ARCHITECTURAL REVIEW BOARD AGENDA August 13, 2024 3:00 p.m. Pre-meeting to begin at 2:00 p.m. #1 Stuart & Megan Maffry Changes to previously approved project 2721 W 68th Street #2 Kansas City Country Club Changes to previously approved mechanical buildings 6200 Indian Lane #3 Farid Namin Replace existing drive; add to create circle portion 6520 State Line Road #4 Anil & Megan Lodhia Window and door changes / air conditioning unit 6500 Aberdeen Road #5 Scott Radecic & Susan Marshall Solar panels 2802 W 67th Terrace *Variance required from the Board of Zoning Appeals † Substantial Construction The Mission Hills Board of Zoning Appeals (BZA) provides that the BZA shall determine whether or not an ARB decision was reasonable based upon the evidence presented to the ARB and the record of the ARB proceedings. Testimony at the BZA hearing will be limited to a discussion of the evidence presented to the ARB. No new evidence will be considered. #1 Stuart & Megan Maffry 2721 W 68th Street The Maffrys are returning to the ARB to present changes to their previously approved new home. Summary of Property: • Character Area: Suburban • Location of Common Green Space: Front • Any Special Frontages: None Lot Coverage Review SF Main Floor Living Area: 2,614 Main Floor Garage Area: 926 Covered Porches: 510 Detached Accessory Buildings: 0 Total Lot Coverage: 4,050 Summary of Project: During the approval processes, the ARB required that all the proposed stonework be full-depth stone and not thin stone veneer. The Maffrys are proposing to use thin stone veneer at the outdoor fireplace within the covered porch. The design is such that there are no outside corners, and all of the stone is protected from the weather. The proposed stone matches the full-depth stone used at the house's exterior. Ordinance Compliance: There are no conflicts between the proposed project and the City of Mission Hills Code of Ordinances. Design Guideline Review: The Design Guidelines generally discourage the use of thin stone veneer. August 13, 2024 #2 Kansas City Country Club 6200 Indian Lane The Kansas City Country Club is returning to the ARB with changes to its previously approved racquet sports mechanical facility. Summary of Project: The club is proposing refined details to the court facing maintenance buildings. Changes include: • Removal of the cupola • Changing to a residential style front door. • Splitting the paired windows into individual double-hung windows with shutters. • Adding windows to the previously blank end. Ordinance Compliance: There are no conflicts between the proposed project and the City of Mission Hills Code of Ordinances. Design Guideline Review: The Design Guidelines do not apply to country club properties. August 13, 2024 #3 Farid Namin 6520 State Line Road Mr. Namin is proposing to replace his existing driveway and add a new portion to create a circle drive. This project was reviewed in 2022 before the homeowner withdrew. The ARB requested that the driveway be redesigned to reduce the new drive width to be no more than 12 feet at the property line. Summary of Property: • Character Area: Suburban • Location of Common Green Space: Front • Any Special Frontages: None Summary of Project: The new circle drive will be formed by connecting a new 12-foot-wide drive to his existing 18-foot-wide driveway. The new circle portion of the driveway is 12 feet wide. Ordinance Compliance: There are no conflicts between the proposed project and the City of Mission Hills Code of Ordinances. Greenspace Review SF Lot Area: 16,267 House Footprint: -2,794 Existing Rear Deck: -300 Exiting Driveway: -1,150 Proposed Driveway Addition: -1,410 Remaining Greenspace: 10,613 65.2% Design Guideline Review: Section 2.5 on pages 72 through 75 of the Design Guidelines provides specific recommendations for the Suburban character area. Subsection G suggests that driveways occupy as little of the Primary Landscape Area as possible. On lots wider than 140 feet the driveway should be located off the side property line a distance no less than 8% of the lot width. Circle driveways should have an interior green with a width no less than 80 feet wide, measured at the front property line, and depth of 40 feet measured from the curb. The proposed driveway has an interior green 60 feet wide and 57 feet deep. This recommendation has not been met. Section 2.7.2.B on page 102 recommends drives to be no more than 12 feet wide at the front property line. This recommendation has not been met for the existing driveway that is being replaced. Section 2.7.3.A on page 106 recommends that LS-1 and 2 properties have a greenspace no less than 60% of the lot area. This recommendation has been met. Please note, that the owner did not include any rear decks or patios in their greenspace study, these have been added by the city staff. Yes Will the project cause the greenspace to be less than recommended by the Design Guidelines? No EXCEPT NO STUDY REQUIRED IF: 1) replacing existing impervious surface in approximately same footprint, and 2) project will not decrease existing greenspace on site Is there a documented drainage issue for this property? No *See the Mission Hills website for drainage study requirements – www.missionhillsks.gov *The Architectural Review Board may require the drainage study be submitted before they act on the proposed project August 13, 2024 #4 Anil & Megan Lodhia 6500 Aberdeen Road The Lodhias are proposing an interior remodel that includes new windows and doors, at the rear of the house, and a new A/C unit at the southwest side of the house. Summary of Property: • Character Area: Suburban • Location of Common Green Space: Front • Any Special Frontages: None Summary of Project: The new windows and doors are located in existing openings. The proposed windows match the existing with the exception that the proposed windows only have grilles between the glass and do not include exterior muntins. The proposed air conditioning unit is located next to an existing unit. Ordinance Compliance: There are no conflicts between the proposed project and the City of Mission Hills Code of Ordinances. Design Guideline Review: Section 2.7.1 D on page 96 recommends that all window muntins on the home be the same pattern and proportion, with few exceptions. August 13, 2024 #5 Scott Radecic & Susan Marshall 2802 W 67th Terrace The Radecic/Marshalls are proposing new solar panels on their roof. Summary of Property: • Character Area: Suburban • Location of Common Green Space: Front • Any Special Frontages: None Summary of Project: The proposed panels are located on the front, right and left sides of the house. The panels are to be directly applied to the roof slope and will stand 40mm (1 ½”) from the surface of the roof. Ordinance Compliance: There are no conflicts between the proposed project and the City of Mission Hills Code of Ordinances. Design Guideline Review: Section 2.7.1.C on page 95 of the Design Guidelines recommends that all mechanical and electrical equipment, including solar panels, be completely screened from public view. This recommendation has not been met. August 13, 2024
