To the Honorable Mayor and All Aldermen: Following are the recommendations of the Public Works and Safety Committee meeting called to order at 4:15 p.m. on November 26 2013: 1. The City Council award the Sander Bodies bids to Custom Truck Equipment in the amount of $45,567; and further, authorize the Mayor to sign the contract on the City’s behalf: ********** The above motion by Alderman Hatlelid, seconded by Alderman Lehner, and carried unanimously. 2. The City Council approve the Mid-Day bus route changes as outlined. ********** The above motion by Alderman Hatlelid, seconded by Alderman Lehner, and carried unanimously. 3. The City Council approve the request from Public Works to allow them to enter into an advertising contract with Jessica Declercq from State Farm Insurance. ********** The above motion by Alderman Hatlelid, seconded by Alderman Lehner, and carried unanimously. 4. The City Council ratify the request to apply for, and if awarded, accept the 2013 ND Office of Attorney General Criminal Justice Oil Impact Grant submitted by the Ward County Narcotics Task Force for the purchase of a vehicle and equipment; and further authorize the Mayor to sign the grant on the City’s behalf. ********** The above motion by Alderman Hatlelid, seconded by Alderman Lehner, and carried unanimously. 5. The City Council place and pass an ordinance, on first reading, changing Section 18 of the City of Minot Code of Ordinances (CMCO) amending Chapter 18 (Licenses and Business Regulations), Article III (Specific Businesses and Occupations), Division 6 (Pawnbrokers, Secondhand PUBLIC WORKS AND SAFETY COMMITTEE November 26, 2013 Page 2 Dealers, Scrap Dealers and Dealers in Precious Metals and Precious Gems), Section 18-115 through 18-127, inclusive of the CMCO. ********** The above motion by Alderman Hatlelid, seconded by Alderman Lehner, and carried unanimously. 6. The City Council approve the request from the Minot Police Department to apply for, and if awarded, accept a second 2013 ND Office of Attorney General Criminal Justice Oil Impact Grant for a part time administrative clerk. ********** The above motion by Alderman Hatlelid, seconded by Alderman Lehner, and carried unanimously. 7. The City Council approve the request for the Minot PD SWAT Team to apply for, and if awarded, accept the NDDES FY 2013 SHSP Regional Response Team Grant. ********** 8. The City Council approve the request for the Minot PD Bomb Squad to apply for, and if awarded, accept the NDDES FY 2013 SHSP Regional Response Team Grant. ********** The above motion by Alderman Hatlelid, seconded by Alderman Lehner, and carried unanimously. 9. The City Council approve a special use permit for Karla Erickson , to allow livestock into City Limits on December 21, 2013 through December 22, 201233 for the purpose of including them in a live nativity show at the West Minot Church of God. ********** The above motion by Alderman Hatlelid, seconded by Alderman Lehner, and carried unanimously. 10. The City Council adopt a resolution correcting Ordinance No. 4719, Annexation of Livingston Valley South Addition and Adjacent 13th St SE. right of way. ********** The above motion by Alderman Hatlelid, seconded by Alderman Lehner, and carried unanimously. 11. The City Council approve the Hazard Mitigation Grant for the communication / City WI- FI project, authorize the Public Works Director to solicit engineering services for the design of this system; and further authorize the Mayor to sign the grant documents. ********** The above motion by Alderman Hatlelid, seconded by Alderman Lehner, and carried unanimously. 12. Ordinance No. 4771 – Amending the 2013 Annual Budget to Use Recreation Cash Reserves to Increase the Building & Grounds Maintenance Account for the Boiler Replacement. p. Ordinance No. 4772 – The City of Minot Code of Ordinances, Pertaining to Pension Plan and 401(a) Retirement Savings Plan. ********** The above motion by Alderman Hatlelid, seconded by Alderman Lehner, and carried unanimously. General Information Paul Lutey of Nelson/ Nygaard Consulting appeared before the Committee to present a study of proposed changes to the City of Minot Bus Route. The transit study proposes many changes; one of the most significant is in the way routes would be structured in the future. The current morning and afternoon routes, mostly utilized by school students, and the mid-day route would be replaced with a system featuring two core routes and four loop routes. Core routes would be conducted in the early morning and late afternoon to accommodate school students. Loop routes would operate hourly and would be expanded to include new growth areas in Minot. Mr. Lutey stated it was a concern for the City to change routes that could be identified as mostly school bus service, since this could jeopardize FTA funding for public transportation. He commented that proposed new routes would still accommodate students with continued stops at various schools, but would also include new established bus stops along major traffic areas and keep flagged stops in neighborhoods. Another proposal of the study would be to extend hours of bus service to include some evening and weekend services. This proposal would require increasing staffing costs to the City for additional drivers. An important recommendation of the study would be to acquire electronic fare boxes in buses to eliminate the need for tokens or excess cash for bus drivers to make change. Brian Horinka, Bus Superintendent, stated the current system was not efficient and was a safety concern with regard to bus drivers having to carry excess cash. He continued by saying the new electronic system would assist in passenger counting and keeping track of more utilized routes.
