMENT AMENDMENT – APPROVED Alderman Jantzer moved the City Council approve the two month extension of the current MADC Agreement. Motion seconded by Alderman Olson. Alderman Podrygula stated he agrees with the decision to refine the agreement and likes the idea of extending time in order to revise it correctly, without rushing. Upon questioning by Alderman Straight regarding whether the MADC has approved the agreement, Mayor Sipma stated, the MADC Board will meet the following day to discuss it. Whereupon a vote was taken on the above motion by Alderman Jantzer, seconded by Alderman Olson and carried by the following roll call vote: ayes: Jantzer, Olson, Podrygula, Pitner, Sipma, Straight, Wolsky. nays: none. ADJOURNMENT There being no further business, Alderman Jantzer moved the City Council meeting be adjourned. Motion seconded by Alderman Pitner and carried unanimously. Meeting adjourned at 3:36 pm.
