Rolly Ackerman called the meeting to order at 8:00 am.
II. APPROVAL OF MINUTES
Approval of the December 18, 2019 minutes will be held over until the next Zoning Ordinance Steering
Committee Meeting on January 22, 2020.
III. REVIEW AND APPROVAL OF AGENDA
Motion by Baumann to approve the agenda, second by Graner. ayes: all, nays: none.

IV. INTRODUCTION OF GUESTS
No external guests present.
V. CHAPTER 26 (SUPPLEMENTAL REGULATIONS)
Consultant Harmstead gave updates on Chapter 26.
Section 26-4. Housing
C. Apartments
GMU District, #2, change verbiage “forty-five” to “sixty” match 60’)
F. Manufactured Homes
MH (Manufactured Homes District) – Permitted Use by Right - added due to omission on original
document.
Chapter 26 – 6. Commercial Uses:
A. Adult Bookstore, Adult Cinema, or Adult Entertainment Facility

All Districts Where Permitted:
# 1, Regarding permitted only in the M2 Heavy Industrial District – committee will consult
Assistant City Attorney Stefanie Stalheim due to the fact the city is currently in a lawsuit
regarding adult entertainment.
Section 26 - 7 – Industrial Uses
L. Landfill
All Districts Where permitted
The committee touched on several options for enclosure of the landfill, such as adding
more vegetative choices. Consultant Harmstead noted that landfills have specific site
based condition.
Section 26 - 8. Miscellaneous Uses:
D. Day Care Center (Home-based)
#3 has been amended to hour of operation between 6:00 a.m. and 9:00 p.m.
F. Farmer’s Markets
There was much discussion on this item:
Wolsky asked about reoccurring farmer’s markets.
It was ultimately decided that Consultant Harmstead would look at thresholds and the
committee would put this item on hold until Assistant City Attorney Stalheim could review.
VI. CHAPTER 21 (SUPPLEMENTAL DEVELOPMENT REGULATIONS)
Section 21 - 1. General Development Principles:
#2 will be referred to Assistant City Attorney Stalheim.
#3 will be referred to Assistant City Attorney Stalheim.
#6 will be referred to Assistant City Attorney Stalheim.
C. R2B and R3B Districts – Consultant Harmstead will look into regarding setbacks.
Section 21 - 4. General Rules for Yard Setbacks:
B. Allowed Projections
#2 & #3 – Consultant Harmstead noted that detailed graphics will be added to this
section.
#2 will also be brought back at the next ZOSC meeting.
Section 21 - 7. Rules Concerning Yard Setbacks on Irregular Lots:
B. Front Yard Setbacks – Consultant Harmstead will rewrite this section.
Section 21 - 8. General Rules for Height Regulations:
A. Consultant Harmstead noted detailed graphics will be added to this section.
Section 21 - 9. Fence Regulations:

This section will be held over until the next meeting when Principal Planner Lang will be
in attendance.
#2 – Ackerman requested that the sight-triangle be added to the existing graphic.
VII. CHAPTER 23 – PARKING AND LOADING REQUIREMENTS
This section will be held over until the next meeting due to time constraints.
