Testimony at the BZA hearing will be limited to a discussion of the evidence presented to the ARB. No new evidence will be considered. #1 Robin & Lori Ames 2921 W 68th Street The Ames are proposing to replace their existing driveway and front walkway. Summary of Property: • Character Area: Suburban • Location of Common Green Space: Front • Any Special Frontages: None Summary of Project: The Ames are proposing to replace their existing asphalt circle driveway with a new concrete circle driveway. The configuration is similar, but the new driveway is slightly narrower. They are proposing to reuse the existing aprons, so the width of the driveway is somewhat set. Even so, they are decreasing the overall width. Ordinance Compliance: There are no conflicts between the proposed project and the City of Mission Hills Code of Ordinances. Design Guideline Review: Section 2.5 on pages 72 through 75 of the Design Guidelines provides specific recommendations for the Suburban character area. Subsection G recommends a circle driveway have an inner green no less than 80 feet wide and 40 feet deep. The proposed driveway and an interior green of 78 feet by 48.9 feet do not meet the recommendation, but it is an improvement over the existing conditions. Section 2.7.3.A on page 106 recommends that LS-1 and 2 properties have a greenspace no less than 60% of the lot area. This recommendation has been met. Lot Information Zoning: R-1(16)/LS-2 Lot Area: 19,736 SF Lot Width: 129.5’ Ordinance/Design Guideline Allowable/Required Provided Minimum Greenspace: 60% = 11,841 sf 11,902 sf = 60% October 31, 2023 #2 Pete & Whitney Stadler 6727 Cherokee Lane The Stadlers are proposing a new generator behind their existing carriage house. Summary of Property: • Character Area: Suburban • Location of Common Green Space: Front • Any Special Frontages: None Summary of Project: The proposed generator is located behind the existing detached garage. The exact size of the proposed pad has not been provided. Clarification is required. Please note, the provided survey is out-of-date and does not reflect recently approved changes. Ordinance Compliance: There are no conflicts between the proposed project and the City of Mission Hills Code of Ordinances. This recommendation has not been met. Please note, in December of 2022 the Stadlers were approved for a patio remodel that improved their Greenspace from 54% to 60%. The proposed generator slightly decreases the greenspace. October 31, 2023 #3 Shervin Razavian & Jana Kortje 2721 W 67th Terrace The owners are proposing cosmetic changes to their home including; a new window, brick siding, new garage doors and a new front door. They are also proposing to remove muntins from all existing windows. Summary of Property: • Character Area: Suburban • Location of Common Green Space: Front • Any Special Frontages: None Summary of Project: The house has a slight recess at the front porch. The owners are proposing to replace the existing board- and-batten siding with brick. The new front door is proposed as a 4-light craftsman style. The proposed garage doors are a simple recessed panel design that compliments the new front door. The windows to be replaced are located over the garage. The proposed windows are the same size with similar muntin patterns, however the muntins are only located between the glass and not fully simulated divided lights as recommended by the design guidelines. Ordinance Compliance: There are no conflicts between the proposed project and the City of Mission Hills Code of Ordinances. Design Guideline Review: Section 2.7.1 D on page 96 of the Design Guidelines provides specific recommendations for doors and windows. This section suggests that windows be simulated divided-light windows with applied muntins at the exterior, at the insulated air space, and at the interior. This recommendation has not been met. October 31, 2023 #4 Scott & Jennifer Brouillette 6607 Willow Lane The Brouillettes are proposing to replace windows at the front and side of their home. Summary of Property: • Character Area: Neighborhood Estates • Location of Common Green Space: Front • Any Special Frontages: None Summary of Project: Most of the proposed windows are the same size with similar muntin patterns however the muntins are only located between the glass and not fully simulated divided lights as recommended by the Design Guidelines. The only window that is changing style is the dormer window over the front door. They are proposing changing it from a double-hung with Colonial muntins to a single fixed window with diamond muntins to match the front door sidelights. Ordinance Compliance: There are no conflicts between the proposed project and the City of Mission Hills Code of Ordinances. Design Guideline Review: Section 2.7.1 D on page 96 of the Design Guidelines provides specific recommendations for doors and windows. This section suggests that windows be simulated divided-light windows with applied muntins at the exterior, at the insulated air space, and at the interior. This recommendation has not been met. October 31, 2023 #5 Dave & Dee Dillon 6545 Wenonga Road The Dillons are