MINUTES ARCHITECTURAL REVIEW COMMITTEE Wednesday, July 2, 2014 AFTERNOON SESSION ONLY 4:00 pm - 7:00 pm 580 PACIFIC STREET, COUNCIL CHAMBERS MONTEREY, CALIFORNIA Members Present: Latasa, Freeman, Dawson, Searle, Silva, Sullivan Members Absent: Kimzey Staff Members Present: Principal Planner Taven Kinison Brown, Principal Planner Kim Cole, Senior Associate Planner Christine Hopper, Recording Secretary Halabi FIELD TRIP CALL TO ORDER Chair Latasa called the meeting to order at 4:01 pm. CONSENT ITEMS On a motion by Committee Member Dawson, seconded by Committee Member Freeman, and carried by the following vote, the Architectural Review Committee approved the CONSENT ITEMS: AYES: 6 MEMBERS: Latasa, Freeman, Dawson, Searle, Silva, Sullivan NOES: 0 MEMBERS: None ABSENT: 1 MEMBERS: Kimzey ABSTAIN: 0 MEMBERS: None RECUSED: 0 MEMBERS: None Approval of Minutes 1. June 18, 2014 ACTION: Approved with amendments. The Committee request that the following two misspellings be corrected:  “tand" to "and" (Page 3)  "Louis" (Page 4) Committee Member Latasa clarified that in item seven in the minutes, his intention was not to permanently move the committee from the dais, but to move from the dais and utilize tables in instances that are necessary. ***End of Consent Agenda*** PUBLIC COMMENTS Architectural Review Committee Minutes Wednesday, July 2, 2014 None. PUBLIC APPEARANCE 2. Consider 57 Wharf #1 (Abalonetti Bar and Grill); AR Application 14-170 for Height Increase of Patio Wind Screen from 6'-6" to 8'-4" and Installation of String Lights and Outdoor Heaters; Applicant Kevin Phillips; Owner City of Monterey; Exempt from CEQA Requirements ACTION: Adopted a Resolution approving the proposed height increase of the patio wind screen from 6'-6" to 8'-4" and the installation of string lights and outdoor heaters with Conditions of Approval with amended Conditions of Approval. Staff Presentation/Committee Member Questions: Christine Hopper presented the Agenda Report and answered Committee Member questions. Applicant: Kevin Phillips, applicant, said this proposal is a part of a four year update to the building. He said the proposed lighting creates an ambient atmosphere. Public Comments: None. Committee Member Comments: Committee Member Dawson said he is in support of the project. Committee Member Freeman said she is in support of the project and is pleased with the limited visibility of the heaters on the outdoor patio. Committee Member Sullivan made a motion to adopt a Resolution approving the proposed height increase of the patio wind screen from 6'-6" to 8'-4" and the installation of string lights and outdoor heaters with Conditions of Approval with the following added Condition of Approval: Special: 1. That the windscreen roof be hipped at the northwest and southwest corners. Committee Member Dawson seconded the motion. On a motion by Committee Member Sullivan, seconded by Committee Member Dawson, and carried by the following vote, the Architectural Review Committee adopted a Resolution approving the proposed height increase of the patio wind screen from 6'-6" to 8'-4" and the installation of string lights and outdoor heaters with amended Conditions of Approval. Consider 675 Munras Avenue; Sign Permit Application 13-548 for One New Blade Sign, Two Wall Signs and One Freestanding Sign; Applicant Robert Wecker for The Wecker Group; Owner Craig Smith; P-C-D Zoning District; Exempt from CEQA Requirements (Continued from June 18, 2014 meeting) ACTION: Adopted a Resolution approving the proposed signs with Conditions of Approval. Staff Presentation/Committee Member Questions: Christine Hopper presented the Agenda Report and answered Committee Member questions. Applicant Bob Wecker, Wecker Group, said they attempted to make the signs visually compatible with the building and the purpose of the LED lights is to increase visibility of the business and to emulate a traditional blade signs. Mr. Wecker said he can return with details of the intensity of the proposed LED lights. Public Comments: None. Committee Member Comments: Committee Member Silva said the applicant has followed the guidance of the ARC and he is in support of the proposed sign proposal. Committee Member Freeman said she is in support of the project and the project modifications have significantly improved the proposal. Committee Member Sullivan said he is concerned with the level of lighting and said the applicant should return with the lighting details for final approval. Committee Member Silva did not agree with Committee Member Sullivan’s suggestion that the application return, and said numerous signs have been approved with LED lighting without requiring the applicant to return to the Committee. Phil Vanderkraatz suggested the sign company experiment with the lumens to determine the appropriate level of lighting. Committee Member Dawson made a motion to adopt a Resolution approving the proposed signs with Conditions of Approval. Committee Member Freeman seconded the motion. On a motion by Committee Member Dawson, seconded by Committee Member Freeman, and carried by the following vote, the Architectural Review Committee adopted a Resolution approving the proposed signs with Conditions of Approval. 