September 18, 2013 ACTION: Approved as amended. Chair Sullivan and Committee Member Jacoubowsky abstained from voting on item #1 due to their absence from the September 18, 2013 meeting. Committee Member Latasa requested that the names of the motion maker and the seconder be reflected on items #6 and #7. ***End of Consent Agenda*** PUBLIC COMMENTS None.  Architectural Review Committee Minutes Wednesday, October 2, 2013 PUBLIC APPEARANCE 2. Consider 138 Seafoam Avenue; AR Application 13-357 for Preliminary and Final Architectural Review for a One and Two-Story Addition to a Single-Family Residence; Applicant Christopher Barlow for Wald, Ruhnke & Dost Architects; Owner Carol Harpster; R-1-6-D1 Zoning District; Exempt from CEQA Requirements ACTION: Adopted a Resolution approving Preliminary and Final Architectural Review for a one and two-story addition to a single-family residence with Conditions of Approval. Staff Presentation/Committee Member Questions: Christine Hopper presented the Agenda Report and answered Committee Members’ questions. Applicant: Christopher Barlow, of Wald, Ruhnke & Dost Architects, said the project consists of enlarging the footprint of the existing deck to create a roof deck. He said the proposed deck will contain details inspired by the original plans. In response to Committee Member Freeman’s question regarding a name for the triangular windows, Committee Member Silva said they are typically called oriel windows. In response to Committee Member Sullivan’s question about the makeup of the proposed deck railing, Mr. Barlow said the proposed railing will be constructed of wood and glass and will not be solid. Public Comment: None. Committee Member Comments: Committee Member Freeman said that the old deck bisects the triangle window, but the proposed deck will expose the oriel window in an optimal way. Committee Member Latasa said he supports the project because it is differentiated and is sensitive to the existing house. Committee Member Jacoubowsky said he supports the project. Committee Member Silva concurred. Committee Member Sullivan said he prefers wood over the use of aluminum storefront material and suggested a band to break up the contrasting vertical and horizontal elements or confining the horizontal elements to the deck. Committee Member Latasa said he understands Committee Member Sullivan’s concern but thinks the project will work because it achieves differentiation. Committee Member Jacoubowsky concurred. Franklin Street LLC; C-2 Zoning District; Exempt from CEQA Requirements ACTION: Adopted a Resolution approving the proposed sign with Conditions of Approval. Staff Presentation/Committee Member Questions: Todd Bennett presented the Agenda Report and answered Committee Members’ questions. Applicant: Andrew Tope, of Tope’s Sustainable Garden Center, was present and did not have any additional information to provide the Committee. Public Comments: None Committee Member Comments: Committee Member Jacoubowsky said due to the size of the lot, requiring a solid based sign for this location would eliminate the small amount of landscaping that exists. Committee Member Sullivan said that having the sign on posts instead of a solid base will lessen the impact of the sign. He also said that staff did a good job of assessing all aspects of the sign. Committee Member Jacoubowsky made a motion to adopt a Resolution approving the proposed sign with Conditions of Approval. On a motion by Committee Member Jacoubowsky, seconded by Committee Member Latasa, and carried by the following vote, the Architectural Review Committee adopted a Resolution approving the proposed sign with Conditions of Approval. AYES: 7 COMMITTEE MEMBERS Sullivan, Latasa, Dawson, Freeman, Jacoubowsky, Kimzey, Silva NOES: 0 COMMITTEE MEMBERS None ABSENT: 0 COMMITTEE MEMBERS None ABSTAIN: 0 COMMITTEE MEMBERS: None RECUSED: 0 COMMITTEE MEMBERS None 3 Architectural Review Committee Minutes Wednesday, October 2, 2013 COMMITTEE MEMBER COMMENTS Committee Member Silva expressed concern about creating a City standard for trench drains in order to prevent proliferation of different designs and styles of tree grates for the outdoor seating on Alvarado. Committee Member Jacoubowsky suggested that if outdoor seating areas are identical tree grates should be identical, and if outdoor seating varies then tree grates could also vary. Committee Member Sullivan said there are many interesting looking grates so variety should be allowed, similar to the variety allowed in the outdoor seating. Ms. Hopper and Mr. Kinison Brown suggested the Committee request to agendize the item for further discussion. Committee Member Freeman asked about existing signage and flagpoles at 401 Alvarado Street. Mr. Kinison Brown said that up to 10% coverage of a windowed area is allowed and Ms. Hopper said that flags are prohibited by City code except for the American flag and other protected flags. INFORMATIONAL REPORTS & STAFF COMMENTS Ms. Hopper said the Downtown Specific Plan was reviewed at the October 1, 2013 City Council Meeting and the Plan received overwhelming support. The item was continued to a special meeting on October 23, 2013. In response to Committee Member Dawson’s question, Ms. Hopper said that there was both support and opposition regarding the renaming of streets. Ms. Hopper also said that the public and Council thanked and congratulated the Architectural Review Committee for their involvement with the Plan.
