October 11, 2021 Regular City Council Meeting MINOT CITY COUNCIL – SPECIAL MEETING – OCTOBER 11, 2021 AT 5:30 P.M. ROLL CALL Members Present: Evans, Jantzer, Olson, Pitner, Podrygula, Ross, Sipma Members Absent: None PLEDGE OF ALLEGIANCE Mayor Sipma presiding and led the City Council in the Pledge of Allegiance. PROCLAMATION: INDIGENOUS PEOPLES DAY A Resolution by The Mayor and City Council of Minot For the Observance of Indigenous Peoples Day on the Second Monday Of October For the Purpose of Celebrating the Thriving Cultures and Positive Values of The Indigenous Peoples of Our Region. WHEREAS, the Mayor and City Council of Minot are committed to strengthening the Indigenous communities by promoting understanding, recognition, and respect for all cultures and to enrich the community as a whole and support empathy, integrity, humility, good stewardship of resources, fostering fellowship, and familial cohesion; and WHEREAS, the Mayor and City Council of Minot support Indigenous Peoples Day with the intention of bringing awareness and understanding to Minot’s diverse communities; and WHEREAS, the Mayor and City Council of Minot recognize that our city was built upon the lands of the Indigenous peoples of this region - the Mandan, Hidatsa, and Arikara nations; and WHEREAS, the Mayor and City Council of Minot understand that in order to close the equity gap, government, companies, universities and colleges, organization and other institutions should review and improve, if necessary, their policies and practices as they represent and impact Indigenous peoples; and WHEREAS, Indigenous Peoples Day was first proposed in 1977 to the United Nations’ “International Conference on Discrimination Against Indigenous Populations in the Americas”; and NOW, THEREFORE, BE IT RESOLVED that the Mayor and City Council City of Minot, North Dakota, shall promote the well-being of our Indigenous communities; and BE IT RESOLVED by the Mayor and City Council of Minot that Indigenous People’s Day shall be an opportunity to celebrate the thriving cultures and positive values of the Indigenous Peoples of our region; WHEREUPON, the motion was declared duly passed and adopted this 11th of October, 2021. SPECIAL ASSESSMENT- STORM SEWER DISTRICT 123 – APPROVED Alderman Pitner moved the City Council certify Storm Sewer District 123. Motion seconded by Alderman Ross and carried by the following roll call vote: ayes: Evans, Jantzer, Olson, Pitner, Podrygula, Ross, Sipma; nays: none. RETAIL LIQUOR LICENSE TRANSFER- X-GOLF MINOT – APPROVED Alderman Jantzer moved the City Council approve the transfer of a Retail Liquor license from Johanneson’s, Inc dba MP Wine & Spirits to Elite Golf, LLC dba X-Golf Minot operating at 1621 S. Broadway. CITY HALL REHABILITATION GEOTECHNICAL EXPLORATION AND SPECIAL INSPECTIONS CONTRACT AWARD (4466) – APPROVED Alderman Ross moved the City Council award the contract to Materials Testing Services to assist with geotechnical exploration and special inspections as part of the design and construction of the rehabilitation of City Hall and authorize the Mayor to sign the contract. Motion seconded by Alderwoman Olson and carried by the following roll call vote: ayes: Evans, Jantzer, Olson, Pitner, Podrygula, Ross, Sipma; nays: none. ORDINANCE NO. 5665- AMEND THE 2021 ANNUAL BUDGET- MAGIC FUND GRANT TO PURCHASE THE PROPERTY AT 120 BURDICK EXPY E – FIRST READING – APPROVED Alderwoman Olson moved the City Council approve the grant as recommended by the MAGIC Fund Screening Committee and place ordinance no. 5665 on first reading to increase Sales Tax Economic Development expenditures for the grant. Motion seconded by Alderman Jantzer and carried unanimously. Alderwoman Olson moved the City Council pass ordinance no. 5665 on first reading. Motion seconded by Alderman Jantzer and carried by the following roll call vote: ayes: Evans, Jantzer, Olson, Pitner, Podrygula, Ross, Sipma; nays: none.
