The meeting will be live streamed and can be watched on the City’s website and YouTube Channel via the following link: https://www.montebelloca.gov, and may also be viewed on Spectrum Public Access Channel 3 for all Spectrum cable subscribers. Staff will number and call each speaker card in the order received. CONDITIONAL USE PERMIT (“CUP”) CASE NO. PC-2026-0020-CUP TO ALLOW A TYPE 41 ALCOHOLIC BEVERAGE CONTROL (“ABC”) LICENSE (ON-SALE BEER AND WINE—EATING PLACE) FOR THE ON-SALE CONSUMPTION OF BEER AND WINE IN CONJUNCTION WITH AN EXISTING FULL-SERVICE RESTAURANT ESTABLISHMENT LOCATED AT 1105 WEST WHITTIER BOULEVARD, MONTEBELLO, CA (LOS SABORES DE MEXICO) RECOMMENDATION: It is recommended that the Planning Commission conduct a public hearing and take the following action: 1. ADOPT Resolution No. 12-26 conditionally approving Conditional Use Permit No. PC-2026- 0020-CUP, subject to certain findings and conditions to allow a Type 41 Alcoholic Beverage Control (“ABC”) License (On-Sale Beer and Wine—Eating Place) for the on-sale consumption of beer and wine in conjunction with an existing full-service restaurant establishment located at 1105 West Whittier Boulevard, and make related findings that the proposed project is consistent with the Montebello General Plan; and 2. DETERMINE AND FIND that the project (ENV No. 03-26-CE) is categorically exempt from the California Environmental Quality Act (“CEQA”) pursuant to CEQA Guidelines Section (15301) - Class 1 (Existing Facilities) as it consists of the operation and licensing of a private structure involving negligible or no expansion of the existing or former use. 3. CONDITIONAL USE PERMIT (“CUP”) TO ESTABLISH AND OPERATE A NEW PLANET FITNESS HEALTH AND FITNESS CLUB WITHIN AN EXISTING COMMERCIAL TENANT SPACE LOCATED AT 802 WEST BEVERLY BOULEVARD (ASSESSOR’S PARCEL NUMBER 5294-019-008) IN THE MONTEBELLO MIX SHOPPING CENTER July 21, 2026: Planning Commission Meeting Page 4 of 4 RECOMMENDATION: It is recommended that the Planning Commission conduct a public hearing and take the following action: 1. ADOPT Resolution No. 13-26 conditionally approving CUP No. PC-2026-0021-CUP to allow the establishment and operation of a new Planet Fitness gymnasium/fitness club within an existing commercial tenant space located at 802 West Beverly Boulevard (“Project Site”) in the Montebello Mix shopping center, including the remodeling of the approximately 17,609 square foot commercial space to accommodate the fitness club as well as other minor site improvements; and 2. DETERMINE and FIND that the project (ENV No. 04-26) is exempt from the California Environmental Quality Act (“CEQA”) pursuant to CEQA Guidelines, Section 15301 - Existing Facilities.
