September 25, 2021 Special City Council Meeting MINOT CITY COUNCIL – SPECIAL MEETING – SEPTEMBER 25, 2021 AT 11:03 A.M. ROLL CALL Members Present: Jantzer, Olson, Pitner, Podrygula, Ross, Sipma Members Absent: Evans PLEDGE OF ALLEGIANCE Mayor Sipma presiding and led the City Council in the Pledge of Allegiance. APPROVAL OF DCIP GRANT FOR FLOOD CONTROL Mayor Sipma welcomed Senator Hoeven, Souris River Joint Board Chair, David Ashley, and Director of the Water Resource Board, Andrea Travnicek. He then invited Finance Director, David Lakefield, to present the agenda item to the Council. Mr. Lakefield said, they are requesting the City Council consider approval of the Defense Community Infrastructure Program (DCIP) grant, administered by the Office of Local Defense Community Cooperation (OLDCC) which will authorize funding in the amount of $9,840,892 for Phase MI-5D of the Mouse River Enhanced Flood Protection Project. He listed a number of agencies who helped secure the funding including the Souris River Joint Board, 5th Civil Engineering Squadron at Minot Air Force Base, Minot Air Force Base Command, State Dept. of Water Resources, City of Minot staff and Senator Hoeven’s staff. The funding provides the opportunity to move the project forward and make the community more resilient. The recommended action is for the Council to approve the DCIP grant and authorize the Mayor and Finance Director to execute any necessary documentation. Senator Hoeven stated, the $9.8 million grant for Phase 5D of the flood project will benefit Minot and the region with flood protection. With this grant they can move forward as rapidly as possible in order to protect the community as well as save the residents on flood insurance costs. Now, all six phases of the first milestone of flood protection are either completed or in development. Once the first milestone is complete, 60% of Minot residents will be protected by flood control. This opportunity demonstrates the City/State partnership that is so important to moving flood control forward. Senator Hoeven explained the work that was done to convince the Department of Defense how important flood control is to the Minot Air Force Base. During the 2011 flood, operations were affected when roads were inundated with traffic on the only thoroughfare through Minot. Through collaboration, the City was able to submit the application, while hearings took place to show support. He pointed out the importance of community support for Minot Air Force Base. Mayor Sipma mentioned how Senator Hoeven emphasized the need to look at every possible avenue for funding the flood control project. He said, although, there has been investments in acquisitions for the project, this is the first federal funding granted to the City for the Mouse River Enhanced Flood Protection Project. Alderman Jantzer moved the City Council approve and accept the DCIP grant in the amount of $9,840,892 for Phase MI-5D of the MREFPP and authorize the Mayor and Finance Director to execute any necessary documentation. Motion seconded by Alderwoman Olson. The Council offered their gratitude to Senator Hoeven and all of those involved for their work to secure the funding. Whereupon a vote was taken on the above motion by Alderman Jantzer, seconded by Alderwoman Olson and carried by the following roll call vote: ayes: Jantzer, Olson, Pitner, Podrygula, Ross, Sipma; nays: none  September 25, 2021 Special City Council Meeting ADJOURNMENT There being no further business, the meeting was adjourned at 11:17 am.
