Chair Silva called the meeting to order at 4:00 p.m.

Action: Approved as submitted.
On a motion by Committee Member Williamson, seconded by Committee Member Rath,
and carried by the following vote, the Architectural Review Committee approved the
minutes of June 21, 2017 as submitted.

3. Approve 2 Portola Plaza; Sign Permit Application SI-17-0266 for One Halo-Lit Wall
Sign; Applicant Shawn Adams; Owner Custom House LP; VAF Zoning District
(Exempt from CEQA per Article 19, Section 15301, Class 1)
Action: Approved as submitted.
Staff Presentation/Committee Member Questions
Associate Planner Roveri presented the Agenda Report and took Committee Members’
questions.
Committee Member Rogers asked what trees appeared in front of the Monterey
Conference Center in the landscaping plan.
Ms. Roveri said that Gingko Biloba and Cypress trees would be planted in front of the
Conference Center.
Committee Member Williamson asked if the trees could be relocated in order to avoid
blocking signage at the Portola Plaza Hotel & Spa.
Ms. Roveri explained that relocating the trees would require another hearing, as the
landscaping plan had been previously approved by the ARC in 2015.
Committee Member Rogers asked how high the signage would be.
Ms. Roveri deferred to the applicant.
Applicant
Shawn Adams, owner of Monterey Signs, said that the sign would be 15 feet high. He
said that in designing the signage, he took the Conference Center into mind and noted
that he wanted the signage to be balanced and coordinated. He added that the signage
would be halo lit with LED lighting, therefore maintaining the hotel’s LEED Platinum
certification. He said that the sign facing Del Monte Avenue was proposed to be larger
because the current sign was too small and that visitors to the area would be able to see
the larger sign much easier than the current one. He also noted that he wanted to keep
the design proportionate to the large soffit on which it would be placed.

Committee Member Comments
The ARC discussed the trees proposed for planting in front of the plaza.
Mr. Bennett noted that the signs would be visible to passersby because the trees would
not obstruct the entire view as traffic moved along Del Monte Avenue.
Vice Chair Freeman asked if a sign program had been approved for the Conference
Center.
Ms. Roveri said that a sign program had been approved for the Conference Center on
September 2, 2015.
Upon inquiry, Mr. Bennett noted that Vice Chair Freeman would be able to comment on
the project, but that she would need to abstain from voting due to arriving after the staff
presentation and applicant comments.
Vice Chair Freeman spoke about the time spent on review and approval of the
Conference Center, as well as the iterations of designs for the plaza. She noted that the
Conference Center was an extensive and influential project and that the signage for the
Portola Plaza Hotel & Spa should not overshadow or compete with the signage for the
Conference Center.
Chair Silva said that he felt the larger sign area was necessary for the Portola Plaza
Hotel & Spa and that he agreed with the staff report. He said the signage was well-
designed and seemed like a natural solution to creating better visibility. He said that the
Conference Center was an exceptional building and that it would contrast with the
Portola Plaza Hotel & Spa.
Vice Chair Freeman asked if the applicant had considered doubling, rather than tripling,
the size of the signage.
Mr. Bennett said that doubling the size of the signage had not been discussed in detail.
On a motion by Committee Member Williamson, seconded by Committee Member
Catanzaro, and carried by the following vote, the Architectural Review Committee
approved the application as submitted.

Committee Member Gorman asked if a member of the public could comment on 38
Sierra Vista.
Chair Silva said that the item had been closed and therefore further comments were not
permitted.

Mr. Bennett said that at the moment, one item was scheduled for the July 19, 2017 ARC
meeting agenda.

Committee may do so during Public Comments or by addressing a letter of explanation to the
Committee, City Hall, Monterey, CA 93940. Public Comments are taken during the afternoon
session and continued at the evening session. Individuals may choose to speak once for up to
three minutes at either session, but not both.

public discussion, but that do not require formal noticing as public hearings. You are welcome to

ADJOURNMENT
ADJOURNMENT — The general policy of the Architectural Review Committee is that the Afternoon
Session will end no later than 5:30 p.m. and the Evening Session will end no later than 11:00 p.m. Any
public agenda items that have not been completed within the designated adjournment time may be
formally extended by the Committee, or continued to the next regularly scheduled Architectural Review
Committee Meeting, or continued to a Special Meeting.
Agenda packets may be reviewed by the public in the Monterey Public Library, in the Planning Office,
or on the web at http://www.monterey.org beginning late Friday afternoon prior to the date of the
meeting.
Members of the public have the right to address the Committee on any Agenda items. The Chair will
formally open the floor for public comment. However, if you wish to speak to items during "Consent
Agenda" or "Staff Informational Report," please advise the staff or the Chair prior to the action on that
item and you will be recognized. Notification as much in advance as possible is appreciated.
Information distributed to the Committee at the meeting becomes part of the public record. A copy of
written material, pictures, etc. should be provided to the Secretary for this purpose.
Architectural Review Committee decisions may be appealed within ten (10) days from the date of the
decision on forms available in the Planning Division during business hours. When the tenth day falls
on a weekend or a holiday, the appeal deadline date is the next working day following the holiday or
