FINANCE AND IMPROVEMENTS COMMITTEE October 28, 2014 Page 1 Members Present: Frantsvog, Frey, B. Miller, Seymour Members Absent: Olson, Pankow Others Present: City Manager, City Clerk, Airport Director, City Assessor, City Assessor, Finance Director, City Engineer, Traffic Engineer, Fire Chief, Captain Strandberg, Assistant Public Works Director, Auditorium/Recreation Director, Public Information Officer, Alderman Hatlelid, Alderman Lehner, Alderman Connole, Jill Schramm, Dave Schwengler, Kevin Ploof, Jim Olson, Shawn Weeks, Mark Lyman, and Pat Seaworth To the Honorable Mayor and All Aldermen: Following are the recommendations of the Finance and Improvements Committee meeting called to order at 4:15 p.m. on October 28, 2014: 1. The City Council approve the following requests for final payment: a. NDDOT in the summation of $29,034.95 for the US 2, 13 th St. SE, 6th St. SE, 18th Ave. SE and 21st AVE SE projects (3085). The final project cost was $8,569,065.10 and was 2.4% over the bid price. b. NDDOT in the amount of $188,499.40 for the 55 th St. East Railroad Grade Separation (3100). The final project cost was $10,048,977.36 and was 1.5% over the bid price. c. Base Utilities in the amount of $176,981.43 for the 3 rd Ave. SW Storm Sewer (3236.2). The final project cost was $700,387.56 and was 8.9% over the bid price. d. Main Electric Construction, Inc. in the amount of $2,535.30 for the University Ave. NW Pedestrian Actuated Flashers project (3597). The final project cost was $25,352.95 and was 2.5% over the bid price. e. Excavating Inc. in the amount of $590,268.50 for the Cook’s Court Site Improvements (3942). The final project cost was $590,268.58 and is 5.5% under the bid price. f. Post Construction, Inc. in the amount of $5,476.89 for the 2014 Watermain Replacement (3793). The final project cost was $547,689.48 and was .62% over the bid price. ********** The above motion by Alderman B. Miller, seconded by Alderman Frey and was carried unanimously. 2. The City Council approve the final payments to Wagner Construction in the amount of $83,582.80 and KLJ in the amount of $32,000 for the Fire Department training grounds; and further place and pass a proposed ordinance on first reading, amending the 2014 Annual Budget to increase the Fire Capital Purchases revenues and expenditures and decrease the Fire Control salaries for the Fire Department training grounds and transfer funds from the General fund to the Fire Capital Purchases fund. ********** The above motion by Alderman B. Miller, seconded by Alderman Frey and was carried unanimously. 3. The City Council approve the proposed meeting schedule for 2015, copies of which are kept on file at the City Clerk’s office. ********** The above motion by Alderman B. The City Council adopt a proposed resolution establishing the 2015 rates, fees and charges pertaining to Minot International Airport. ********** The above motion by Alderman B. Miller, seconded by Alderman Frey and was carried unanimously. 5. The City Council authorize the use of sales tax first penny Capital Improvements cash reserves for the closing costs for the Cook’s Court Senior Affordable Housing project (3878). ********** The above motion by Alderman B. Miller, seconded by Alderman Frey and was carried unanimously. 6. The City Council approve a reduced sewer connection fee of $757.40/acre for Aisha and J.P. Vadell, property owners of 1210 9th St. NW. ********** The above motion by Alderman B. Miller, seconded by Alderman Frey and was carried unanimously. 7. The City Council authorize the sale of 1305 5th Ave NW, Minot, North Dakota to the Minot Area Community Land Trust; and further authorize the Mayor to sign the necessary documentation on the City’s behalf. ********** The above motion by Alderman B. Miller, seconded by Alderman Frey and was carried unanimously. 8. The City Council place and pass the proposed ordinance, on first reading, amending the 2014 Annual Budget of the Police Department to decrease the revenues and expenditures in the Capital Equipment Purchases fund and increase the Police Department’s revenues and expenditures in the General fund for the purchase of a command truck and radio. (PD0034) ********** The above motion by Alderman B. Miller, seconded by Alderman Frey and was carried unanimously. 9. The City Council place and pass a proposed ordinance, on first reading, amending the 2014 Annual Budget to increase revenues and expenditures in the Criminal Investigations Budget as part of the North Dakota Bureau of Criminal Investigation Grant for the Minot Police Department for updated software maintenance and support. (PD0072) ********** The above motion by Alderman B. Miller, seconded by Alderman Frey and was carried unanimously. 10. The City Council place and pass a proposed ordinance, on first reading, amending the 2015 Annual Budget to increase revenues and expenditures in the Criminal Investigations Budget as part of the North Dakota Bureau of Criminal Investigation Grant for the Minot Police Department for updated software maintenance and support. (PD0073) ********** The above motion by Alderman B. Miller, seconded by Alderman Frey and was carried unanimously. FINANCE AND IMPROVEMENTS COMMITTEE October 28, 2014 Page 3 11. The City Council place and pass an ordinance, on first reading, amending the 2015 Annual Budget to decrease the Police Department’s budgeted General Fund revenues and expenditures for the Community Oriented Policing Program (COPS) Grant. The grant proposal was not selected for funding at this time. ********** The above motion by Alderman B. Miller, seconded by Alderman Frey and was carried unanimously. 12. The City Council authorize the City Engineer to request qualifications from consulting engineers for the Oak Park Bridge replacement (4032), and bring the recommendation to Council for approval. ********** The above motion by Alderman B. Miller, seconded by Alderman Frey and carried unanimously. 13. The City Council place and pass the following ordinances on second reading: a. Ordinance No. 4894 – Amending 2014 Annual Budget – Increase Capital Purchases Equipment Revenues and Expenditures – Decrease Street Department Revenues and Expenditures – Purchase of Larger Commercial Grade Front Deck Mower (SRT024) b. Ordinance No. 4895 – Amending 2014 Annual Budget – Reallocate and Increase Fire Department Budgeted Revenues and Operational Supplies Budget – FY14 State Homeland Security Grant – Operational Supplies (FD0033) c. Ordinance No. 4896 – Amending 2014 Annual Budget – Increase Police Department’s General Fund Budgeted Revenues and Expenditures – Provide Services that Target Underage Drinking and Adult Binge Drinking d. Ordinance No. 4897 – Amending 2014 Annual Budget – Increase Police Budgeted Revenues and Expenditures – FY14 State Homeland Security Grant – Purchase Equipment – SWAT Team (PD0069) e. Ordinance No. 4872 – Rezoning Section 29-155-83, Outlot 9 f. Ordinance No. 4869 – Rezoning Mayfair 3rd Addition, Lots 1A & 1B ********** The above motion by Alderman B.
