August 24, 2020 Special City Council Meeting MINOT CITY COUNCIL – SPECIAL MEETING – AUGUST 24, 2020 AT 4:00 P.M. ROLL CALL Members Present: Evans (phone), Jantzer, Olson (phone), Pitner, Podrygula (phone), Ross, Sipma Members Absent: None PLEDGE OF ALLEGIANCE Mayor Sipma presiding and led the City Council in the Pledge of Allegiance. MAGIC CITY DISCOVERY CENTER DOD DCIP PROGRAM (G&A021) – APPROVED Alderman Ross moved the City Council include language in the grant application relating to assurances included in the Budget Justification section of the grant application. Motion seconded by Alderman Jantzer. Acting City Manager, David Lakefield, explained that additional language can be managed through a subrecipient agreement but they wanted the application to be clear that cost overruns would be the responsibility of Magic City Discovery Center. Mayor Sipma said, during discussions with representatives from the Magic City Discovery Center they indicated they would not be able to continue the application without the proposed language. He stated, he is hopeful they will be successful in this process. Alderwoman Evans asked about the other entities that applied for the grant using the City of Minot as a pass through entity and whether those applications would be brought to Council as well. Mr. Lakefield responded by saying they would not. They were not successful in the first round of the application process and are not moving forward. Whereupon a vote was taken on the above motion by Alderman Ross, seconded by Alderman Jantzer and carried by the following roll call vote: ayes: Evans, Jantzer, Olson, Pitner, Podrygula, Ross, Sipma; nays: none. ADJOURNMENT There being no further business, Alderman Pitner moved the City Council meeting be adjourned. Motion seconded by Alderman Ross and carried unanimously. Meeting adjourned at 4:05 pm.
