Amendment to Sections 5-8 and 5-40 Alcoholic Beverage Sales The North Dakota Legislature recently amended state law to allow certain alcoholic beverage license holders to sell alcoholic beverages, on an on-sale basis only, beginning at 11:00 a.m. on Sundays. Current city ordinance permits the sale of alcoholic beverages on Sundays to begin at 12:00 noon. The City Attorney’s Office was asked to draft a proposed ordinance amending the time from 12:00 noon to 11:00 a.m. This action is optional for the City Council. The City Attorney’s Office does not anticipate any significant administrative costs or expenses in the passage of the amendments for sections 5-8 and 5-40 and is hereby recommending the City Council pass the proposed Ordinance amendments. 2. Gaming Site Extension – MSU Alumni Association – Grand Hotel The City has received a request from MSU Alumni Association for an expansion of their site authorization to include the Candle Light Room at the Grand Hotel, 1505 North Broadway to set up Black Jack tables for the annual Y’s Men Rodeo on October 8th and 9th, 2015. It is recommended the Committee and Council authorize the gaming site authorization extension of premises from MSU Alumni Association at the Grand Hotel – Candle Light Room (1505 North Broadway) on October 8th and 9th, 2015 for a special event. 3. Gaming Site Extension – MSU Alumni Association – Vegas Motel The City has received a request from MSU Alumni Association for an expansion of their site authorization to include the Atrium at the Vegas Motel, 2315 North Broadway. They will be holding a three day poker tournament, starting with a free roll tournament on December 30, 2015 and going through January 2, 2016. It is recommended the Committee and Council authorize gaming site authorization extension of premises from MSU Alumni Association at the Vegas Motel – Atrium (2315 North Broadway) on December 30, 2015 through January 2, 2016 for a special event. 4. Gaming Site Extension – MSU Alumni Association – Grand Hotel The City has received a request from MSU Alumni Association for an expansion of their site authorization to include the Grand Ball Room at the Grand Hotel, 1505 North Broadway to set up a Calcutta at the North Hill Bowling tournament Banquet on January 16, 2016. It is recommended the Committee and Council authorize the gaming site authorization extension of premises from MSU Alumni Association at the Grand Hotel – Grand Ball Room (1505 North Broadway) on January 16, 2016 for a special event. 5. Gaming Site Authorization – Moose Lodge- Rocky Mountain Elk Foundation We have received a request from the Rocky Mountain Elk Foundation for a site authorization to conduct a raffle at the Moose Lodge from October 22nd -24th, 2015. We have received the proper documentation and fee. LIQUOR AND GAMBLING CONTROL COMMITTEE September 30, 2015 Page 3 It is recommended the Committee and Council approve the site authorization for Rocky Mountain Elk Foundation to conduct a raffle at the Moose Lodge. 6. Administrative Approvals Pursuant to the Code of Ordinances, we are requesting Committee and Council ratification of the following administratively approved requests: a. Prairie Federal Credit Union to conduct a raffle on September 25, 2015 b. Lamplighter Lounge for a special event permit on September 25th-27th, 2015 for an outdoor event c. Minot Area Friends of the NRA to conduct a raffle on September 26, 2015 at the Grand Hotel d. The Tap Room for a special event permit on September 5, 2015 at Carnegie Center e. Bishop Ryan Catholic School Boosters to conduct a sports pool on February 7, 2016 at Bishop Ryan High School f. Zion Lutheran Church to conduct a raffle on October 24, 2015 g. Sons of Norway to conduct a raffle on December 21, 2015 at the Scandinavian Heritage Building h. The Original Bar and Nightclub for a special event permit on September 19, 2015 for an outdoor event i. Nola’s Lounge for a special event permit on October 10, 2015 for an event at Roosevelt Park j. First Lutheran Church to conduct a raffle on November 7, 2015 k. Trevor and Tanner Gust to conduct a raffle on October 15, 2015 for a Joan Gust Cancer fundraiser l. The Tap Room for a special event permit from September 11th-20th, 2015 for an outdoor event m. The Grand Hotel for a special event permit on September 17, 2015 for an event at the MSU Student Center n. Roosters Nightclub for a special event permit on September 17, 2015 for the Downtown Minot Fall Wine Walk o. St. John the Apostle Church to conduct a raffle on November 1, 2015 p. Dakota Hope Clinic to conduct a raffle on November 21,2015 at St. Therese Church of the Little Flower q. Sheila Cochrane to conduct a raffle for the benefit of Brynn Hovde on December 1, 2015 at Eagle Wings Church r. The Landing Bar for a special event permit for an outdoor event on September 27, 2015 s. Ebeneezer’s Irish Pub for a special event permit for an outdoor event on September 25, 2015 t. The Tap Room for a special even permit for an outdoor event from September 25th- October 4th, 2015.
