January 4, 2021 Regular City Council Meeting MINOT CITY COUNCIL – SCHEDULED MEETING – JANUARY 4, 2021 AT 5:30 P.M. ROLL CALL Members Present: Evans, Jantzer, Pitner, Podrygula, Ross, Sipma Members Absent: Olson PLEDGE OF ALLEGIANCE Mayor Sipma presiding and led the City Council in the Pledge of Allegiance COVID-19 UPDATE Lisa Clute, Executive Officer of First District Health Unit, applauded the community for their efforts which have lowered the rate of infection, and have lessened the impact to hospitals and funeral homes. She mentioned the Governor’s announcement revising Executive Orders to allow increased capacity in bars and restaurants and downgraded the risk level from “critical” to “moderate.” She said, they continue to test and the City is conducting Binax testing at the Fire Department. She brought up the accuracy of the Binax testing but said despite the possible flaws with negative results, it provides an opportunity to identify positives and isolate those affected. She said, they are still seeing positivity rates but encouraged continued mitigation. She then explained, First District Health Unit is still conducting pcr tests, but there has been less demand so they adjusted their hours from 8:30 am until noon. They can now focus their resources on the vaccine. The large testing events are also continuing. Ms. Clute said they are working with several emergency managers to provide first responders with the vaccine. So far, they have had limited doses but have a request into the State for 1,000 more which should be received next week. Most of the front-line workers have been vaccinated and the long-term care facilities should be completed by the third week of January. The Governor has identified the priority tiers going forward. First District Health Unit will vaccinate Tier 1B, then 2, then 3 as the vaccine becomes available. She said there is no waiting list for the vaccine but they will distribute news releases and post to social media to communicate when the vaccine is available. Alderwoman Evans asked if individuals in Tier 1B need to reach out to get the vaccine or if they will be contacted by their healthcare provider, to which Ms. Clute said, they will be contacted by a healthcare provider. She then emphasized the need to watch for media releases. The Mayor reminded the community to watch for local media releases as the news and number of vaccines will vary throughout the state. He then passed along his appreciation to Ms. Clute, First District Health Unit and everyone who has worked tirelessly throughout the pandemic. MAYOR’S REPORT The Mayor presented a display of trophies which he asked, Alderman Jantzer, Task Force 21 Chairman, to discuss. Alderman Jantzer recognized Minot Air Force Base as this year’s recipient of the Best Bomb Wing Omaha trophy as well as the Best Missile Wing Omaha trophy. He said, it is rare to win both in one year, which says volumes about the quality of the Air Force and the execution of the mission at Minot AFB. He said, they are extremely proud of the Air Force Base and the role the dual nuclear base plays in strategic deterrence for our nation. He then described the Barksdale trophy which is awarded every two years for the best community support Air Force Global Strike Command Base. Minot received the trophy in 2019 and is very proud to be recognized. Mayor Sipma said, the community can reach out to the Chamber for opportunities to connect with Minot Air Force Base. He continued his report by describing some of his meetings and activities over the past month. He advised the community to check the website for adjusted hours for testing and said it would continue through January 9th. He gave a special thanks to ND National Guard for providing training for the testing, Minot Fire Department Firefighters, Assistant Fire Chief Lonnie Sather for organizing the events, and City Employees for Staffing the drive-through testing operation. He also said, there were numerous phone calls, e-mails, and individual contact concerning City business. ​ Mayor Sipma concluded his report by recognizing David Lakefield, for his hard work as Interim City Manager. He applauded his efforts for working through COVID, a software transition, and all of the long hours. CITY MANAGER REPORT Mayor Sipma welcomed City Manager Harold Stewart. Mr. Stewart presented a brief introduction where he described his role as a public servant, husband, father, and leader. He highlighted his experience as a City Manager for the past twelve years in three different states. He provided background on his education from the University of Kansas and his credentials as an ICMA-Credentialed Manager. He then gave an overview of his first week in Minot. He arrived at City Hall December 28th and has been working to meet with Department Heads and Council members. He spoke about the importance of building relationships through meetings with key stakeholders and community leaders. He is also getting familiar with the city and businesses while assessing organizational and community strengths and weaknesses. Mr. Stewart is getting settled with paperwork, learning software systems, organizing the office and preparing for the Legislative Session. In the coming weeks, he will continue to focus on meeting people, learning about major city projects, and building relationships with the Minot community and with Legislators. He said, his goal is for Minot to be a leader in best practices. He hopes for Minot to be synonymous across the state and the nation, for accomplishing things the right way. He expressed his excitement for he and his family to join the community. He said he is impressed with City leadership and the progress that has been made since he last applied for the City Manager position in 2014. He emphasized the importance of transparency in local government and said he is available to connect with the community through positive interactions. CITY ATTORNEY REPORT The City Attorney submitted a written report. She explained there was an update under the Cypress Development section regarding pending motions. A hearing took place earlier that afternoon in front of the Court and a motion was granted to continue the trial because it was a COVID related request. The Judge ordered the Calendar Clerk to reschedule it at least  January 4, 2021 Regular City Council Meeting three months out. The motion to compel was taken under advisement so a decision will be relayed to the Council when available. Alderwoman Evans asked if there is a timeline for the additional staff the Council authorized for the Attorney’s Office. Attorney Hendershot said, they received six applications by the deadline and are scheduling interviews with the candidates. M-96, CONDITIONAL APPROVAL, DAKOTA APPLE PARTNERSHIP The City Council held a public hearing to consider an application for Project M-96, filed by Chad Thompson of Dakota Apple Partnership for a new construction project on a multi-tenant retail store. Dakota Apple Partnership is requesting a five- year property tax exemption, including improvements on property located at 304 4th Avenue NW. No one appeared on behalf of the request. Alderman Pitner moved the City Council close the public hearing and grant conditional approval of Renaissance Zone application M-96 for a five-year property tax exemption, including improvements on the property located at 304 4th Avenue NW. Motion seconded by Alderwoman Evans. Alderman Pitner said, as the liaison for the Renaissance Zone Review Board, he is excited to see the program working to improve underutilized property in Minot. RESOLUTION NO. 3680 - NO PARKING ON 10TH STREET NE AT 9TH AVENUE NE Alderman Jantzer moved the City Council adopt resolution no. 3680 to add a parking restriction to the following location: 1. East side of 10th Street NE, south 50-feet from the center of the 9th Avenue NE intersection. Motion seconded by Alderman Ross.  January 4, 2021 Regular City Council Meeting Alderman Jantzer asked if it would be a permanent 24-hour restriction. Stephen Joersz, Traffic Engineer, stated, it would be a traditional 24-hour no parking zone. Alderwoman Evans asked if there was any comment solicited from the surrounding properties, to which Mr. Joersz said they had not reached out to residents. Whereupon a vote was taken on the above motion by Alderman Jantzer, seconded by Alderman Ross and carried by the following roll call vote: ayes: Evans, Jantzer, Pitner, Podrygula, Ross, Sipma; nays: none. PERSONAL APPEARANCES Aaron Moss, representing the North Dakota Fraternal Order of Police, Souris Valley Regional Lodge #7, brought attention to the 100th anniversary of the most recent line of duty death in the Minot Police Department. Officer, Lee S. Fahler was shot attempting to make an arrest of a bootlegger on January 20, 1920 and succumbed to his wounds the following day. Officer Moss said he intended to hold a memorial service however, due to distancing restrictions, it will be postponed. Mayor Sipma reminded the community that June 22, 2021 would be the 10-year anniversary of the 2011 flood. He said, June 26th was the date of the highest crest and he plans to hold a ceremony to recognize the devastation and the recovery that has taken place since 2011.
