CALL TO ORDER
Chair Silva called the meeting to order at 4:00 p.m.
PRESENTATIONS
1. Receive Architectural Review Training Presentation (Not a Project under CEQA
Article 20, Section 15378 and under General Rule Article 5, Section 15061)

CONSENT ITEMS
Approval of Minutes
2. November 1, 2017
Action: Approved as submitted.
On a motion by Committee Member Freeman, seconded by Committee Member
Gorman, and carried by the following vote, the Architectural Review Committee approved
the minutes of November 1, 2017 as submitted.

PUBLIC COMMENTS
Reverend Debbie Nostrom said that she would like to speak about the housing shortage
on the Monterey Peninsula and said that San Francisco was taking action to address the

issue, noting that Monterey could perhaps take a cue from San Francisco. She spoke
about subdividing existing lots to rent or sell and also encouraged the ARC to consider
areas of green space in future projects to allow residents the opportunity to grow
vegetables at home for sustainability purposes.
PUBLIC APPEARANCE
3. Approve 498 Fremont Street; Sign Permit 17-0371 for Sign Face Changes;
Applicant William H. Stahl; Owner Stahl Properties; C-2 Zoning District; Exempt
from CEQA Requirements per Article 19, Section 15301, Class 1
Item was heard second on the agenda.
Action: Approved with the condition that the bulbs’ lighting temperature be
changed from 6500 Kelvin to 4100 Kelvin, in meeting the spirit and intent of the
Citywide Sign Guidelines.
Staff Presentation/Committee Member Questions
Associate Planner Schmidt presented the Agenda Report and took Committee Members’
questions.
Committee Member Gorman asked if sign 5, which was in clear view of the neighboring
hotel, would be modified.
Mr. Schmidt said that it would be modified if the ARC took staff’s recommendation.
Chair Silva asked Mr. Schmidt how he had calculated the lumens presented in the staff
report.
Mr. Schmidt explained that lumens were calculated with the combined frontages of the
subject site.
Chair Silva said that he had arrived at different results when he calculated the lumens.
Vice Chair Freeman noted that since the previous project had been approved by the
ARC, it appeared that the frontage of the subject site had been expanded.
Applicant
William Stahl, property owner, demonstrated how an accommodation for an emergency
exit had been made by bringing the stairs down in front of the building and enclosing
them. He noted that the frontage had not been extended. He asked for an exception
because he said that no one had complained about the current lighting, which had been
previously approved by the ARC. He added that the additional expense of changing the
light bulbs would be thousands of dollars.
Committee Member Williamson asked Mr. Stahl what his alternative would be if this
application was not approved as submitted.
Mr. Stahl said that he wished to leave the lighting just as it was. He said that he felt the
new addition of black backgrounds to the signage would diffuse some of the light emitted
and that hiring an electrician to dismantle the signs and install new wiring would be costly
and time-consuming.

Vice Chair Freeman said that she appreciated Mr. Stahl’s comments and that his
business was one of the more attractive sights in downtown Monterey, but that the
signage would be changed, therefore opening an opportunity for change of lighting.
Chair Silva asked Mr. Stahl if, given the opportunity, he would be willing to replace the
existing light bulbs with ones that were more consistent with the Citywide Sign
Guidelines. He added that he had visited the light bulb manufacturer’s website and that
other color options were available within the 4100 to 5400 Kelvin range.
Mr. Stahl said that he would be willing to change the existing light bulbs to a warmer
color, knowing that the manufacturer offered such bulbs.
Committee Member Gorman asked if the neighboring properties had been notified,
adding that he wanted Mr. Stahl to feel at ease with the ARC’s decision.

Commissioner Comments
Chair Silva said that he was inclined to approve the project with the condition that the
color of lights be changed from 6500 Kelvin to 4100 Kelvin.
Committee Member Rath said that she had driven by the business at nighttime and that
she saw no difference between the luminosity of its lighting and that of the nearby Jiffy
Lube business.
Committee Member Williamson said that he also viewed the subject site at night and that
he did not see a difference in the luminosities mentioned, but added that the ARC should
be cognizant of light pollution.
Committee Member Gorman said that the changes seemed modest and that he was in
support of helping the business keep its costs down.
On a motion by Committee Member Freeman, seconded by Committee Member
Williamson, and carried by the following vote, the Architectural Review Committee
adopted a resolution approve 498 Fremont Street; Sign Permit 17-0371 for Sign Face
Changes with the condition that the bulbs’ lighting temperature be changed from 6500
Kelvin to 4100 Kelvin, in meeting the spirit and intent of the Citywide Sign Guidelines.

COMMITTEE MEMBER COMMENTS
Committee Member Williamson invited ARC members to an event that he would be co-
hosting with Councilmember Alan Haffa at the Monterey Public Library. He said that the
event was entitled Understanding Our Housing Situation and that it would take place on
November 16, 2017 from 6 p.m. to 8 p.m.

Ms. Caraker said that the next ARC meeting was scheduled to take place on December
6, 2017.

which are routine and for which a staff recommendation has been prepared. A member of the
public or a Committee Member may request that an item recommended for approval on consent
be heard on the regular agenda for further discussion.

Committee may do so during Public Comments or by addressing a letter of explanation to the
Committee, City Hall, Monterey, CA 93940. Public Comments are taken during the afternoon
session and continued at the evening session. Individuals may choose to speak once for up to
three minutes at either session, but not both.

public discussion, but that do not require formal noticing as public hearings. You are welcome to

ADJOURNMENT
ADJOURNMENT — The general policy of the Architectural Review Committee is that the Afternoon
Session will end no later than 5:30 p.m. and the Evening Session will end no later than 11:00 p.m. Any
public agenda items that have not been completed within the designated adjournment time may be
formally extended by the Committee, or continued to the next regularly scheduled Architectural Review
Committee Meeting, or continued to a Special Meeting.
Agenda packets may be reviewed by the public in the Monterey Public Library, in the Planning Office,
or on the web at http://www.monterey.org beginning late Friday afternoon prior to the date of the
meeting.
Members of the public have the right to address the Committee on any Agenda items. The Chair will
formally open the floor for public comment. However, if you wish to speak to items during "Consent
Agenda" or "Staff Informational Report," please advise the staff or the Chair prior to the action on that
item and you will be recognized. Notification as much in advance as possible is appreciated.
Information distributed to the Committee at the meeting becomes part of the public record. A copy of
written material, pictures, etc. should be provided to the Secretary for this purpose.
Architectural Review Committee decisions may be appealed within ten (10) days from the date of the
decision on forms available in the Planning Division during business hours. When the tenth day falls
on a weekend or a holiday, the appeal deadline date is the next working day following the holiday or
