CALL TO ORDER
Chair Latasa called the meeting to order at 4:00 pm.
Christine Hopper announced that Jim Sullivan resigned from his position on the
Architectural Review Committee.
CONSENT ITEMS
Committee Member Kimzey requested that page five of the minutes to be changed to
reflect that he did not support the first motion but supported the second motion of item
#6.
Committee Member Dawson requested that the word “change” on page four of the
minutes under “Action” be corrected to say “changeable.”
Committee Member Silva recused himself from item #2.
Committee Member Dawson made a motion to approve the Consent Items with
amendments to the minutes. Committee Member Freeman seconded the motion.
On a motion by Committee Member Dawson, seconded by Committee Member
Freeman, and carried by the following vote, the Architectural Review Committee

Staff Presentation/Committee Member Questions
Kimberly Cole presented the Agenda Report and answered Committee Members’
questions.
Applicant
Ken Turgen, Wald, Ruhnke and Dost Architects, said the proposed project will join the
front and back buildings on the site together and include a folly, coordinating colors and
materials throughout, and a standing seam metal roof for seagull deterrence. Mr Turgen
also said the project proposed an upstairs banquet hall that will fill a void for meeting
space on Fisherman’s Wharf.

Committee Member Comments
Committee Member Searle said the applicant did a great job creating a memorable
building that will bring excitement to the area.
Chair Latasa said the proposed gable shaped roof is an appropriate way to unify the
buildings.
Vice Chair Freeman said the proposed building is beautiful and will be an upgrade for
Fisherman’s Wharf.
Committee Member Searle made motion to adopt a Resolution approving Preliminary

Architectural Review of Exterior Alterations and Site Improvements; Applicant Lisa

ACTION: Adopted a Resolution approving exterior alterations and site
improvements with added Conditions of Approval.

Ms. Hopper presented the Agenda Report and answered Committee Members’
questions.
Applicant
Melissa Bodway, Starbucks Coffee, said the company is excited to change the façade on
Lighthouse Avenue and showcase the area’s rich vegetation with the proposed redwood
screen wall. She also said the natural earthy colors and roofing selected for the building
will enhance the wood screen.
In response to Committee Member Silva’s question, Ms. Bodway said the wood screen
will have a marine grade matte finish throughout, with natural color variation, and that
there is a maintenance program in place for the up-keep of all Starbucks locations.
In response to Chair Latasa’s question, Ms. Bodway confirmed that the corners of the
redwood screen will be mitered.
In response to Committee Member Silva’s question regarding the bug screen, Ms.
Bodway said the current design intent is to give the appearance of a rain screen, with
less maintenance. She also said it will be offset from the existing wall by four inches.
In response to Committee Member Searle’s question, Ms. Bodway confirmed that the
planters on the Lighthouse Avenue frontage will be replaced per the previously approved
landscape plan.
In response to Committee Member Silva’s question, Ms. Bodway said Starbucks prefers
to keep as many parking spaces as possible, but would be open to dedicating a space if
the ARC sees fit.

Committee Member Comments
Vice Chair Freeman said the 30% parking lane improvement will greatly improve the
entire project. Chair Latasa concurred.
Committee Member Silva said he supports the project, with the exception of the
hazardous parking space, which should be dedicated to motorcycle parking.
Committee Member Kimzey said he supports having a dedicated motorcycle space, but
does not support the ARC requesting additional requirements after the applicant met all
previous requirements.
Chair Latasa said the bulb-out requirement was fulfilled, however its size is not
satisfactory to prevent vulnerable situations. Committee Member Searle said the bulb-
out improves hazard in one area but creates hazard in another.

Committee Member Silva made motion to adopt a Resolution approving exterior
alterations and site improvements with added Conditions of Approval as follows:
8. That the parking space closest to the drive thru and new bulb-out out shall be
used for motorcycle parking only.
Committee Member Searle seconded the motion.
On a motion by Committee Member Silva, seconded by Committee Member Searle, and
carried by the following vote, the Architectural Review Committee adopt a Resolution
approving exterior alterations and site improvements with added Conditions of Approval
as follows:

Chair Latasa said he supports the motion because it will improve maneuverability in the
parking lot. Committee Member Dawson said understands Kimzey’s concerns, but
supports the motion.
8. Consider Adopting New Major and Minor Project List for Architectural Review and
Sign Permits
ACTION: Adopted a Resolution adopting a Major/Minor List for Architectural
Review and Signs.

