June 11, 2021 Special City Council Meeting City Council Work Session June 11, 2021 Members Present: Evans, Olson, Jantzer, Pitner, Podrygula, Ross, Sipma Members Absent: None The work session began at 9:04 am at the Parker Center, 21 1st Ave SE. ORDINANCE NO. 5607 - NORTON'S ADDITION, LOTS 14-17 IN BLOCK 3 OF THE REPLAT OF LOTS 41 THRU 49, BLOCK 1, AND BLOCKS 2 & 3 – SECOND READING – APPROVED Alderman Jantzer moved the City Council place ordinance no. 5607 on second reading for a zoning change from “C2” General Commercial to “M1” Industrial on Norton's Addition, Lots 14-17 in Block 3 of the Replat of Lots 41 Thru 49, Block 1, and Blocks 2 & 3. Motion seconded by Alderman Ross and carried unanimously. Alderman Jantzer City Council pass ordinance no. 5607 on second reading. Motion seconded by Alderman Ross and carried by the following roll call vote: ayes: Evans, Jantzer, Olson, Pitner, Podrygula, Ross, Sipma; nays: none. 2021 STRATEGIC PLANNING SESSION Julia Novak, of the Novak Consulting Group, began with introductions and provided an overview of the expectations for the day and for the retreat in general. High Performing Governance in Council-Manager Cities Dr. Nalbandian presented a workshop that explores the disruptive forces that affect contemporary local government and shared insights about how the roles, relationships, and responsibilities of the executive and legislative functions are intended to work in the Council-Manager form of government. Workshop Debrief After hearing from Dr. Nalbandian, the group discussed key takeaways to establish a foundation for governance discussions. Governing Body Roles and Effectiveness They introduced six roles that Julia Novak and Dr. John Nalbandian identified in 2016 that the Mayor and City Council must fulfill as the governing body. During the discussion they identified the activities that the governing body is engaged in when fulfilling each role, and then discussed individual preferences and how the body should focus its energy to enhance its effectiveness. The group took a break for lunch 12:03-12:42 Sharing Expectations We will reflect on your thoughts in preparing for this retreat and articulate the expectations you have for one another as you govern and work together.  June 11, 2021 Special City Council Meeting The group discussed what they need from their Council colleagues in order to be an effective Council member. They also discussed the expectations of others, and which expectations present a challenge The group discussed as a governing body, what they need from the staff and what they are willing to give the staff The Ideal Member of The Governing Body The Council considered how different groups (the public, the staff, and your City Council colleagues) might describe an "ideal" member of the City Council. True Today - True in Ten Years Each Council member responded to the following questions: What is true about Minot today that you hope will still be true ten years from now? What is not true about Minot today that you hope will be true ten years from now?