3 Architectural Review Committee Minutes Wednesday, July 2, 2014 AYES: 6 MEMBERS: Latasa, Freeman, Dawson, Searle, Silva, Sullivan NOES: 0 MEMBERS: None ABSENT: 1 MEMBERS: Kimzey ABSTAIN: 0 MEMBERS: None RECUSED: 0 MEMBERS: None 4. Consider #1 Fisherman’s Wharf (Harbor House); Sign Permit Application 14-214 for Two Wall Signs; Applicant Phil Vanderkraats; Owner City of Monterey; Exempt from CEQA Requirements ACTION: Adopted a Resolution approving the proposed signs with Conditions of Approval. Staff Presentation/Committee Member Questions: Kimberly Cole presented the Agenda Report and answered Committee Member questions. Applicant: Phil Vanderkraats, Signs by Van, said the sign was originally created in 1996 and was later destroyed by a delivery truck. He said the sign is appropriate for the Wharf and has become a strong identifier of the business. Public Comments: None. Committee Member Comments: Committee Member Dawson made a motion to adopt a Resolution approving the proposed signs with Conditions of Approval. Committee Member Sullivan seconded the motion. Committee Member Silva said he is in support of the proposed sign. Committee Member Latasa concurred. On a motion by Committee Member Dawson, seconded by Committee Member Sullivan, and carried by the following vote, the Architectural Review Committee adopted a Resolution approving the proposed signs with Conditions of Approval. AYES: 6 MEMBERS: Latasa, Freeman, Dawson, Searle, Silva, Sullivan NOES: 0 MEMBERS: None ABSENT: 1 MEMBERS: Kimzey ABSTAIN: 0 MEMBERS: None RECUSED: 0 MEMBERS: None COMMITTEE MEMBER COMMENTS Chair Latasa said the review of 230 Lighthouse Avenue project at the Planning Commission meeting has resulted in a second look at the functions of the ARC 4 Architectural Review Committee Minutes Wednesday, July 2, 2014 committee. Committee Member Freeman said none of the Planning Commissioners attended the Architectural Review of the 230 Lighthouse Avenue project. Committee Member Sullivan said the ARC has the purview to deal with bulk, mass and architectural style which was discussed at the ARC review of the item. INFORMATIONAL REPORTS & STAFF COMMENTS 5. Planning Office Update  Received Update  In response to Committee Member Freeman, Mr. Kinision Brown said there will be meetings on the Lighthouse Specific Plan on July 10, 2014 and July 24, 2014.  Chair Latasa appointed Committee Member Freeman to the Lighthouse Specific Plan Subcommittee. Planning Office Update ADJOURNMENT ADJOURNMENT — The general policy of the Architectural Review Committee is that the Afternoon Session will end no later than 5:30 p.m. and the Evening Session will end no later than 11:00 p.m. Any public agenda items that have not been completed within the designated adjournment time may be formally extended by the Committee, or continued to the next regularly scheduled Architectural Review Committee Meeting, or continued to a Special Meeting. Agenda packets may be reviewed by the public in the Monterey Public Library, in the Planning Office, or on the web at http://www.monterey.org beginning late Friday afternoon prior to the date of the meeting. Members of the public have the right to address the Committee on any Agenda items. The Chair will formally open the floor for public comment. However, if you wish to speak to items during "Consent Agenda" or "Staff Informational Report," please advise the staff or the Chair prior to the action on that item and you will be recognized. Notification as much in advance as possible is appreciated. Information distributed to the Committee at the meeting becomes part of the public record. A copy of written material, pictures, etc. should be provided to the Secretary for this purpose. Architectural Review Committee decisions may be appealed within ten (10) days from the date of the decision on forms available in the Planning Division during business hours. When the tenth day falls on a weekend or a holiday, the appeal deadline date is the next working day following the holiday or weekend. An appeal fee will apply.
