Chair Latasa called the meeting to order at 4:02 pm.

On a motion by Committee Member Dawson, seconded by Committee Member
Freeman, and carried by the following vote, the Architectural Review Committee
approved the consent agenda:

ACTION: Adopted a Resolution approving a Multi-tenant Sign Program with
Conditions of Approval.
Staff Member/Committee Member Questions:
Christine Hopper presented the Agenda Report and answered Committee Member
questions.
Applicant:
Frank Donangelo, Monterey Inns, said the proposed signs are intended to guide
customers and identify the business at night.
Bob Wecker, Wecker Group, said the upgrades to the Esteban signs will be part of
another proposal at a later time.
Public Comment:

Committee Member Comments:
Committee Member Dawson made a motion to adopt a Resolution approving a Multi-
tenant Sign Program with Conditions of Approval.
Committee Member Searle seconded the motion.

Committee Member Kimzey said he was concerned with the amount of sign area
proposed, but after hearing from the applicant he sees the need for increased signage.
Committee Member Sullivan said he is in support of the project and the lighting is
appropriate for the signs.
On a motion by Committee Member Dawson, seconded by Committee Member Searle,
and carried by the following vote, the Architectural Review Committee adopted a
Resolution approving a Multi-tenant Sign Program with Conditions of Approval:

6. Consider 724-744 Lighthouse Avenue; Sign Application 14-220 for a Multi-Tenant
Sign Program; Applicant/Owner Igor Gandzjuk; Community Commercial C-2
Zoning District; Exempt from CEQA Requirements.
ACTION: Continued for redesign.
Staff Member/Committee Member Questions:
Todd Bennett presented the Agenda Report and answered Committee Member
questions.
Applicant:
Igor Gandzjuk, applicant, said the site is unique because it is a multitenant property in the
middle of a block. He said this unique sign characteristic warrants deviation from the
standards. Mr. Gandzjuk said removing the pole sign would make the building difficult to
identify and asked for approval of the project with the preservation of the pole sign.
Public Comment:
None.
Committee Member Comments:
Committee Member Sullivan said the New Monterey Center pole sign is vital for the
identification of the plaza and said he would not support its removal.
Committee Member Dawson suggested the pole sign be removed and replaced with a
monument sign closer to the sidewalk.
Committee Member Kimzey said he supports staff's recommendation to deny the
application.
Committee Member Searle concurred with Committee Member Kimzey and said he
cannot support the current proposal.
Committee Member Latasa suggested the application be continued and be brought back
before the Committee for further review.

Committee Member Freeman said she concurs with Committee Member Dawson that
a monument sign could be an appropriate solution to allowing continued identification of
the center.
In response to Committee Member Latasa's question, Mr. Bennett said the addition of a
second pole could classify the pole sign as a free standing sign.
Ms. Hopper said there is no official definition of a free standing sign.
In response to Committee Member Kimzey's question, Mr. Bennett said free standing
vehicle oriented signs are discouraged, not prohibited.
Committee Member Searle said he is not in support of the removal of the pole sign and
would rather the existing pole sign be altered.
Committee Member Freeman made a motion continued the item for redesign with the
following suggestions:
1. Modify the pole sign
2. Subordinate wall signs be of the same material
3. Subordinate wall signs contain a maximum of 20% blank space.
Committee Member Sullivan seconded the motion.
On a motion by Committee Member Freeman, seconded by Committee Member Sullivan,
and carried by the following vote, the Architectural Review Committee continued the item for
redesign:

Requirements.
ACTION: Adopted a Resolution approving a Sign Permit for a Multi-Tenant Sign
Program with amended Conditions of Approval.

Applicant:
Rich Souza, owner of the property, said he is in support of staff alterations.
Samuel Diaz, owner of Wayside Garage, said an elevated sign is essential to allow
visibility of the businesses.

