FINANCE AND IMPROVEMENTS COMMITTEE March 27, 2012 Page 1 Members Present: Barney, Frantsvog, Frey, Jantzer, Miller, Olson. Members Absent: Seymour. Others Present: City Manager, City Attorney, City Clerk, Finance Director, Public Works Director, City Engineer, Assistant City Engineer, Police Chief, Police Captain Strandberg, Police Captain Olson, City Assessor, Assistant City Assessor, Airport Director, Recreation/Auditorium Director, Project Civil Engineer, City Planner, Comptroller, Treasurer, and Aldermen Hatlelid, Krabseth, and Lehner, and Mayor Zimbelman. To the Honorable Mayor and All Aldermen: Following are the recommendations of the Finance and Improvements Committee meeting called to order at 4:15 p.m. on March 27, 2012: 1. That the City Council approve the plans and specifications for the 37th Avenue SW Water Improvements project, and further, authorize the City Engineer to call for bids. ********** The above motion by Alderman Jantzer, seconded by Alderman Olson, and carried unanimously. 2. That the City Council approve the plans and specifications for the Northwest Sewer Improvements project, and further, authorize the City Engineer to call for bids. ********** The above motion by Alderman Jantzer, seconded by Alderman Olson, and carried unanimously. 3. That the City Council reject the bids received for the cleaning and repairs of the Longfellow warming house; in addition, City staff will work with FEMA and CDM-Smith on this project. ********** The above motion by Alderman Jantzer, seconded by Alderman Olson, and carried unanimously. That the City Council declare the proposal by Ackerman-Estvold Engineering for consultant engineering services related to non-federal aid road flood damage repairs to be the best received; and further, authorize the City Engineer to negotiate a contract with Ackerman-Estvold Engineering. ********** The above motion by Alderman Jantzer, seconded by Alderman Olson, and carried unanimously. 5. That the City Council place and pass the following ordinances on second reading: a. Ordinance No. 4455 – Annexing Southwest Crossing. This property is located south of 37th Avenue SW and east of 30th Street SW. b. Ordinance No. 4484 – Annexing Ballantyne 2nd Addition. This property is located at the end of 10th Street NW and north of 30th Avenue NW. c. Ordinance No. 4485 – Annexing Section 34-155-83. This property is located at the southeast corner of 20th Avenue SW and 30th Street SW. d. Ordinance No. 4494 – Annexing Highlander Estates Subdivision. This property is located south of 20th Avenue SW and west of Green Acres. e. Ordinance No. 4498 – Amend Traffic Ordinance – Stop Sign – 13th Street and 35th Avenue SE/37th Avenue SE. ********** The above motion by Alderman Jantzer, seconded by Alderman Olson, and carried unanimously. 6. That the City Council declare the bid by Main Electric Construction, Inc. for the Flooded Traffic Signal Restoration Project in the amount of $351,468.71 to be the lowest and best bid; and further, authorize the Mayor to sign the contract on the City’s behalf, pending approval of the bid by the North Dakota Department of Transportation ********** The above motion by Alderman Frantsvog and seconded by Alderman Frey. Upon questioning, the City Engineer stated the projects would start immediately after the contracts are approved and signed. He indicated there is only one manufacturer in the area that makes the necessary parts. He commented the parts would take approximately one week to arrive and work would start at that time. He further indicated the repairs would begin with the most heavily travelled intersections. FINANCE AND IMPROVEMENTS COMMITTEE March 27, 2012 Page 3 7. That the City Council forward the award of consultant engineering services for Federal Aid Roads Flood Damage Repair to the full City Council without recommendation. ********** The bid tabulation and recommendation will be available at the City Council meeting. The above motion by Alderman Frantsvog, seconded by Alderman Frey, and carried unanimously.
