ARCHITECTURAL REVIEW BOARD AGENDA December 17, 2019 3:00 p.m. Site Visit at 2:00 p.m. – 2609 W 70th Street Pre-meeting to begin at 2:30 p.m. #1 CONSENT AGENDA A. Chris & Courtney Barton – 5620 High Drive Window/door changes #2 Anthony & Elizabeth Krsnich Changes to previously approved circle drive 2403 W 69th Terrace #3 Genevieve & Brendan Healy Second floor addition over existing rear wing 6516 High Drive #4 Curtis & Jennifer Krizek * Addition & patio 3515 W 64th Street #5 James McGinness & Nancy Lombardino * Outdoor fireplace 5400 State Line Road * Variance required The Mission Hills Board of Zoning Appeals (BZA) provides that the BZA shall determine whether or not an ARB decision was reasonable based upon the evidence presented to the ARB and the record of the ARB proceedings. Testimony at the BZA hearing will be limited to a discussion of the evidence presented to the ARB. No new evidence will be considered. #1 Consent Agenda A. Chris & Courtney Barton 5620 High Drive The Bartons are proposing window and door changes as part of their interior remodel. Summary of Property: • Character Area: Countryside Estates • Location of Common Green Space: Front • Any Special Frontages: None Summary of Project: At the front of the house, the existing front doors and sidelights will be replaced with new half- glass doors and sidelights. The overall configuration remains unchanged. At the rear of the house, an existing single casement window is being replaced with a wider French casement window. The brick detailing around the window will match the existing. Ordinance Compliance: There are no conflicts between the proposed project and the City of Mission Hills Code of Ordinances. Design Guideline Review: There are no conflicts between the proposed project and the City of Mission Hills Design Guidelines. December 17, 2019 #2 Anthony & Elizabeth Krsnich 2403 West 69th Terrace The Krsniches are returning to the ARB with changes to their previously approved circle driveway. Summary of Property: • Character Area: Suburban • Location of Common Green Space: Front • Any Special Frontages: None Summary of Project: The revised layout widens the driveway to 18 feet near the house, and increases the width at the street and at the connection to the existing direct driveway from 10 feet to 12 feet. Ordinance Compliance: There are no conflicts between the proposed project and the City of Mission Hills Code of Ordinances. Design Guideline Review: Section 2.5 on pages 72 through 75 of the Design Guidelines provides specific recommendations for the Suburban character area. Subsection G suggest that circle driveways have an inner green that is no less than 80 feet wide and 40 feet deep. The proposed circle drive sits much closer to the street than recommended. Discussion is recommended. December 17, 2019 #3 Genevieve & Brendan Healy 6516 High Drive The Healys are proposing to add a second floor over an existing rear wing. Summary of Property: • Character Area: Traditional Neighborhood • Location of Common Green Space: Front • Any Special Frontages: None Summary of Project: The new second floor addition will maintain the same eave line and roof pitch as the main mass of the house, but the overall height will be significantly less. All materials and fenestration is in keeping with the style of the house. Ordinance Compliance: There are no conflicts between the proposed project and the City of Mission Hills Code of Ordinances. Design Guideline Review: Section 2.4 on pages 68 through 71 of the Design Guidelines provides specific recommendations for the Traditional Neighborhood character area. Subsection D recommends that rear wings, located in the primary building area, be limited to 1 ½ stories and 24 feet in height. As proposed, the rear wing is a full 2 stories and 25 feet in height. Does not meet the Design Guideline. December 17, 2019 #4 Curtis & Jennifer Krizek* 3515 West 64th Street The Krizeks are proposing a new addition along the side of an existing rear wing and a new patio in their side yard. Summary of Property: • Character Area: Neighborhood Estates • Location of Common Green Space: Front • Any Special Frontages: None Summary of Project: The new 1-story addition is proposed along the east side of an existing rear wing. The existing wing has a flat roof, so the new addition extends above the existing wing. The materials and fenestration are to match the existing house. The new patio is located to the east of the house along an existing porch. A portion of the existing screened porch will be modified to enclose the porch and add a new stone wall to match the addition. Ordinance Compliance: The project is in violation of Code Section 5-121 A. 1. (b) that requires LS-5 lots have a minimum rear yard setback of 30% measured at any given point. At its closest point, the new addition is 45 feet from the rear property line, 70 feet is required. A variance of 25 feet is required. Please note, the existing rear wing also violates the rear setback line. Design Guideline Review: There are no conflicts between the proposed project and the City of Mission Hills Design Guidelines. *A variance is required. December 17, 2019 #5 James McGinness & Nancy Lombardino * 5400 State Line Road The McGinness/Lombardinos are proposing a new outdoor fireplace on an existing patio. Summary of Property: • Character Area: Neighborhood Estates • Location of Common Green Space: Front • Any Special Frontages: None Summary of Project: The proposed fireplace is constructed with stone and brick and stands 12 feet tall at its highest point. Ordinance Compliance: The project is in violation of Code section 5-120 C which requires accessory structures be located a minimum of 10 feet from the side property line. The fireplace is proposed at 4 feet from the property line. A variance of 6 feet is required. Design Guideline Review: There are no conflicts between the proposed project and the City of Mission Hills Design Guidelines. * A variance is required. December 17, 2019
