Meeting Minutes for August 25, 2022 @ 8:30am.

Call to Order: Chair Pete Hugret called the meeting to order at 8:30 am.
Agenda: Request to address the board by Chad Thompson and Andrew Gudmunson,
owners of 24 1st Street SE, The Auslander Building.
Progress on projects:

large windows (may require an extension, TBD)

Adopt Meeting Minutes
Motion by Bailey to adopt July 28, 2022, Meeting Minutes, second by Anderson.
Ayes: all, Nays: none.
Motion passes
Request to address the board by Chad Thompson and Andrew Gudmunson, owners of 24 1 st Street
SE, the Auslander Building).
Chad Thompson gave an update on his project. Construction revealed windows and masonry details
showing previously installed arched windows on the south facade that they were unaware of. Thompson
is seeking to tie the whole building together by improving the façade on the south side of the structure,
which may necessitate a second Façade Improvement application.
Discussion by committee members focused on whether or not the applicant would have to withdraw their
current application for the west façade facing First Street and reapply to include the desired façade
improvement on the south side facing the parking lot, or, alternatively, if an adjustment could be made to
the current application.
Committee requested the applicant submit numbers (application) on the south side façade.
Motion by Bailey to affirm that an application by Auslander for the south side façade be withdrawn, second
by Wolsky.

Other Discussion:
Committee member Bentley asked for confirmation that there is funding for two (2) additional Façade
Improvement projects.

Rosenthal responded that approximately $180k has been informally set aside by the city council for the M
Building, although no application has been submitted. Bentley also noted that the committee should “be
careful” not to show any favoritism as not everyone in the community feels favorably about the M Building
TIF and city participation.
The committee has already decided in their adopted policies that all applications received for the Façade
Improvement Program, as the funds are available on a first-come, first-served basis. As funds get close to
exhausting the budget, applications should be date and time stamped. No vote was taken.
Motion by Wolsky to have a letter drafted to re-fund the Façade Program, to be signed by the Chairman,
second by Bailey.

With an amendment, MAG would be eligible for another $15k in funding.

Other
A portion of the discussion looked at the highlighted façade policy materials and guidelines with no
objections to the current approach. Bailey said the requirements for project completion would be better if
they really reflected the time it’s been taking to get windows, about a year. Suggestions for other changes
will be entertained at the next meeting.
