Chair Silva called the meeting to order at 4:00 p.m.

Approval of Minutes
1. December 20, 2017
Action: Approved as submitted.
On a motion by Committee Member Gorman, seconded by Committee Member
Catanzaro, and carried by the following vote, the Architectural Review Committee
approved the minutes of December 20, 2017 as submitted:

PUBLIC APPEARANCE
2. Confirm Annual Appointments for Chair and Vice Chair
This item was heard third on the agenda.
Action: The ARC agreed by consensus on Staff’s recommendation to appoint
Linda Rath to Vice Chair and Sandy Freeman to Chair.

Committee Member Rogers declined the position of Vice Chair.

Ms. Caraker said that no motion was necessary and explained the chair rotation process.
3. Approve 444 Alvarado Street; AR Permit 0360 for Preliminary and Final
Architectural Review of Outdoor Seating; Applicant Steven Rodhouse; Owner Nick
Craft for Bonifacio Plaza Associates; PC-D Planned Community Zoning District
(Downtown Specific Plan); Exempt from CEQA Requirements.
This item was heard second on the agenda.
Action: Approved AR Permit 0360 for Preliminary and Final Architectural Review
of Outdoor Seating and advised the applicant to work with City staff on appropriate
sidewalk clearance measures.
Staff Presentation/Committee Member Questions
Senior Associate Planner Bennett presented the Agenda Report and took Committee
Members’ questions.
Committee Member Gorman noted that the paint along the curb at this section of
Alvarado Street looked dilapidated and asked Mr. Bennett if he could work with the
appropriate City department to improve its appearance.
Applicant
Steve Rodhouse spoke on behalf of the property owners and said that he himself would
construct the outdoor seating area. He addressed the variations presented by staff and
said that the property owners would prefer to have a larger outdoor seating area and
remove and replace the existing street tree. He asked for the ARC’s approval of the
project.
Tony Rodhouse addressed concerns that a neighboring restaurant’s garbage service
may be impeded by replacement of the street tree and said that they rolled their garbage
bins down to the street; therefore access to the back alley would not be blocked by a
replacement tree.
The Rodhouses answered the ARC’s questions regarding the layout of the outdoor
seating area and potentially redesigning the patio space to accommodate the existing
street tree.
Mr. Bennett answered the ARC’s questions regarding sidewalk ADA requirements,
potential realignment of Alvarado street and its future impacts on the business, and
implications of replacing the street tree.

Commissioner Comments
Chair Silva thanked the applicant for proposing outdoor seating on Alvarado Street,
noting that it would be an improvement to the ambiance of the street, as previous outdoor
seating applications had been. He also remarked that the cost of replacing the tree
would not be an inexpensive one and advised that the long term should be taken into
consideration when making their decision.

Mr. Rodhouse said that they would like to reflect on their options, as they knew that
removing and replacing the tree may become a costly choice.
The ARC discussed the possibilities and implications of removing and replacing the
existing street tree, taking the underground utilities into consideration.
Ms. Caraker informed the ARC that their determination should focus on the materials
proposed for the fence, tables and chairs for the outdoor seating area and that the ARC
could direct the applicant to work with the appropriate City staff on the removal and
replacement of the street tree.
On a motion by Committee Member Williamson, seconded by Committee Member
Gorman, and carried by the following vote, the Architectural Review Committee approved
AR Permit 0360 for Preliminary and Final Architectural Review of Outdoor Seating and
advised the applicant to work with City staff on appropriate sidewalk clearance
measures.

Chair Silva said that he was grateful for his time served as Chair of the ARC and also
encouraged everyone to go see the newly renovated Monterey Conference Center.
Committee Member Gorman thanked Committee Member Silva for his service as Chair
over the past year.

PUBLIC COMMENTS. At this time, the public may speak for a maximum of three minutes on any
subject which is within the jurisdiction of the Monterey Architectural Review Committee and which
is not on the agenda. Any person or group desiring to bring an item to the attention of the
Committee may do so during Public Comments or by addressing a letter of explanation to the
Committee, City Hall, Monterey, CA 93940. Public Comments are taken during the afternoon
session and continued at the evening session. Individuals may choose to speak once for up to
three minutes at either session, but not both.

PUBLIC APPEARANCE items are reports on action or informational issues that might stimulate
public discussion, but that do not require formal noticing as public hearings. You are welcome to
offer your comments after being recognized by the Chair. The Chair may limit the time allocated to

ADJOURNMENT
ADJOURNMENT — The general policy of the Architectural Review Committee is that the Afternoon
Session will end no later than 5:30 p.m. and the Evening Session will end no later than 11:00 p.m. Any
public agenda items that have not been completed within the designated adjournment time may be
formally extended by the Committee, or continued to the next regularly scheduled Architectural Review
Committee Meeting, or continued to a Special Meeting.
Agenda packets may be reviewed by the public in the Monterey Public Library, in the Planning Office,
or on the web at http://www.monterey.org beginning late Friday afternoon prior to the date of the
meeting.
Members of the public have the right to address the Committee on any Agenda items. The Chair will
formally open the floor for public comment. However, if you wish to speak to items during "Consent
Agenda" or "Staff Informational Report," please advise the staff or the Chair prior to the action on that
item and you will be recognized. Notification as much in advance as possible is appreciated.
Information distributed to the Committee at the meeting becomes part of the public record. A copy of
written material, pictures, etc. should be provided to the Secretary for this purpose.
Architectural Review Committee decisions may be appealed within ten (10) days from the date of the
decision on forms available in the Planning Division during business hours. When the tenth day falls
on a weekend or a holiday, the appeal deadline date is the next working day following the holiday or