Committee Member Comments:
Committee Member Dawson said he is in support of the project with staff's
suggested alterations
Committee Member Kimzey said two wood panels acting as the base of the sign are not
an aesthetically pleasing element to have at the entrance of Monterey.
Committee Member Freeman said she is support of the retention of the painted wall sign
because it relives the blank wall.
Committee Member Sullivan said he in support of the project.
Committee Member Searle said the painted sign allows the door to be identified.
In response to Committee Member Latasa's question, Mr. Bennett said the sign area
would be around 196 sq ft with the retention of the painted sign. He said the ARC could
require that the applicant paint over a portion of the sign.
Committee Member Freeman made a motion to adopt a Resolution approving a Sign
Permit for a Multi-Tenant Sign Program with amended Conditions of Approval:

5. That the Multi-Tenant Sign Program proposal be modified to eliminate all ancillary
signs facing Del Monte Avenue and the State Farm sign located at the bottom of the
existing freestanding sign, the removal of the on-building painted "auto body"
text and allowing the retention of the "Gunter-Madsen" text, and the reduction of the
new Wayside Garage freestanding sign from 5 feet tall to 3.5 feet tall.
Committee Member Dawson seconded the motion.
Committee member Kimzey said he is not in support of the motion because there is not
significant justification to allow increased sign area.
On a motion by Committee Member Freeman, seconded by Committee Member Dawson,
and carried by the following vote, the Architectural Review Committee adopt a Resolution
approving a Sign Permit for a Multi-Tenant Sign Program with amended Conditions of
Approval:

Mixed Use Development; Applicant George Ash (Architect); Property Owner
Saucito Land Company/Julie Work Beck Trust Et Al ; Planned Community
Downtown PC-D Zoning District (Downtown Specific Plan); Infill Environmental
Checklist - Finding of No Further Review for CEQA
ACTION: Adopted a Resolution approving Final Architectural Review for 459
Alvarado Street with added Conditions of Approval.
Staff Member/Committee Member Questions:
Kimberly Cole presented the Agenda Report and answered Committee Member
questions.
Applicant:
George Ash, Architect, said there are building lights on both sides of the paseo that will
help contribute to the ambient lighting on the street and provide adequate safety. He said
they are in support of the staff alterations to the project and proposed the metal roofing
be brown. He said Unit C emulates a lot of details that were on the previous building
that burned down.
Public Comment:
None.
Committee Member Comments:
Committee Member Sullivan said he is in support of the project and supports the
alteration to the metal roof. He suggested the roof on Unit A be altered to a higher
quality material.
In response to Committee Member Sullivan’s comments, Mr. Ash said this part of the roof
is minimally visible.
Committee Member Latasa suggested the roofing on the element next to the parking
area be altered to a higher quality material. Mr. Ash said he could alter that to a metal
roof.
Committee Member Kimzey said he is in support of the project.
Committee Member Searle said the simplicity of building b is the essence of its beauty.
Committee Member Dawson made a motion to adopt a Resolution approving Final
Architectural Review for 459 Alvarado street with added conditions of approval as
follows:

8. The applicant shall submit final roof colors and materials to staff for approval.

INFORMATIONAL REPORTS & STAFF COMMENTS
Kimberly Cole said staff will hold the Lighthouse Specific Plan meeting on July 24, 2014.
Ms. Cole said they received a letter from Carl Outzen, who expressed concern with
holding two separate meetings for the businesses and neighborhoods.
Ms. Cole also said 230 Lighthouse has been appealed to the City Council.

ADJOURNMENT
ADJOURNMENT — The general policy of the Architectural Review Committee is that the Afternoon
Session will end no later than 5:30 p.m. and the Evening Session will end no later than 11:00 p.m. Any
public agenda items that have not been completed within the designated adjournment time may be
formally extended by the Committee, or continued to the next regularly scheduled Architectural Review
Committee Meeting, or continued to a Special Meeting.
Agenda packets may be reviewed by the public in the Monterey Public Library, in the Planning Office,
or on the web at http://www.monterey.org beginning late Friday afternoon prior to the date of the
meeting.
Members of the public have the right to address the Committee on any Agenda items. The Chair will
formally open the floor for public comment. However, if you wish to speak to items during "Consent
Agenda" or "Staff Informational Report," please advise the staff or the Chair prior to the action on that

item and you will be recognized. Notification as much in advance as possible is appreciated.
Information distributed to the Committee at the meeting becomes part of the public record. A copy of
written material, pictures, etc. should be provided to the Secretary for this purpose.
Architectural Review Committee decisions may be appealed within ten (10) days from the date of the
decision on forms available in the Planning Division during business hours. When the tenth day falls
on a weekend or a holiday, the appeal deadline date is the next working day following the holiday or
