Emergency Ordinance 2026-21. An Ordinance accepting the loan agreement between the Ohio
Public Works Commission and the City of Monroe for the Union Road/Navigator Way emergency
interconnect vault project, and declaring an emergency.

Strategic Priority: Well Managed Infrastructure
Background: Passage of the ordinance accepts a loan from the Ohio Public Works Commission
(OPWC) in the amount of $181,079, with a 30-year term at 0% interest and an annual payment of
$6,035. The City applied for this loan in 2025, and it was officially awarded on July 8, 2026. The
2026 Capital Budget was approved in anticipation of receiving this funding.
The loan will fund 49% of the Union Rd/Navigator Way emergency interconnect vault with Warren
County Water, with the remaining 51% ($188,469) budgeted from local funds.
I am requesting emergency passage of this ordinance. Appendix A of the loan agreement establishes
an estimated construction completion date of November 30, 2026, and a second reading would delay
the start of the project by an additional 60 days, jeopardizing the City's ability to meet that schedule.
Ordinance No. 2026-22. An Ordinance amending and supplementing Ordinance No. 2026-06,
otherwise known as the Permanent Appropriations Ordinance, to meet current expenses and other
expenditures of the City of Monroe, during fiscal year ending December 31, 2026.

Background: Supplemental appropriation requests totaling $808,925 are being requested from the
following funds: General Fund - $533,865, Motor Vehicle License Tax Fund - $60, Fire - 1989 Levy
Fund - $275,000. The requests within the Capital Income Tax Fund are offsetting and result in no
additional dollars being added to the budget within that fund. Each request is detailed below.
GENERAL FUND:
The city received donations totaling $16,500 for the 2026 Fourth of July event. These funds were
used to fund the expanded fireworks show, band, and activities at the event. In order for these funds
to be available within the Public Involvement Committee line item within City Council's budget, a
supplemental appropriation is necessary.
The quarterly invoices from the Public Entities Pool (PEP) have exceeded budget, and $30,000 is
needed to cover the fourth quarter invoice that will be due on October 1, 2026. The Blanket
Purchase Order Resolution 15-2026 was updated to reflect the amount necessary on March 10,
2026.
The Bureau of Workers Compensation invoices for 2026 exceeded budget by $92,365. The new
amounts reflect updated payroll information and should not increase as substantially moving forward.
2026 Building Permit revenue through June 30th has exceeded 2025 revenue for the same time
period by $113,194. This typically correlates to additional building services fees being paid to
National Inspection Corporation (NIC) which is the case in 2026. A $120,000 supplemental
appropriation is being requested to cover the NIC fees for the remainder of the year. If the second
half mirrors the first half, an additional supplemental appropriation may be necessary towards the end
of 2026.
$275,000 is being requested as a transfer from the General Fund to the Fire Levey Fund to cover
vehicle maintenance costs within the Fire Department for the remainder of the year, as well as a
"refresh" for Engine 61, Engine 62, and Quint 61. The Fire Department vehicle maintenance and
repair budget for 2026 was $100,000 and as of June 30th, actual expenses were $122,898 due to
several major repairs that have been necessary throughout the year. With regular maintenance
expenses remaining for the year, along with several outstanding known invoices yet to be issued,
additional funding is necessary. The Fire Department is also requesting a "refresh" for 3 of their
apparatus at an estimated cost of $92,317 to alleviate future issues with these vehicles. A report
from Fire Chief Dave Leverage is included for review.
MOTOR VEHICLE LICENSE TAX FUND:
$60 is being requested to remain in budgetary compliance. This fund is used to pay for audits of
motor vehicle license registrations and exceeded $200 which has covered the amount charged the
past several years.
FIRE - 1989 LEVY FUND:
$275,000 will need to be appropriated within the Fire Levy Fund when the transfer from the General
Fund to the Fire Levy Fund discussed above is completed.
CAPITAL INCOME TAX FUND:
Funds to purchase a Police UTV were approved by Consideration of Motion on May 12, 2026. This
appropriation adjustment is simply moving the budgeted funds from one account (Public Works) to
another account (Police) within the same fund for tracking purposes. This results in no budgetary
impact.
Resolution No. 45-2026. A Resolution authorizing the City Manager to enter into a public safety
services and equipment agreement by and between the City of Monroe and Axon, Inc. for services
and product upgrades to tasers, body worn cameras, in-car cameras, and data storage for the Police
Department.

Background: This resolution combines the current police department Tasers, body worn cameras, in-
car cameras and data storage agreements into one contract. It also upgrades the Tasers to the
newest version and provides warranty and replacement on the hardware for all three products
through the duration of the agreement.
Resolution No. 46-2026. A Resolution accepting the lowest and/or best bid submitted for the
construction of an emergency interconnect vault at Navigator Way and authorizing the City Manager
to enter into a contract by and between the City of Monroe and KT Holden Construction, LLC.

Strategic Priority: Well Managed Services and Infrastructure
Background:
This Project will construct an emergency interconnect PRV vault with a 12” inlet and outlet to allow
the City of Monroe to receive and meter water from Warren County Water during emergency
conditions. This facility will have sufficient capacity to supply the City's entire distribution system in
the event of supplier or local system failure. This interconnect will also supplement the water system
in the event of a fire-flow demand on the distribution system east of Interstate 75. The PRV will
regulate incoming pressure to match Monroe’s current operating pressure, protecting infrastructure
and ensuring reliable, consistent service to all customers.
The project was budgeted for in the 2026 Capital Budget, with the expectation of receiving OPWC
loan funds to cover a portion of the project. The remaining balance of this project is being funded
through local dollars.

Sealed bids were opened on July 10, 2026, with two bids received. KT Holden Construction
submitted the apparent low bid at $359,408.
Staff recommends approving the entire budgeted amount of $369,548 rather than just the base bid
amount. This approval would:
• Cover the base bid of $359,408
• Provide a contingency of $10,140 to cover any unforeseen costs, change orders, or make
minor adjustments during the course of the project.

contract with Morton Salt, Inc. through the Southwest Ohio Purchasing for Government cooperative.
