CITY OF MINOT ZONING ORDINANCE STEERING COMMITTEE Meeting Minutes July 24, 2019 8:00am – 10:00am City Council Chambers City Hall I. ATTENDANCE AND ROLL CALL Committee: Josh Wolsky, Pat Graner, Rusten Roteliuk, Gloria Larsgaard, Tyler Neether Absent: Tim Baumann, Rolly Ackerman Staff: Brian Billingsley, Community & Economic Development Director Lance Lang, Principal Planner Stefanie Stalheim, Assistant City Attorney Glenda Sorensen, Planning Assistant Consultant: Tim Magnusson (SRF Consulting) Guests: Cindy Snay, Coughlin Construction Megan Laudenschlager, President – Visit Minot Josh Galloway, 2nd Vice President – Visit Minot Rianne Kuhn, Director of Marketing & Communications – Visit Minot Brian Billingsley called the meeting to order at 8:03 am. II. APPROVAL OF MINUTES Motion by Wolsky to approve the July 10 meeting minutes, seconded by Roteliuk. Ayes: all, nays: none Motion passes III. INTRODUCTION OF GUESTS Mr. Billingsley acknowledged Cindy Snay, Coughlin Construction and noted for the committee that she will be attending meetings on a regular basis. He also asked the guests from the Visit Minot organization to introduce themselves. Megan Laudenschlager, Josh Galloway and Rianne Kuhn were in attendance. Ms. Laudenschlager took a few minutes to tell the committee about their organization and what their objective was for attending this meeting. She also commented on the topic of hotels/motels being used as homes/apartments. IV. REVIEW AND APPROVAL OF AGENDA The review and approval of the Agenda was unanimous. CONVERTING HOTELS/MOTELS INTO APARTMENTS Rianne voiced her organization’s concerns about hotels/motels letting guests use hotplates and grills. There was discussion regarding the verbiage “mixed use” and “commercial use”. Brian Billingsley suggested taking hotels out of “mixed use”. Principal Planner Lang noted that this item would move forward to the Planning Commission in August and then to City Council in September. It was noted by Stefanie Stalheim, Assistant City Attorney, that Minot does in fact have a housing code. It is in the regular City Code. The first 30 days the occupant will pay lodging tax and after that the fees are refunded and the occupant can stay indefinitely. Mr. Billingsley stated he will draw up language for the Zoning Ordinance Steering Committee (ZOSC) to the Planning Commission. VI. BUILDING DESIGN REQUIREMENTS In New Chapter X – Design Requirements - C. Exterior Building Finishes the topic of 26-gauge steel as a metal finish was discussed as being too thick, which let to further discussion on how many requirements should be in this chapter. Committee member Tyler Neether addressed the requirement of wrapping the design requirements around the building. Principal Planner Lang asked what the advantage was, and if the wrapping should be on street facing walls. Tim Magnusson (SRF Consulting) gave updates to changes that had been made since the July 10th meeting. The committee decided to end the discussion of building design requirements when they arrived at the Accent Materials section. VII. NEXT MEETING The next meeting will be on August 7th, 2019, 8:00am – 10:00am, Council Chambers, City Hall. Topic of Discussion: Review changes to architectural character and construction material requirements in all commercial and industrial zone. VIII. ADJOURNMENT Brian Billingsley called the meeting adjourned at 10:00am. 2
