CALL TO ORDER
Chair Kimzey called meeting to order at 4:00 p.m.
PRESENTATIONS
1. Letter of Appreciation for Terry Latasa
Mayor Roberson thanked the ARC members for their service and thanked Terry Latasa
for his service as well. He noted Mr. Latasa’s many accomplishments while he served on
the ARC and said that he had done great things for the City of Monterey.
Chair Kimzey read the letter that was written in Mr. Latasa’s honor and thanked him for
his time served on the ARC.
Mr. Latasa thanked Mayor Roberson and the ARC and expressed his passion for serving
the City of Monterey for so many years.
CONSENT ITEMS
Approval of Minutes
2. November 16, 2016
ACTION: Approved as amended.
On a motion by Committee Member Freeman, seconded by Committee Member Placco,
and carried by the following vote, the Architectural Review Committee approved the
Minutes of November 16, 2016 as amended.

PUBLIC COMMENTS

PUBLIC APPEARANCE
3. Approve 886 Cannery Row; AR Permit 16-472 for Preliminary and Final
Architectural Review of Two-Story Addition; Applicant Grace Lee; Owner Monterey
Bay Aquarium Foundation; CR Zoning (Exempt from CEQA per Article 19, Section
15303, Class 3)
ACTION: Approved with the following modifications: 1) Special Conditions of
Approval that prior to issuance of building permit, the applicant or owner shall
receive a parking adjustment for seven parking spaces and 2) the resolution will
read, “Appeals may be filed through the Planning Office.”
Staff Presentation/Committee Member Questions
Principal Planner Caraker presented the Agenda Report and took Committee Members’
questions.
Chair Kimzey asked questions regarding parking for the project and what the options
would be if a parking adjustment was denied.
Ms. Caraker explained that the applicant would need to redesign the project if a parking
adjustment was denied. She explained that final occupancy would not be issued without
parking for the building.
Chair Kimzey asked if specific changes could be made to the resolution, including
wording to make the application appealable to the Planning Office and issuing the
building permit after the parking adjustment had been granted.
Ms. Caraker said that those changes would be acceptable.
Applicant
Steve Lyon, Special Projects Manager with Monterey Bay Aquarium, gave a presentation
on the project. He noted that the vet lab had not been updated in a very long time and
said that they would like the project to be consistent with best practices as well as with
the Cannery Row aesthetic. He said that the goal of the project was to be externally
inconspicuous and to blend with all other components of the building already in place.
He also thanked Terry Latasa for his service on the ARC.

Committee Member Comments
Vice Chair Silva said that the project was beautifully-done and skillfully benign.
Committee Members Freeman and Rath agreed with Vice Chair Silva.
Committee Member Placco noted that it was a quiet building and a well-done addition.
Chair Kimzey said that it was nice to see an updated vet space for the aquarium.

COMMITTEE MEMBER COMMENTS
Committee Member Freeman said that ground would be broken within the next week for
the monument sign at the Lower Presidio Historic Park.
INFORMATIONAL REPORTS & STAFF COMMENTS
Ms. Caraker said that there would most likely not be an ARC meeting on December 21,
2016 and that a joint meeting between the Historic Preservation Commission and the
ARC would occur on January 4, 2017.

PUBLIC COMMENTS. At this time, the public may speak for a maximum of three minutes on any
subject which is within the jurisdiction of the Monterey Architectural Review Committee and which
is not on the agenda. Any person or group desiring to bring an item to the attention of the
Committee may do so during Public Comments or by addressing a letter of explanation to the
Committee, City Hall, Monterey, CA 93940. Public Comments are taken during the afternoon
session and continued at the evening session. Individuals may choose to speak once for up to
three minutes at either session, but not both.

PUBLIC APPEARANCE items are reports on action or informational issues that might stimulate
public discussion, but that do not require formal noticing as public hearings. You are welcome to
offer your comments after being recognized by the Chair. The Chair may limit the time allocated to
each speaker.

ADJOURNMENT
ADJOURNMENT — The general policy of the Architectural Review Committee is that the Afternoon
Session will end no later than 5:30 p.m. and the Evening Session will end no later than 11:00 p.m. Any
public agenda items that have not been completed within the designated adjournment time may be
formally extended by the Committee, or continued to the next regularly scheduled Architectural Review
Committee Meeting, or continued to a Special Meeting.
Agenda packets may be reviewed by the public in the Monterey Public Library, in the Planning Office,
or on the web at http://www.monterey.org beginning late Friday afternoon prior to the date of the
meeting.
Members of the public have the right to address the Committee on any Agenda items. The Chair will
formally open the floor for public comment. However, if you wish to speak to items during "Consent
Agenda" or "Staff Informational Report," please advise the staff or the Chair prior to the action on that
item and you will be recognized. Notification as much in advance as possible is appreciated.
Information distributed to the Committee at the meeting becomes part of the public record. A copy of
written material, pictures, etc. should be provided to the Secretary for this purpose.
Architectural Review Committee decisions may be appealed within ten (10) days from the date of the
decision on forms available in the Planning Division during business hours. When the tenth day falls
on a weekend or a holiday, the appeal deadline date is the next working day following the holiday or