Elizabeth Caraker presented the Agenda Report and answered Committee Members’
questions.

Committee Member Comments
Committee Member Silva said the phrase “complying with ADA Regulations” should be
changed to “comply with accessibility regulations.”
Committee Member Kimzey said he supports the goal of simplifying the application
process, but does not understand the full implications of the proposed changes.
Committee Member Silva said staff is attempting to differentiate a fee structure and that
all items currently heard before the ARC will continue to be heard.
Chair Latasa said he is comfortable with staff’s recommendation to make processes
more applicant-friendly, and that he does not see any obvious discrepancies in staff’s
proposal. Vice Chair Freeman concurred with Chair Latasa and said staff does well in
differentiating applications and bringing them before the ARC.
Committee Member Dawson thanked staff for separating the minor and major projects to
help reduce the cost burden on applicants.

ACTION: Adopted a Resolution approving the new wall sign within a new mural
with Conditions of Approval.
Staff Presentation/Committee Member Questions
Ms. Hopper presented the Agenda Report and answered Committee Members’
questions.
Ms. Hopper clarified that the Agenda Report said the proposed mural will face Foam
Street, but the correct street is Wave Street.
Applicant
Dunder Schneider, Western Sign Company, said the sign marries advertising with a
mural, and its design will be similar to the preserved murals seen on older buildings.
In response to Committee Member Dawson’s question, Mr. Schneider said the mural will
be painted directly on the brick wall of the building.
Randy Walthers, Nob Hill, said the mural will have a nostalgic feel and improve the
appearance of the historic neighborhood. Mr. Walthers also said the mural will deter
graffiti, and that the back side of the building will be repainted to cover the current graffiti
before the mural goes up.
In response to Chair Latasa’s question, Mr. Walthers said landscaping or potted plants
are not proposed because they would likely be damaged and difficult to maintain.

Committee Member Searle said the mural being applied directly on the bricks will add an
artistic element and that the mural will be useful for advertising and wayfinding.
Committee Member Silva concurred and said he supports the application and the visual
contribution it will make to the community.

Committee Member Freeman said she supports the project and the size of the letters
because they only constitute 10% of the mural and are nicely placed.

ACTION: Adopted a Resolution approving AR Permit 14-292 for Preliminary and
Final Architectural Review of a one and two-story addition to an existing
single-family house with added Special Conditions of Approval.
Staff Presentation/Committee Member Questions
Todd Bennett presented the Agenda Report and answered Committee Members’
questions.
Mr. Bennett informed the Committee that revisions have been made by the applicant
lowering the roof by 2 feet, 10 inches.
Applicant
Shawn Rosza, applicant, said he and his wife want to build a home with little view,
privacy, and shadow impacts on the neighbors. He also said a story pole installer
confirmed that the new story poles are two feet 10 inches lower than the previous poles.
Mr. Rosza said the neighbors at 646 Newton Street do not object to the revised project
and that they tried to resolve view impacts for the neighbor at 650 Newton with the roof
revisions and by moving the back yard shed peak. Melissa Rosza, applicant, said a back
yard for her children to play in is very important and moving the house allowed space for
a yard.
Thomas Hood, Architect, said he did not realize the initial project would cause a loss of
ocean and city views for the neighbor at 650 Newton Street, and that he modified the
plans to lower the roof slope once the view impacts were discovered. Mr. Hood also said
that the revised proposal is five feet below the allowed height for the neighborhood, the
New Monterey Neighborhood Association supports the project, and that an acceptable
portion of neighboring views have been obtained.
Public Comments
Theresa Ferrante, resident of 650 Oak Street, she said she appreciates the removal of
the shed from the Rosza’s yard, but her main concern is the impact on the views from her
two upstairs bedroom windows. She also said that these views still remain substantially
decreased after lowering of the story pole staking. Ms. Ferrante said she likes the design

