MINUTES OF THE REGULAR MEETING OF THE
MONROVIA COMMUNITY SERVICES COMMISSION
TUESDAY, JUNE 9, 2026
CONVENE: Commissioner Castro convened the Regular Meeting of the Community Services
Commission on Tuesday, June 9, 2026, at 7:05 p.m. in the Community Center Monroe Room,
Monrovia, California. In attendance were Councilmember, Larry Spicer; Community Services
Director, Rebecca Sandoval; Recreation Manager, Heather Sayers; Recreation Supervisor,
Johan Galvan; Recreation Supervisor, Tiffany Peterson, and Administrative Assistant, Luke
Bernacki.
PLEDGE OF ALLEGIANCE: Commissioner Mills led the Flag Salute.
ROLL CALL: In attendance were Commissioners Castro, Leos, Martinez, Mills, Vice Chair
Schaeffler, and Chair McCoy. Commissioner Iler was absent/excused.

PR-1 Recognition of the 2025 Older Monrovian of the Year, Sandy Barud

YOUTH COMMISSION: Fiona Overhoff, 11th grade student at Monrovia High School, shared
their experiences volunteering for the Historic Home Tours and the Spring Egg Hunt. Members
of the Youth Commission will be volunteering at the 4th of July event.

CONSENT CALENDAR: The consent calendar was motioned for approval by Commissioner
Leos, seconded by Commissioner Mills, and approved unanimously.

1. Rebecca Sandoval, Community Services Director
a. Community Garden Update
• Community Garden Coordinator, Jennifer Ming provided the history of the
program, the added value it brings to the community, the garden
improvements in the last year, and the workshops/events which had a total of
550+ attendees.
• Community Engagement Director at Food ED, Rochelle Hoffman provided an
outline of the FED Kitchen program, which offers educational workshops for
seniors, community members, and school-age students, teaching recipes from
the garden and practical kitchen skills while expanding palates and confidence
around food. There were over 200 participants in 2026 to date.
b. Summer Pool Program at Monrovia High School
• An 8-week program where the public will have access to the MHS pool, made
possible through the collaboration of the City, MUSD, and Santa Anita Family
YMCA. Program runs from June 8th through July 31st, 2026. Open for public
use Monday-Friday 10:00 a.m. - 3:30 p.m. and Saturday 1:00 p.m. - 3:30 p.m.
2. Johan Galvan, Recreation Manager
a. Open Gym and Contract Classes Update
• Between Summer 2025 and Spring 2026, there were 471 adult registrations
and 193 youth registrations to contract class offerings.
• All Sorts of Sports program launched Spring 2025 for ages 3-5.
• Open Gym hours changed:
o Monday – Basketball - 7:00 - 9:00 p.m. (Avg. 10-15 participants)
o Wednesday – Volleyball - 7:00 - 9:00 p.m. (Avg. 30-40 participants)
o Tuesday & Saturday – Pickleball 8:00 a.m. - 12:00 p.m. (Avg. 5-8
participants)
• Looking to expand programming for 3-6 years old and 20-30 years old
demographics in the future.
b. Personnel Update
• Introduced new Recreation Coordinator, Nicole Perrotin.

a. 2026 Monrovia Days and Community Festival Evaluation
• Thanked Monrovia Days Committee and Event Sponsors.
• Parade contained 68 entries, and 1,481 total participants.

Hillside Wilderness Preserve Supervisor
TITLE: Canyon Park and Hillside Wilderness Preserve Patrol Update for June 2026.
OBJECTIVE: To provide an update on operations and programs for Canyon Park and activities related
to Canyon Park and the Hillside Wilderness Preserve (HWP) recorded for the month of June 2026.
BACKGROUND: For well over a century, Canyon Park has remained one of Monrovia’s most treasured
natural and recreational resources, offering residents and visitors a unique opportunity to experience the
beauty of the San Gabriel foothills. Beyond its scenic trails and natural features, the park serves as an
important destination for outdoor recreation, environmental education, and community engagement.
Through its restored facilities, active programming, interpretive experiences, and well-utilized Nature
Center, Canyon Park continues to connect visitors with the area's rich natural and cultural resources
while promoting environmental stewardship and healthy outdoor experiences. As the park enters its
second year following its reopening, it continues to strengthen its role as a valued community asset that
supports recreation, learning, and meaningful connections with nature.
Now, one year after officially reopening in June 2025, Canyon Park has experienced an overwhelmingly
positive response from the community. Visitors have returned in strong numbers to enjoy special events,
naturalist led hikes, interpretive tours, the Nature Center, scenic trails, the waterfall, and sweeping views
of the San Gabriel Valley. Park programming and community events have fully resumed, with the Nature
Center serving as a well utilized hub for educational and interpretive experiences. In addition, rental
facilities have reopened and are once again accommodating community gatherings and special events.
Over the past year, staff and volunteers have continued to restore and enhance park facilities, strengthen
trail conditions, and expand educational opportunities. The enthusiastic community response has
reaffirmed Canyon Park’s role as a valued recreational, educational, and environmental resource, and
our team of naturalists and dedicated volunteers remains committed to preserving and enhancing the
park for current and future visitors.
ANALYSIS:
Canyon Park
During June, Canyon Park operations reflected the full transition into spring, with maintenance efforts
adapting to changing conditions and supporting seasonal growth. Canyon Park Volunteers and Managed
Career Solutions (MCS) crews prioritized maintaining safe and accessible trail conditions throughout the
park. Volunteer efforts focused on trail cleanup, clearing overgrown sections, and removing fallen trees
and debris that had obstructed trail access. Crews also continued routine vegetation management and
addressed minor trail maintenance needs to improve visitor safety and accessibility. These combined

efforts helped preserve trail integrity, reduce potential hazards, and enhance the overall visitor experience
as park attendance remained high during the spring season.
During June, Canyon Park continued to foster community engagement through a variety of family
oriented programs and outdoor experiences. Monthly favorites included Storytime in the Park, presented
in collaboration with the Monrovia Public Library, which encouraged early literacy while connecting
families with nature, and Kids Craft in the Canyon, offering hands on creative activities inspired by the
park's natural environment. June also marked the first Family Hike and Campout of the year, providing
participants with an opportunity to explore the park, learn basic outdoor skills, and enjoy an overnight
camping experience in a supportive, family friendly setting. Together, these programs promoted
recreation, environmental education, and meaningful connections with Canyon Park while encouraging
families to enjoy the outdoors.
Hillside Wilderness Preserve
During June, the Ridgeside and Cloverleaf access points continued to experience steady recreational
use as the preserve transitioned from spring into the early summer season. Warmer temperatures,
extended daylight hours, and the start of summer break for many visitors contributed to consistent activity,
with the preserve remaining a popular destination for hiking and outdoor recreation.
Both access points were regularly used by hikers and mountain bikers, providing valuable insight into
seasonal visitation patterns as outdoor activity increased. These continued trends highlight the preserve’s
importance as a local recreational resource and its ongoing appeal for residents and visitors seeking
accessible outdoor experiences within Monrovia.
The Cloverleafs access point Eco-Counter experienced a malfunction and did not capture pedestrian and
mountain biker data during the month of June. Staff is working with the Eco-Counter team to troubleshoot
a software issue that may be causing malfunction.
Staff conducted routine patrols throughout the preserve while collecting supplemental observational data
to support Eco Counter readings at key access points. Combining onsite observations with automated
visitor counts provides a more comprehensive and accurate picture of recreational use, allowing staff to
better track seasonal trends and monitor changes in visitation over time.
