Testimony at the BZA hearing will be limited to a discussion of the evidence presented to the ARB. No new evidence will be considered. #1 Consent Agenda A. Amy Bell 6500 Sagamore Road Ms. Bell proposes to enclose a small alcove at the rear of her home. Summary of Property: • Character Area: Traditional • Location of Common Green Space: Front & Side • Any Special Frontages: Corner Lot Summary of Project: The alcove proposed creates a small covered rear entry. The proposal is to add a new exterior wall and window near the rear of the alcove. All materials, detailing and fenestration match the existing house. Ordinance Compliance: There are no conflicts between the proposed project and the City of Mission Hills Code of Ordinances. Design Guideline Review: There are no conflicts between the proposed project and the City of Mission Hills Design Guidelines. June 17, 2025 B. Jacob Patton & Thomas Morgan 6500 Belinder Avenue The Patton/Morgans are proposing window & door modifications to the rear of their home. Summary of Property: • Character Area: Neighborhood Estates • Location of Common Green Space: Front & Sides • Any Special Frontages: Intersection Green Summary of Project: At a small alcove, near the garage, they propose to remove an existing window and infill with siding to match. Near the alcove, they plan to replace a sliding-glass door with a new pair of casement windows. Lastly, at the opposite end of the house, a new rear door, stoop and exterior lighting are proposed on the primary bedroom. All materials, detailing, and fenestration match the existing house. Ordinance Compliance: There are no conflicts between the proposed project and the City of Mission Hills Code of Ordinances. Design Guideline Review: There are no conflicts between the proposed project and the City of Mission Hills Design Guidelines. June 17, 2025 #2 J. Robert Cook 2000 Arno Road Mr. Cook proposes to replace a section of his existing patio. Summary of Property: • Character Area: Suburban • Location of Common Green Space: Front • Any Special Frontages: None Summary of Project: The patio, to be replaced, is located near the house. All materials are to match the existing. Ordinance Compliance: There are no conflicts between the proposed project and the City of Mission Hills Code of Ordinances. Design Guideline Review: Section 2.7.3.A on page 106 of the Design Guidelines recommends that LS-3, 4 and 5 properties have a greenspace no less than 65% of the lot area. The existing conditions do not meet these requirements. The proposed changes do not increase or decrease the available greenspace. June 17, 2025 #3 Bharata & Kamani Lankachandra 7020 Overhill Road The Lankachandras are proposing to replace an existing retaining wall. Summary of Property: • Character Area: Suburban • Location of Common Green Space: Front & Side • Any Special Frontages: Corner Lot Summary of Project: The wall to be replaced is located along their north property line. The wall will stand 3 feet at the west end and transition to 1-foot tall at the east end. The majority of the wall will be 2 feet tall. The existing wall and brick columns will be removed to make way for the new wall. The wall is to be constructed using a concrete block system. The permit does not indicate if the fence is being replaced as part of the project. Clarification is required. Ordinance Compliance: There are no conflicts between the proposed project and the City of Mission Hills Code of Ordinances. Design Guideline Review: Section 2.7.3.D.2 provides specific recommendations for retaining walls. This section suggests that retaining wall elements harmonize with the naturalistic landscape of the lot and be made of natural, rustic materials. The proposed wall is concrete block. Discussion is recommended. June 17, 2025 #4 John & Pam Sutherlin 2602 W 70th Street The Sutherlins propose to replace a portion of their existing patio and add an outdoor kitchen. Summary of Property: • Character Area: Suburban • Location of Common Green Space: Front • Any Special Frontages: None Summary of Project: The south end of the existing patio will be replaced with a new smaller patio. The existing steps and connections to the house will remain. The outdoor kitchen is proposed on the central section of the patio. A new section of patio is proposed along the side of the new kitchen. The outdoor kitchen consists of a faux stucco base with a granite countertop. The north end of the kitchen includes a TV shed constructed of the same faux stucco. Ordinance Compliance: There are no conflicts between the proposed project and the City of Mission Hills Code of Ordinances. Design Guideline Review: Section 2.7.1, starting on page 91 of the Design Guidelines, provides general recommendations for accessory structures and materials. This section generally discourages the use of faux materials in favor of natural materials. The proposed outdoor kitchen is constructed of faux stucco instead of real stucco. Discussion is recommended. Project continued from 6.3.25 ARB meeting Summary of Property: • Character Area: Suburban • Location of Common Green Space: Front • Any Special Frontages: None Summary of Project: The existing house has two prominent rear wings with a patio between them. The Tiltons propose filling in the space between the two wings and extending into the rear yard. All materials, detailing, and fenestration match the existing house. Ordinance Compliance: There are no conflicts between the proposed project and the City of Mission Hills Code of Ordinances. Design Guideline Review: Section 2.5 on pages 72 through 75 provides specific recommendations for the suburban character area. Subsection D recommends that rear wings should not exceed 50% of the main mass width. The proposed addition essentially connects the existing rear wings into a single wing that matches the width of main mass. Discussion is recommended. June 17, 2025 #6 Philip Peterson 6926 Belinder Avenue Mr. Peterson is proposing a cosmetic remodel that includes a new front porch, new front dormers, and a third garage door. Project continued from 6.3.25 ARB meeting Summary of Property: • Character Area: Neighborhood Estates • Location of Common Green Space: Front • Any Special Frontages: None Summary of Project: At the front of the house, at the front entry, the existing mansard roof will be removed and replaced with a new hipped roof. Three small arched dormers will be replaced with two larger dormers with hipped roofs. At the right side of the house, a new garage addition is proposed next to the existing garage. The proposed garage has a significantly larger door than the other garage. To accommodate the larger door, the roof has been modified. Ordinance Compliance: There are no conflicts between the proposed project and the City of Mission Hills Code of Ordinances. Design Guideline Review: Section 2.7.1.D on page 96 of the Design Guidelines provides recommendations for windows and doors. This section recommends window muntins match the style of the house. The proposed windows are all clear view, while the existing windows all have muntin bars. Discussion is recommended. June 17, 2025
