CALL TO ORDER
Committee Member Silva called the meeting to order at 4:00 pm.
CONSENT ITEMS
Christy Hopper said the application for 309 Larkin Street has been withdrawn by the
property owner so the item will not be heard on today’s agenda.
Committee Member Latasa made a motion to approve item #1 of the Consent Agenda.
Committee Member Searle seconded the motion.
On a motion by Committee Member Latasa, seconded by Committee Member Searle,
and carried by the following vote, the Architectural Review Committee approved item #1
of the CONSENT AGENDA:

029 for Remodeling and External Alterations to a Two-Story Single Family
Dwelling; Applicant/Owner Jennifer and Brendan Connolly; R-E-20-D1 Zoning
District; Exempt from CEQA Requirements (Continued from March 18 and April 1,
2015 Meetings)
ACTION: Adopted a Resolution approving Preliminary and Final Architectural
Review with Conditions of Approval.
Staff Presentation/Committee Member Questions
Fernanda Roveri presented the Agenda Report and answered Committee Members’
questions.
Applicant
Adam Jeselnick, architect, said he and the property owners reviewed the March 18, 2015
comments of the Architectural Review Committee (ARC) with staff to create elevations
that will be aesthetically pleasing and functional. He also said floor plans and a colored
elevation were presented to staff, as requested by the ARC, and were included in the
Agenda Report for the project.
In response to Committee Member Searle’s question, Mr. Jeselnick said other existing
windows in the house meet the evacuation standards and are sufficient for fire exits.
In response to Committee Member Latasa’s question, Ms. Hopper confirmed that an
applicant is required to provide colored renderings as part of a submittal for Final
Architectural Review.

Committee Member Comments
Committee Member Latasa said it seems the applicant has done what was asked by the
ARC and that the windows have been reconfigured to have a better sense of proportion
and order.
Committee Member Dawson made a motion to adopt a Resolution approving Preliminary
and Final Architectural Review with Conditions of Approval. Committee Member Searle
seconded the motion.
On a motion by Committee Member Dawson, seconded by Committee Member Searle,
and carried by the following vote, the Architectural Review Committee Adopted a
Resolution approving Preliminary and Final Architectural Review with Conditions of
Approval:

COMMITTEE MEMBER COMMENTS
Committee Member Dawson said the Monterey County Herald ran a story about a
property owner who removed trees without a permit and now may have to demolish a
building to return the property to its previous state, pending decision of the Monterey
County Planning Commission.
Committee Member Silva said he took the ARC’s comments to heart regarding the Van
Buren Senior Housing project and revised the north wing so the entire building is a
uniform, Craftsman style.
Committee Member Latasa said he has a concern regarding Committee Members or
Commissioners recusing themselves and presenting projects on behalf of their firm. He
requested that Ms. Hopper confirm with the City Attorney that a Committee Member or
Commissioner is allowed to present their firm’s project even when they are not the firm’s
sole proprietor. Committee Member Silva said in the case of the Van Buren Senior
Housing project, conflicts of interest had been previously discussed and he was able to
present to the ARC because no action was to be taken by the ARC.
In response to Committee Member Latasa’s question, Ms. Hopper said the pop-up on the
Santa Catalina science building was part of the approved plan set and that mature trees
will be planted to screen it. Ms. Hopper also said she will verify this with the project
planner, Kim Cole.
INFORMATIONAL REPORTS & STAFF COMMENTS
4. Planning Office Update
Update received
Ms. Hopper said a concept review of Portola Plaza and the final design review of
the Conference Center will likely be heard at the May 6, 2015 ARC meeting,
along with a single-family residence remodeling project.

subject which is within the jurisdiction of the Monterey Architectural Review Committee and which
is not on the agenda. Any person or group desiring to bring an item to the attention of the
Committee may do so during Public Comments or by addressing a letter of explanation to the
Committee, City Hall, Monterey, CA 93940. Public Comments are taken during the afternoon
session and continued at the evening session. Individuals may choose to speak once for up to
three minutes at either session, but not both.

public discussion, but that do not require formal noticing as public hearings. You are welcome to

ADJOURNMENT
ADJOURNMENT — The general policy of the Architectural Review Committee is that the Afternoon
Session will end no later than 5:30 p.m. and the Evening Session will end no later than 11:00 p.m. Any
public agenda items that have not been completed within the designated adjournment time may be
formally extended by the Committee, or continued to the next regularly scheduled Architectural Review
Committee Meeting, or continued to a Special Meeting.
Agenda packets may be reviewed by the public in the Monterey Public Library, in the Planning Office,
or on the web at http://www.monterey.org beginning late Friday afternoon prior to the date of the
meeting.
Members of the public have the right to address the Committee on any Agenda items. The Chair will
formally open the floor for public comment. However, if you wish to speak to items during "Consent
Agenda" or "Staff Informational Report," please advise the staff or the Chair prior to the action on that
item and you will be recognized. Notification as much in advance as possible is appreciated.
Information distributed to the Committee at the meeting becomes part of the public record. A copy of
written material, pictures, etc. should be provided to the Secretary for this purpose.
Architectural Review Committee decisions may be appealed within ten (10) days from the date of the
decision on forms available in the Planning Division during business hours. When the tenth day falls
on a weekend or a holiday, the appeal deadline date is the next working day following the holiday or
