Testimony at the BZA hearing will be limited to a discussion of the evidence presented to the ARB. No new evidence will be considered. #1 Lee Ripma & Jamie Larson 1910 West 67th Terrace The owners are proposing extensive landscaping that includes a new driveway with expansion, new patios, and multiple walkways. Summary of Property: • Character Area: Suburban • Location of Common Green Space: Front • Any Special Frontages: None Summary of Project: The proposed driveway is 16’-11” at the front property line and begins to widen approximately 34 feet from the back of the curb. A new hammerhead is proposed on the left side of the home. A new front walkway connects the new driveway to the existing front porch. The width of the front walkway is not indicated. Clarification is required. An 11-foot-wide driveway extension is proposed along the side of the house. A new walkway connects the driveway to a new rear patio. New stone retaining walls are proposed along the east side of the house. Note: The proposed changes in the rear yard and west side yard (shaded in blue) are for a future phase and not under review today. Ordinance Compliance: There are no conflicts between the proposed project and the City of Mission Hills Code of Ordinances. Design Guideline Review: Section 2.7.2 B. on pages 102 and 103 of the Design Guidelines provides specific recommendations for driveways. Section 2 recommends that direct drives be limited to 12 foot wide within 30 feet of the curb. This recommendation has not been met. The proposed drive is approximately 16’11” feet wide. The 2021 Design Guideline Supplement provides recommendations for driveway back out and maneuvering areas. These areas should be located behind the front building line and should be no more than 20’ x 20’. This recommendation has been met. June 4, 2024 #2 Patrick & Carole O’Keefe 3810 West 66th Street The O’Keefes are proposing an extension to their existing driveway. Summary of Property: • Character Area: Suburban • Location of Common Green Space: Front • Any Special Frontages: None Summary of Project: The proposed driveway extension is set at the front property line and expands the driveway by 10 feet in width and over 20 feet in depth. Ordinance Compliance: There are no conflicts between the proposed project and the City of Mission Hills Code of Ordinances. Design Guideline Review: Section 2.7.2 B. on pages 102 and 103 of the Design Guidelines provides specific recommendations for drives. Section 2 suggests that direct drives be limited to 12 foot wide within 30 feet of the curb. These recommendations have not been met. The existing drive is approximately 16.5 feet wide and the proposed extension starts 7.2 feet behind the curb and expands the drive to be over 26 feet wide. Section 2.7.3.A on page 106 recommends that LS-1 and 2 properties have a greenspace no less than 60% of the lot area. This recommendation has not been met. The proposed greenspace for the lot is 59%. June 4, 2024 #3 Iain & Theresa McGhie 2100 Tomahawk Road The McGhies are proposing to replace their existing circle driveway in the same configuration. Summary of Property: • Character Area: Neighborhood Estates • Location of Common Green Space: Front • Any Special Frontages: Creekside Summary of Project: The circle driveway is an existing non-conforming use. The McGhies are proposing to replace it in the same location with a small 2-foot addition to the west outside curve to make it easier to access the parking area beside the garage. Ordinance Compliance: There are no conflicts between the proposed project and the City of Mission Hills Code of Ordinances. Design Guideline Review: Section 2.3 on pages 64 through 67 of the Design Guidelines provides specific recommendations for the Neighborhood Estates character area. Subsection G recommends that circle driveways should have an interior green with a width no less than 80 feet wide, measured at the front property line, and depth of 40 feet measured from the curb. The existing driveway has an interior green 39 feet wide by 34 feet deep. Discussion is recommended. Since the project is replacing an existing driveway with a minimal addition, the greenspace area was not calculated. Lot Information Zoning: R-1(10)/LS-5 Lot Area: 34,103 SF June 4, 2024 #4 Timothy & Christine Murray 6505 Overhill Road The Murrays are proposing multiple cosmetic changes along with a new front porch and rear addition. Summary of Property: • Character Area: Traditional Neighborhood • Location of Common Green Space: Front & Side • Any Special Frontages: Intersection Green Summary of Project: At the front of the house, the Murrays are proposing a new covered porch with a standing seam metal roof. The roof is supported by new columns on a slightly enlarged front stoop. At the rear of the house, a much larger covered porch is proposed. It too is supported by new columns. A new door is proposed at the side of an existing rear wing. A new walkway is proposed to connect the covered porch to the existing driveway. A new stoop is proposed at a secondary rear entrance. Ordinance Compliance: There are no conflicts between the proposed project and the City of Mission Hills Code of Ordinances. Design Guideline Review: The proposed porches cover existing hardscape areas. Greenspace was not calculated. There are no conflicts between the proposed project and the City of Mission Hills Design Guidelines. June 4, 2024 #5 Mission Hills Country Club 5400 Mission Drive The Club is proposing new projects including modifications to the service yard, a new Golf Pavilion, expansion to the club room deck, various window and door replacements, and replacement of the pool deck. Summary of Project: The Golf Pavilion is a small, open-air structure on the west side of the clubhouse. The structure stands 13.5 feet tall and is open on all sides. The parking lot, in the area, is being reconfigured slightly and new golf cart parking is being provided. On the west side of the clubhouse, the existing service yard is being reconfigured. New masonry screen walls