Committee-of-the-Whole Agenda Items 8.1 A Resolution authorizing the Mayor and City Clerk to execute and attest to a contract with Walter D. Laud, Inc., for Project #1501, 27th Avenue A, 28th Avenue A, 30th Street Reconstructions in Old Oakwood, for the amount of $1,059,518.13. 1  8.2 An Ordinance amending Chapter 22, “OFFENSES MISCELLANEOUS,” of the Moline Code of Ordinances, Section 22-1105, “TOBACCO PRODUCTS, TOBACCO ACCESSORIES, SMOKING HERBS AND ALTERNATIVE NICOTINE PRODUCTS,” by increasing the number of Class B Incidental Tobacco Dealer’s Licenses in the City of Moline at the request of Downtown Convenience LLC, d/b/a Downtown Convenience. 8.3 An Ordinance amending Chapter 4, “ALCOHOLIC LIQUOR,” of the Moline Code of Ordinances, by amending Section 4-3104, “NUMBER OF LICENSES,” subsection (c) in its entirety and enacting in lieu thereof one new subsection (c) to amend the cost of renewal of a Class K liquor license due to the sunset provision for Class K Video Gaming Establishment liquor licenses set to take place on January 31, 2027. Suggested Action: This item will also appear on the City Council Agenda on July 21, 2026, under “Items Not on Consent” for first reading, as the liquor license renewal period begins the first week of August 2026. 8.4 An Ordinance amending Chapter 4, “ALCOHOLIC LIQUOR,” of the Moline Code of Ordinances, ARTICLE III, “RETAIL LICENSES,” DIVISION 3, “PRIVILEGES CONFERRED BY VARIOUS CLASSES OF LICENSES,” SECTION 4-3304, “CLASS C PACKAGED SALES ONLY,” by repealing subsection (c) in its entirety and enacting in lieu thereof one new subsection (c) dealing with the same subject matter and allowing an exception for vehicular fuel stations. 9. There will be no separate discussions of these items unless a Council Member so requests, in which case, the item will be 2  moved from the Consent Agenda and considered as the first item after the Omnibus Vote. 16.1 Committee-of-the-Whole, Council, and Executive Session meeting minutes of July 7, 2026, and appointments made at Committee-of-the-Whole on July 21, 2026. Suggested Action: Approval 17. Consent Agenda - Second Reading Ordinances 17.1 A Special Ordinance authorizing the Mayor and City Clerk to execute and attest to the Personal Property and Real Estate Exchange and Purchase Sale Agreement for Catfish Charlie’s and Marquis Harbor Marina, by and between the City of Moline and Pretasky Roach Properties, LLC, and to terminate the Amended Lease of Property (4801 River Drive, Moline, Illinois 61265); and authorizing all appropriate City officers and staff to do all things necessary to complete each of the City’s responsibilities pursuant to said Agreement. Suggested Action: Approval 17.2 An Ordinance approving the vacation of certain public rights-of-way along River Drive in the City of Moline, due to building encroachment. Suggested Action: Approval 18. Consent Agenda - Resolutions 18.1 A Resolution authorizing the Chief of Police, on behalf of the City of Moline, to execute an Intergovernmental Agreement Among the Member Agencies of the Major Crash Assistance Team between local law enforcement agencies. Suggested Action: Approval 18.2 A Resolution approving Change Order No. 1 and Final with Valley Construction Co. for Motor Fuel Tax (MFT) Section Number 26-00000-00-GM, 2026 Asphalt Maintenance Program, for the amount of $15,907.53; and approving a Supplemental Resolution for Maintenance under the Illinois Highway Code for Motor Fuel Tax (MFT) Section Number 26-00000-00-GM, 2026 Asphalt Maintenance Program, for the amount of $15,907.53. Suggested Action: Approval 18.3 A Resolution authorizing the Moline Public Art Commission (MPAC) to apply to the Illinois Arts Council for the Creative Project Grant for up to $12,000 for projects outlined in the Public Art Place Making Plan; and authorizing City staff to do any and all things necessary to apply to the Illinois Arts Council for the Creative Project Grant for up to $12,000 for projects outlined in the Public Art Place Making Plan. Suggested Action: Approval 18.4 A Resolution authorizing a grant to the 13th Annual Fall Belgian Festival for the amount of $2,500 from the Special Events Fund to help offset expenses for the annual event to be held on Sunday, September 20, 2026. Suggested Action: Approval 3  18.5 A Resolution approving a block party for the Old Morgan Park Neighborhood scheduled for Saturday, September 26, 2026; and closing certain streets more particularly described herein to vehicular traffic; and authorizing the Mayor and City Clerk to execute and attest to a Licensing Agreement with Gary Francque on behalf of the Old Morgan Park Neighborhood for the use of public right-of-way in conjunction with said block party. Suggested Action: Approval 18.6 A Resolution approving a block party for the Karstens/City Line Neighborhood Group scheduled for Saturday, September 12, 2026; and closing certain streets more particularly described herein to vehicular traffic; and authorizing the Mayor and City Clerk to execute and attest to a Licensing Agreement with Lori McKenzie on behalf of the Karstens/City Line Neighborhood Group for the use of public right-of-way in conjunction with said block party. Suggested Action: Approval 18.7 A Resolution approving a special event that is sponsored by the Butterworth Center & Deere-Wiman House for the Porch Party event scheduled for Sunday, September 20, 2026; closing certain streets more particularly described herein to vehicular traffic; and authorizing the Mayor and City Clerk to execute and attest to a Licensing Agreement with Susan Anderson on behalf of the Butterworth Center & Deere-Wiman House for the use of public right-of-way in conjunction with said event. Suggested Action: Approval 18.8 A Resolution authorizing the Mayor and City Clerk to execute and attest to an Intergovernmental Agreement between the City of Moline, Illinois, and the City of Colona, Illinois, (“Colona”) to jointly retain the services of Strand Associates, Inc., to conduct a study of the feasibility of Colona joining the Rock River Valley Regional Sewer System (“RRVRSS”). Suggested Action: Approval 19. Omnibus Vote 20. Non-Consent Agenda - First Reading Ordinances 20.1 An Ordinance amending Chapter 20, “MOTOR VEHICLES AND TRAFFIC,” of the Moline Code of Ordinances, Appendix 7 thereof, “ONE-WAY STREETS,” “NORTHBOUND,” by adding Eighteenth Street, from Sixth Avenue to Seventh Avenue. Suggested Action: Advance to second reading 20.2 An Ordinance amending Chapter 20, “MOTOR VEHICLES AND TRAFFIC,” of the Moline Code of Ordinances, Appendix 18 thereof, “TWO-HOUR PARKING RESTRICTIONS IN NONMETERED ZONES,” by removing Sixteenth Street, on the west side, from Sixth Avenue south to the first alley; and amending Chapter 20, “MOTOR VEHICLES AND TRAFFIC,” of the Moline Code of Ordinances, Appendix 14 thereof, “FIFTEEN-MINUTE PARKING RESTRICTIONS IN NONMETERED ZONES,” by adding Sixteenth Street, on the west side, between Sixth Avenue and Seventh Avenue, from alley to north, two on-street stalls. Suggested Action: Advance to second reading 4  20.3 An Ordinance amending Chapter 20, “MOTOR VEHICLES AND TRAFFIC,” of the Moline Code of Ordinances, Appendix 35 thereof, “ALTERED SPEED LIMITS,” “40 MPH Speed Limit,” by removing Avenue of the Cities, from Forty-first Street to the East Moline Border.