of the house and appreciates the lowered roof height; however there will still be an
impact.
Tina Hannas-DeFreitas, friend of Mr. and Ms. Rosza and independent land use
consultant, said she examined the project critically and determined that with the revised
roof line the view will remain exactly the same as it currently is.
Committee Member Comments
Committee Member Dawson said that the height of the house at 19 feet is below the
maximum allowed height. He also said the roof line impacts Ms. Ferrante’s view, but
much less than the previous proposal, and that ultimately the view has been shared by
both owners.
Committee Member Silva said that he supports the project as revised and that the views
from the second floor windows appear to be protected.
Committee Member Kimzey complimented the applicants on working with the neighbors
and said substantial views have been preserved, and the project will not cause
unreasonable impacts.
Committee Member Searle said he supports the revised project and that it will be a nice
fit for Monterey.
Vice Chair Freeman said she agrees with Committee Members’ comments and that the
project is a high quality home.
Chair Latasa complimented the applicant on their diligence in working the neighbors and
said the new design is more attractive than the previous design.
Committee Member Silva Made a motion to adopt a Resolution approving AR Permit 14-
292 for Preliminary and Final Architectural Review of a one and two-story addition to an
existing single-family house with added Special Conditions of Approval:
4. That a letter from a licensed surveyor be submitted that verifies that the story
pole staking is an accurate representation of the proposed height and mass of
the approved project.
5. That review authority for the exterior paint colors and light fixtures be
delegated to Planning staff, and that these project elements be approved prior
to their application on the dwelling.
Committee Member Searle seconded the motion.

COMMITTEE MEMBER COMMENTS
Committee Member Dawson said the Alliance of Monterey Area Preservationists (AMAP)
will host an Art Deco bus tour to Salinas with lunch the Steinbeck house on October 25,
2014, and that there are 10 reserved tickets for City of Monterey Commissioner and
Committee Members who would like to attend. Mr. Dawson also said he recently met
with the North Fremont Business District Association to discuss the upcoming budget
year.
Vice Chair Freeman complimented the Jules Tavernier Lecture Series with Scott A.
Shields, presented by the Old Monterey Business Association, which was held at the
Monterey Museum of Art on September 12th, 2014.
Committee Member Silva said Councilmember Downey asked for statistics on the
number of appeals of ARC projects to the Planning Commission at the September 16,
2014 City Council meeting.
Vice Chair Latasa said he will not be in attendance at the October 1, 2014 ARC meeting.
Ms. Hopper said the City applied for and received a 6.4 million dollar grant for North
Fremont Street and said the Planning and Traffic divisions have brought in over 10
million dollars over the past year. She also said the Planning Office has applied for a
grant to revise coastal permits.

ADJOURNMENT
ADJOURNMENT — The general policy of the Architectural Review Committee is that the Afternoon
Session will end no later than 5:30 p.m. and the Evening Session will end no later than 11:00 p.m. Any
public agenda items that have not been completed within the designated adjournment time may be
formally extended by the Committee, or continued to the next regularly scheduled Architectural Review
Committee Meeting, or continued to a Special Meeting.
Agenda packets may be reviewed by the public in the Monterey Public Library, in the Planning Office,
or on the web at http://www.monterey.org beginning late Friday afternoon prior to the date of the
meeting.
Members of the public have the right to address the Committee on any Agenda items. The Chair will
formally open the floor for public comment. However, if you wish to speak to items during "Consent
Agenda" or "Staff Informational Report," please advise the staff or the Chair prior to the action on that
item and you will be recognized. Notification as much in advance as possible is appreciated.
Information distributed to the Committee at the meeting becomes part of the public record. A copy of
written material, pictures, etc. should be provided to the Secretary for this purpose.
Architectural Review Committee decisions may be appealed within ten (10) days from the date of the
decision on forms available in the Planning Division during business hours. When the tenth day falls
on a weekend or a holiday, the appeal deadline date is the next working day following the holiday or