are proposed along with a large wooden sliding gate. The parking lot directly adjacent to the service yard is being reconfigured. On the east side of the club, the deck off of the club room is being extended to the east. A new stair is proposed to connect the deck to the lower level. The club is also proposing to replace the windows at the east end of the club room. Below the club room, the club is proposing to replace windows to the snack bar. The club is proposing to replace the entire pool deck in the same configuration. On the south side of the club, they are proposing to replace the doors to the pro shop and extend them out slightly from the main building. The overall appearance will be the same. Ordinance Compliance: There are no conflicts between the proposed project and the City of Mission Hills Code of Ordinances. June 4, 2024 #6 Mission Hills Country Club 5400 Mission Drive The Club is proposing additional work be added to building permit #37674. Summary of Project: The additional work includes new asphalt parking lots adjacent to the access road with associated ledge rock retaining wall and stormwater detention system. The new parking areas are located along the east side of courts #4 and #5. New acoustic fencing will be installed at the racquet court that is being replaced. Ordinance Compliance: There are no conflicts between the proposed project and the City of Mission Hills Code of Ordinances. June 4, 2024 #7 Adam & Jill Tilton * 3800 West 66th Street The Tiltons are proposing a new sunroom addition. Summary of Property: • Character Area: Suburban • Location of Common Green Space: Front • Any Special Frontages: None Summary of Project: The proposed addition is a rear wing extension. All of the proposed materials, fenestration and detailing matches the main house. The existing sidewalks are shown to die into the side of the new addition. Ordinance Compliance: The project is in violation of City Code Section 5-20.A.1.(b) which requires LS-3 lots have a minimum combined side yard setback no less than 30% of the lot width. This side of the house is an existing violation of 8.6 feet. The new addition extends the non-conforming structure. A variance of 8.6 feet is required. Design Guideline Review: Section 2.5 on pages 72 through 75 of the Design Guidelines provides specific recommendations for the Suburban character area. Subsection D recommends that rear wings in the Secondary Building Area can be up to 1 ½ stories and 24 ft. in height and should be at least 3 ft. shorter than the main mass. Their depth should be clearly less than the main mass and not exceed 30 ft. No more than 2 wings should encroach into the Secondary Building Area. This recommendation has not been met. The proposed addition extends an existing rear wing further into the rear yard. The end result is a rear wing that is 38 feet deep. Discussion is recommended. Subsection H allows for compound wings where a secondary wing is attached to a primary wing. The proposed addition does not meet the definition of a compound wing as it extends the existing wing. Section 2.6.4 on page 89 of the Design Guidelines provides recommendations for lot coverage. The section recommends that lot coverage be limited and should not exceed an increase of 50% over the average percentage maximum lot coverage that is being used by the neighboring properties. This recommendation has been met. June 4, 2024 #8 Erin & Bret Knighton * 2040 West 59th Street The Knightons are proposing an interior remodel with a new addition and window replacements. They are also proposing to replace their existing pool deck and add a spa. Summary of Property: • Character Area: Neighborhood Estates • Location of Common Green Space: Front & Side • Any Special Frontages: Corner Lot Summary of Project: At the front of the house, the Knightons are proposing to replace the front door and sidelights to match the existing. Also at the front, they are proposing to remove existing trim from the four first-floor windows and replace all of the existing shutters. At the east side of the house, they are proposing to enclose a portion of a side porch and extend the roof over a new stoop. The proposed materials, fenestration, and detailing match the main house. They are also proposing to replace the windows flanking the side entrance. Lastly, a new door is proposed at the back of the garage. They are proposing to add to the existing garage at the west side of the house with a second story above. They are further proposing to enclose the existing side porch and add a new trellis over the new door. The proposed materials, fenestration, and detailing match the main house. At the north side of the house, multiple new windows are proposed in existing openings. Proposed site improvements include a new stepping stone walkway connecting the west side porch to the circle driveway. A low picket fence around the west side entrance. They are proposing to replace the existing pool deck, in the same configuration, and add a spa at the west side. The new spa equipment will be located in an enclosure with the existing pool equipment. Ordinance Compliance: The project is in violation of City Code Section 5-121.D. which requires pool decks to be a minimum of 20 feet from the side or rear property line. A variance of 2’4” is required at the side yard and a variance of 9’6.5” is required at the rear. Design Guideline Review: There are no conflicts between the proposed project and the City of Mission Hills Design Guidelines. * Multiple variances are required from the Board of Zoning Appeals. Summary of Property: • Character Area: Neighborhood Estates • Location of Common Green Space: Front • Any Special Frontages: None Summary of Project: The Millers have installed a generator in their rear yard, 6 feet from the rear property line. Ordinance Compliance: The project is in violation of City Code Section 5-121.D which requires accessory structures located in the rear yard to be at least 10 feet from the side and rear property lines. A variance of 4 feet is required.
