APPEALS HEARING BOARD MEETING MINUTES CITY OF MONTEREY (ZOOM teleconference) Monday, June 28, 2021 11:00 AM MONTEREY, CALIFORNIA Board members Present: Hawkins, Millich, Glenzer Absent: Yaqub (Alternate) Board Staff Assistant City Attorney Karin Salameh and Clerk Alicia Salas Present: Other Staff City Forester Justin Prouty Present: CALL TO ORDER Chair Hawkins call the meeting order at 11:05 am. PUBLIC COMMENTS None. PUBLIC HEARING 1. Appeal by Sharon Armbrust of 32 Greenwood Way of the Forestry Department decision to deny the application for removal of two Monterey Pine Trees (Exempt from CEQA per Pub. Resources Code, section 21080, subd. (b)(5)) City Forester Justin Prouty gave his presentation to the Board. Board members Glenzer and Millich asked Clerk Alicia Salas to email the arborist report from Amanda Gates to them to consider as part of the hearing and Assistant City Attorney Salameh suggested the meeting be continued to allow for time for review of the report. Appellant Sharon Armbrust suggested that the Board hear her side first before they decide to continue the hearing. Board member Millich said he would prefer to review the arborist report from Amanda Gates before he hears from the Appellant. Assistant City Attorney Salameh said the Board can continue to a date and time certain. Chair Hawkins agreed that he thinks it’s a good idea to continue the hearing too. He also clarified with Mr. Prouty that the Appellant is asking for the removal of three trees and that he already approved removal of one tree. Mr. Prouty agreed with Chair Hawkins. Mr. Prouty confirmed with Ms. Armbrust that she is only appealing the removal of the one tree in the driveway; she agreed with Mr. Prouty. Mr. Prouty said since the appellant is only appealing one tree that would cut his report in half. Both Board member Glenzer and Chair Hawkins said they would feel more comfortable having all the background reports before making a final determination and preferred to continue to a date certain. Appeals Hearing Board June 28, 2021 Minutes Clerk Salas gave the date of Wednesday, July 7, 2021 at 11:00 am to continue the hearing; the Board and the appellant agreed on the date. The motion to continue the hearing to July 7, 2021 at 11:00 am was carried by the following vote, which was conducted by roll call: AYES: 3 COMMISSIONERS: Hawkins, Millich, Glenzer NOES: 0 COMMISSIONERS: None ABSENT: 0 COMMISSIONERS: None ABSTAIN: 0 COMMISSIONERS: None RECUSED: 0 COMMISSIONERS: None BOARD MEMBER COMMENTS None. In addition, the Oversight Board may provide a referral to staff or other resources for factual information, request staff to report back to the body at a subsequent meeting concerning any City matter, or direct staff to place a request to agendize a matter of business on a future agenda (G.C. 54954.2). ADJOURNMENT Members of the public have the right to address the Appeals Hearing Board on any item on the Agenda, before or during its consideration [G.C. §54954.3(a)]. The Chair will formally open the floor for public comment on items such as "Public Appearance" and "Public Hearings."
