Renaissance Zone Review Board Minutes of Meeting on Tuesday, February 18, 2014 Public Works Building Members of the committee present: Terri Aldrich, Kerry Candrian, Barry Clute, Betty Fedorchak, Brandyn Hendrickson, Pete Hugret, Denise Lindbo, Chad Vogel Members absent: Kelsey Holt Others present: Donna Bye, Steve Borjeson, Steve Carrigan, Jeremy Mahany Prior to the meeting, the Board had a walkthrough of the properties of Gourmet Chef, Denise Lindbo, expansion located in #122 South Main Street, Suite B at 9:30 am and the Starving Rooster, Chad Thompson, application located on #30 1st Street NE at 9:45 am. The meeting was called to order at 10:00 am by Chairman Hugret. Steve Carrigan, standing in for Steve Larson, talked on Renaissance Zone Project M-81, which is a mixed use concept including a multi-level parking ramp with 224 parking spaces and 125 living units. The completion of the park structure was estimated for November 2014 with the living units to be competed in summer 2015. Cypress is now working with West Corp, replacing Construct ND. Steve went on to explain financials included with the application. A motion was made by Denise Lindbo to approve the request conditional to the Certificate of Good Standing receipt, including improvements, excluding land, and a 5-year business investment income tax exemption for the structure at #205 1st St SW. The motion was seconded by Betty Fedorchak, motion carried unanimously. Brief discussion of #122 S Main Street regarding final closeout was held, no issues found. Denise Lindbo, owner of Gourmet Chef, explained the expansion of Gourmet Chef to the western end of the current location and is expecting an estimated final construction date of March 31, 2014. Barry Clute made a motion to grant approval for the state income tax exemption for a lease in the building located at 122 South Main Street, Suite B. The motion was seconded by Betty Fedorchak, motion carried with Lindbo abstaining. Jeremy Mahany, standing in for Chad Thompson, spoke on the Starving Roosters and his restaurant background. He is a returning Minot native with two restaurants in Minneapolis. Believes the Starving Rooster will promote the need for a thriving downtown district in Minot. Brandyn Hendrickson made a motion to grant approval for the state income tax exemption for a lease in the building located at #30 1st St NE. The motion was seconded by Denise Lindbo, motion carried unanimously. A motion was made by Brandyn Hendrickson to approve the minutes from the January 7th, 2014 meeting. The motion was seconded by Terri Aldrich, motion carried unanimously. Meeting adjourned at 11:15 am.
