City Assessor, Assistant City Assessor, Project Civil Engineer, City Planner, Traffic Engineer,
Assistant City Attorney, and Aldermen Hatlelid, Knudsvig, Krabseth, and Lehner, and Mayor
Zimbelman.
To the Honorable Mayor and All Aldermen:
Following are the recommendations of the Finance and Improvements Committee meeting called
to order at 4:15 p.m. on January 31, 2012:
1. That the City Council declare the proposal by Kadrmas, Lee, and Jackson, Inc. for
engineering services related to the pedestrian bridge analysis in the amount of $18,100 to be
the lowest and best proposal, and further, authorize the Mayor to sign the contract on the
City’s behalf.

The above motion by Alderman Miller, seconded by Alderman Olson, and carried unanimously.
2. That the City Council approve the Cost Participation and Maintenance Agreement
between the North Dakota Department of Transportation and the City of Minot for the cost
and maintenance responsibilities of US Highway 83 (Broadway) from 31st Avenue SW to 37th
Avenue SW; and further, authorize the Mayor to sign the agreement on the City’s behalf.

3. That the City Council place and pass an ordinance, amending the 2011 annual budget
in the amount of $3,984,073 for FEMA reimbursements, on first reading.

The above motion by Alderman Miller, seconded by Alderman Olson, and carried unanimously.
4. That the City Council authorize the Finance Department to submit a grant
application to the North Dakota Department of Emergency Services in order to assist
homeowners with the costs associated with home demolition; further, authorize the Mayor to
sign the application on the City’s behalf; and further, authorize the acceptance of any funds
awarded.

The above motion by Alderman Miller, seconded by Alderman Olson, and carried unanimously.
5. That the City Council place and pass the following ordinances on second reading:
a. Ordinance No. 4428 – Annexing Northern Lights Addition, Blocks 1-13 (located east
of the Highway 83 Bypass and on either side of 30th Avenue NW).
b. Ordinance No. 4466 – Amend Traffic Ordinance – Yield Sign – Crescent Drive and
27th Street NW.
c. Ordinance No. 4467 – Amend Traffic Ordinance – Stop Sign – 2nd Street SE and
29th/37th Avenue SE.

The above motion by Alderman Miller, seconded by Alderman Olson, and carried unanimously.
6. That the City Council approve the marketing services agreement between Minot Area
Development Corporation and the City of Minot for the period of January 1, 2012 through
December 31, 2013; and further, authorize the Mayor to sign the agreement on the City’s
behalf.

7. That the City Council approve the Future Land Use and Growth Area maps and
direct City staff to use the approved maps for planning purposes until the final draft of the
Comprehensive Plan is adopted by the City Council.

The above motion by Alderman Frantsvog and seconded by Alderman Olson.
Rolly Ackerman appeared before the Committee to question implementation of the plan and to
suggest further review before approval of the future land use map for planning purposes. The City
Planner and City Engineer indicated the plan is a working document and, as such, will be subject to
change over time.
Following discussion, a vote was taken on the above motion by Alderman Frantsvog, seconded by
Alderman Olson, and carried unanimously.
General Information
There being no further business, Chairman Barney adjourned the meeting at 4:29 p.m.
