CALL TO ORDER AND ESTABLISH QUORUM
With a quorum being present, Mayor Norie Gonzalez Garza called the meeting to order at 4:36
p.m.

AGENDA ITEMS
1. Presentation of quarter ending December 2025 Budget to Actual Report – Roman
Finance Director Vidal Roman presented the December 2025 Budget to actual Report.
No Action; Presentation Only
Councilwoman Jessica Ortega joined the meeting at 4:54 p.m.
2. Acceptance of the Annual Comprehensive Financial Report (ACFR) for the fiscal year
ended September 30, 2024 – A. Garcia
Acceptance of the Annual Comprehensive Financial Report (AFR) for fiscal year ended
09/30/24 for the City of Mission.
Ricky Longoria of Burton McCumber & Longoria LLP, CPAs and Advisors, presented an
overview of the report.

Following the presentation and discussion, the City Council accepted the ACFR as presented.
Mayor Pro Tem Plata moved to approve the acceptance of the Annual Comprehensive
Financial Report (ACFR) for the fiscal year ended September 30, 2024. Motion was seconded
by Councilwoman Marissa Gerlach and approved unanimously 5-0.
Mayor Garza requested to convene in executive session regarding legal questions pertaining to
the audit.
At 5:37 p.m. Mayor Pro Tem Plata moved to convene in executive session pursuant to Tex.
Gov’t Code Section 551.071 (Consultation with Attorney). Motion was seconded by Councilman
Alberto Vela and approved unanimously 5-0.
At 6:13 p.m., Mayor Pro Tem Plata motioned to reconvene. Motion was seconded by
Councilman Vela and approved unanimously 5-0.
ADJOURNMENT
At 6:13 p.m., Mayor Pro Tem Plata moved for adjournment. Motion was seconded by
Councilman Vela and approved unanimously 5-0.

AGENDA
Pursuant to V.T.C.A. Gov. Code Section 551.001 et. seq., the City Council of the City of Mission,
Texas will hold a special meeting on Tuesday, March 31, 2026 at 4:30 p.m. at the Mission
Council Chambers, 1201 E. 8th Street, Mission, Texas to consider the following matters.
At any time during the course of the posted meeting, the Mission City Council may retire into
Executive Session under Texas Government Code 551.071 to confer with legal counsel on any
subject matter on this agenda in which the duty of the attorney to the City Council under Texas
Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with
Chapter 551 of the Texas Government Code. Further, at any time during this meeting, the City
Council may retire to deliberate on any subject slated for discussion at this meeting, as may be
permitted under one or more exceptions to the Texas Open Meetings Act set forth in Title 5,
Subtitle A, Chapter 551, Subchapter D of the Texas Government Code.

bulletin board of City Hall, 1201 E. 8th Street, Mission, Texas on this the 25th day of March,
2026 and will remain posted continuously for at least three business days preceding the
scheduled date of said meeting, in compliance with Chapter 551 of the Government Code.

NOTICE OF SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF MISSION
Notice is hereby given that on the 31st day of March, 2026 the City Council of the City of
Mission will hold a special meeting at 4:30 p.m. at 1201 E. 8th Street, Mission, Texas to consider
the following matters. The subjects to be discussed are listed on the agenda, which is attached
to and made a part of this Notice.
If, during the course of the meeting covered by this Notice, the City Council should determine
that a closed or executive meeting or session of the Council is required, then such closed or
executive meeting or session as authorized by the Texas Open Meetings Act, Texas
Government Code Section 551.001 et seq., will be held by the Council at the date, hour and
place given in this Notice or as soon after the commencement of the meeting covered by this
Notice as the Council may conveniently meet in such closed or executive meeting or session
concerning any and all purposed permitted by the Act, including, but not limited to the following
sections and purposes.
Texas Government Code Section:
551.071(1) (2) Consultation with Attorney.
551.072 Deliberation regarding real property.
551.073 Deliberation regarding prospective gifts.
551.074 Personnel matters.
551.076 Deliberation regarding security devices or security audits.
551.0785 Deliberations involving medical or psychiatric records of individuals.

551.088 Deliberation regarding test item.
Should any final action, final decision, or final vote be required in the opinion of the City Council
with regard to any matter considered in such closed or executive meeting or session, then the
final action, final decision, or final vote shall be either:
(a) in the open meeting covered by the Notice upon the reconvening of the public meeting; or
(b) at a subsequent public meeting of the City Council upon notice thereof; as the Council shall
determine.
On this the 25th day of March, 2026 this Notice was emailed to news media who had previously
requested such Notice and an original copy was posted on the bulletin board at City Hall, 1201
E. 8th Street and will remain posted continuously for at least three business days preceding the
scheduled date of said meeting, in compliance with Chapter 551 of the Government Code.
