Renaissance Zone Board Meeting Meeting Minutes for December 16, 2021 @ 8:30am. Agenda: Recommend Final Approval to City Council Application M-95 Gabriel Holt, Tita LLC, Car Wash 619 N. Broadway Discussion of First Avenue area downtown (requested by Board) ____________________________________________________________________________ Adopt Meeting Minutes Motion by Fedorchak to approve November 18, 2021, Meeting Minutes, second by Wolsky. ayes: all, nays none. Motion passes Recommend Final Approval to City Council Application M-95 Gabriel Holt, Tita LLC, Car Wash 619 N. Broadway Gabriel Holt attended and offered to answer any questions regarding his project. He noted for the committee that all is going great at his site and they are up and running. He did note that the landscaping would be completed in the spring of 2022. Wolsky asked if there is a Certificate of Occupancy (COO) issued. The Inspections Department confirmed that a COO was issued in February 2021. Motion by Bentley to approve application M-95 and send to City Council, second by Candrian. ayes: all, nays: none Motion passes Discussion of First Avenue area downtown (requested by Board) Rosenthal informed the committee that Chad Thompson has a request to have the plat paved. This opened the discussion regarding the 1st Avenue downtown area. City Traffic Engineer Joersz gave a presentation that included the background on the area being discussed:  City of Minot does not own the property.  Flood control measures in downtown MI-6 will affect where changes are made along the rail r-o- w.  Josh Wolsky, cited Century Code clarifying the designation of the road that is proposed to be paved. In summary, a road is established by usage or by use over a long period.  Wolsky opened the Anne Street Bridge discussion by giving three (3) options for restoration or replacement. The Downtown Association would like to see Anne Street Bridge remain in its location, or at least another bridge in its place. Keeping a bridge there will also reduce parking demand in the downtown area.  SRJB (Souris River Joint Board) put in a purchase offer for the existing creamery on the plat being discussed. Discussion moved on to the Quiet Zone Assessment.   Creating a Quiet Zone is somewhat of a moving target.  It is essentially about risk assessment. Achieving an acceptable risk will allow a quiet zone.  The NSRT (Nationwide Significant Risk Threshold) needs to be below 15,488.  Alderman Podrygula spoke briefly about his experience as a psychologist regarding train injuries and their aftermath effects.  It may be possible to achieve this quiet zone under $1M.  No decisions or motions presented.