returning to the ARB with changes to their previously approved project. Changes include changing from brick to stone siding, adjusting the chimney design, exterior lighting, roof modifications, porch modifications, and dormer modifications. Summary of Property: • Character Area: Neighborhood Estates • Location of Common Green Space: Front • Any Special Frontages: None Summary of Project: The most prominent change is to change the previously approved brick siding to all stone. The stone will be laid up in a rough ashlar pattern but will present in a monochromatic fashion. They are proposing to omit the chimney pots and provide decorative masonry at the caps. Multiple new lights are proposed around the house. All are carriage style that complement the house. The home has a pronounced curved bay window at the east end of the house. The metal roof has been modified to come to a point at the top. At the rear of the house, two dormers are being converted to include large louvers in lieu of windows. Ordinance Compliance: There are no conflicts between the proposed project and the City of Mission Hills Code of Ordinances. Design Guideline Review: There are no conflicts between the proposed project and the City of Mission Hills Design Guidelines. October 31, 2023 #6 Drew & Kathleen Komenda † 5901 Oakwood Road The Komendas are proposing a second-floor addition and a new porte-cochere at their main house. They are also proposing a new pool and pool house in their rear yard. They are further proposing a pergola addition to their existing detached garage. This project is a substantial construction matter and was noticed as such. Summary of Property: • Character Area: Neighborhood Estates • Location of Common Green Space: Front • Any Special Frontages: None Lot Coverage Review SF Main Floor Living Area: 2,703 New Porte Cochere: 256 Existing Detached Garage: 885 New Pool house: 718 Total Lot Coverage: 4,562 Summary of Project: At the right side of the house, a second-floor addition is proposed over an existing bay wing. The new addition does not extend beyond the footprint of the existing wing. At the rear of the house, a new porte-cochere is proposed at the back of an existing rear wing. The pool is located in the rear yard along the side of the existing garage and the proposed pool house. A new patio connects the pool, pool house, and both accessory buildings. A new pergola structure is proposed at the west side of the existing garage. The pool house building is located to the south of the existing garage. The pool house is a simple gable structure sized with shingle siding to match portions of the detached garage. Minor grading is required to make a flat spot for the pool. A new generator and pool equipment will be located at the east side of the new pool house. Ordinance Compliance: There are no conflicts between the proposed project and the City of Mission Hills Code of Ordinances. Greenspace Review SF Lot Area: 39,692 House Footprint: -4562 Driveway & Front Walk: -5,479 Pool, Patios & Walkways: -3,447 Remaining Greenspace: 26,204 Design Guideline Review: Section 2.3 on pages 64 through 67 of the Design Guidelines provides specific recommendations for the Neighborhood Estates character area. Subsection D suggests that rear wings located in the primary or secondary building areas can be up to 2 stories and 30 feet tall but clearly less than the main mass. Rear wings should have a width clearly less than the main mass and should not exceed 50% of the main mass width. Spacing between wings should no less than the eave height of the taller wing. These recommendations have been met. October 31, 2023 Subsection E suggests that detached accessory buildings, located in the conditional building or primary landscape areas should be limited to 1 story with 10-foot maximum eave heights. There should be no more than 2 accessory buildings per lot. These recommendations have been met. Section 2.7.3.A on page 106 recommends that LS-3, 4 and 5 properties have a greenspace no less than 65% of the lot area. This recommendation has been met. At the May 12, 2020 ARB meeting, the Sprott/Maxwells presented and withdrew this project before the ARB took any action. They are back presenting the circle drive. The project was continued from October 3rd meeting so that it could be changed to be within 1% of the greenspace recommendation. Summary of Property: • Character Area: Neighborhood Estates • Location of Common Green Space: Front • Any Special Frontages: None Summary of Project: The proposed concrete driveway will replace the existing asphalt driveway. They are requesting the option to include an 8” side brick paver edge. As part of the project, three trees will be removed. Ordinance Compliance: There are no conflicts between the proposed project and the City of Mission Hills Code of Ordinances. Design Guideline Review: Section 2.3 on pages 64 through 67 of the Design Guidelines provides specific recommendations for the Neighborhood Estates character area. Subsection G recommends a circle driveway have an inner green no less than 80 feet wide and 40 feet deep. These recommendations have been met.
