MINUTES OF THE SPECIAL CITY COUNCIL MEETING CITY OF MISSION HILLS, KANSAS September 6, 2023 The City Council of the City of Mission Hills, Kansas held a special meeting on September 6, 2023 at 12:00 p.m. PRESIDING: Mayor David W. Dickey (via phone) PRESENT: Councilpersons Bill Bruning, Barbara Nelson (via phone), Eden Thorne (via phone), and Andy Weed ABSENT: Braden Perry ALSO PRESENT: Jennifer Lee, City Administrator; Justin Carroll, Assistant City Administrator; Meghan Woolbright, City Clerk; Anna Krstulic, City Attorney (via phone); and George Verschelden, City Attorney (via phone) VISITORS: None Mayor Dickey called the meeting to order at 12:07 p.m. Councilperson Bruning moved to enter an executive session, stating “I move that the City Council recess into executive session to obtain legal advice regarding a notice of claim filed with the City, pursuant to the attorney-client consultation exception in K.S.A. 75-4319(b)(2). The executive session will include the City Attorney, special counsel, City Administrator, and Assistant City Administrator. The open meeting will resume via Zoom at 12:22 p.m.” Councilperson Nelson seconded. Approved 4-0. The Council reconvened in open session at 12:32 p.m. Mayor Dickey stated that no binding action was taken during the executive session.
