Rolly Ackerman called the meeting to order at 8:00 am.
II. APPROVAL OF MINUTES
Motion by Wolsky to approve the September 4, 2019 meeting minutes, seconded by Roteliuk.
Ayes: all, nays: none

III. REVIEW AND APPROVAL OF AGENDA
Motion by Baumann to approve the agenda, seconded by Graner. Ayes: all, Nays, none.

Billingsley introduced Planning’s new employee, Peter Baumgartner (Planner I).
V. ZONING DISTRICTS
A. Presentation of Zoning Districts, Land Use Table, and Land Use Definitions by
Consultants and Staff.

Billingsley asked Harmstead to go over the Supplemental Regulations. Harmstead provided the
changes made to the Use Table.
RA (Residential Agriculture) has been changed to RR (Rural Residential).
CBD (Central Business District) replaces C3.
Scott further walked the committee through the Use Matrix and how it should be read.

Step 1. Look at the “Headers”:

Step 2. Look at left side “Uses”
The “Use Categories” are specific to the Headers they fall under
Step 3. Look at the “Example Uses”
The “Example Uses” are specific to the Uses they fall under
Columns.
Going from left to right are the current city zones:
AG (Agriculture District)
RR (Residential Rural District)
R1 (Single-Family Residential District)
R1S (Single-Family Residential District with Small Lot Size Flexibility)
R2 ((Two-Family Residential District)
RM (Medium Density Residential District)
R3C (Townhouse Residential District)
RH (High Density Residential District)
MH (Manufactured Home District)
C1 (Neighborhood Commercial District)
C2 (General Commercial District)
CBD (Central Business District)
M1 (Light Industrial District)
M2 (Heavy Industrial District)
M3 (Office Park District)
I-1 (Light Industrial Park District)
I-2 (Heavy Industrial Park District)
P (Public Zone)

Rural and Agricultural Uses
“Animal Clinic (Large)” has been changed to “Veterinary Clinic- Large Animal”. Permitted by
Conditional Use Permit has been added to RR zone.
Livestock Sales – Permitted by Conditional Use Permit has been added to M1 and Permitted
by right, or by right subject to supplemental regulations has been added to the M2 zone.
Stable (Commercial) – Permitted by Conditional Use Permit has been added to C2 zone.
Crops and Horticulture – Permitted by right, or by right subject to supplemental regulations
has been added to all zones.
Housing
Boarding House – Permitted by Conditional Permit has been added to R2 Zone.
Fraternity/Sorority – Permitted by Conditional Permit has been added to P zone.
Duplex (2 Units) – Permitted by right, or by right subject to supplemental regulations has been
added to GMU zone.
Triplex (3 Units) – Permitted by Conditional Use Permit has been added to R2 zone. Permitted
by right, or by right subject to supplemental regulations has been added to GMU zone.
Quadplex (4 Units) – Permitted by Conditional Use Permit has been added to the R2 zone.
Permitted by right, or by right subject to supplemental regulations has been added to GMU
zone.
Townhome and Twin Home are defined as more than 2 units with common dividing wall.
Bed and Breakfast is defined as 4 rooms.
Boarding House is defined as having no cap on the number of units.
Consultant Harmstead noted there will be a separate section for definitions related to the matrix.
Wolsky suggested that we add a “How to Use” page. Harmstead agreed.
Harmstead noted that Signs will not be added to the matrix. There may be a separate matrix
created for the sign chapter.
Industrial Uses
Pump stations should be added to example uses and should be permitted by right, or by right
subject to supplemental regulation to the I-2 zone.
DOCUMENT X.X – USE CATEGORY DEFINITIONS
Lang revised “Animal Clinic (Small)” to “Veterinary Clinic- Small Animal”
Lang revised “Animal Clinic (Large)” to “Veterinary Clinic- Large Animal”
Stalheim revised “Animal Production” to include “commercial raising of animals”
Stalheim revised “Lodging House” section. Last sentence should read “lodging” house instead
of “boarding” house.

The committee decided that Modular Home should be added to the definitions.
VI. NEXT MEETING
Billingsley gave an assignment to the committee members to go through the next 2 pages and
send any questions/concerns directly to him so they might be addressed prior to the meeting.
The next meeting will be October 2, 2019 from 8:00 am – 10:00 am in Council Chambers, City
Hall.

Motion by Wolsky to adjourn the meeting, seconded by Roteliuk. Ayes: all, Nays: none
