Staff Presentation/Committee Member Questions Chair Freeman noted that view impact was a primary issue at Del Monte Beach and in response to public comments received, reducing the deck size seemed reasonable. On a motion by Committee Member Gorman, seconded by Vice Chair Rath, and carried by the following vote, the Architectural Review Committee tabled discussion of AR Application ARP-18-0067 for a roof deck and penthouse staircase addition and home remodel at 80 Beach Way. Approve 1150 Harrison Street; Architectural Review Permit ARP-18-0357 for Preliminary and Final Architectural Review of a Second-Story Addition to an Existing Single-Family Dwelling at 1150 Harrison Street; Applicants and Owners William and Kimberly Moritz; R-1-6 Zoning District; Low Density Residential General Plan Land Use Designation; Exempt from CEQA per Article 19, Section 15301, Class 1 Action: Approved Architectural Review Permit 18-0357 for preliminary and final architectural review of a second story addition to an existing single family dwelling at 1150 Harrison Street. Staff Presentation/Committee Member Questions Principal Planner Flower presented the Agenda Report and took Committee Members’ questions. Chair Freeman asked for verification that the open area on the second floor did not contribute to floor area ratio, and Ms. Flower confirmed that it did not. ARC Members asked questions about the proposed porch enclosure, windows, and open space, to which Ms. Flower responded. Applicant Property owner William Moritz said that he was happy with Ms. Flower’s description of the proposed project. Public Comments None. Committee Member Comments Committee Member Carter said that she supported the project. Vice Chair Rath asked if any concerns had been expressed over the project, and Ms. Flower replied that no comments had been received. 2  Architectural Review Committee Minutes Wednesday, December 5, 2018 Committee Member Rogers said that although unusual, the open space fireplace would work nicely and that she supported the project. Committee Member Gorman commended the aesthetics of the project and the applicant’s willingness to build to the maximum floor area ratio. Chair Freeman complimented the proportions of the project and said that she supported it as presented. On a motion by Committee Member Gorman, seconded by Vice Chair Rath, and carried by the following vote, the Architectural Review Committee approved Architectural Review Permit 18-0357 for preliminary and final architectural review of a second story addition to an existing single family dwelling at 1150 Harrison Street. Approve 724 Abrego Street and 731 Munras Avenue; Sign Permit Application SI-17- 0145 for a Multi Tenant Sign Program Including a Freestanding Vehicle-Oriented Sign Greater Than 50 Square Feet and 12 Feet Tall; Applicant Phil Vanderkraats; Owner Cypress Plaza Center LLC; C-2 Zoning District; Exempt from CEQA Article 19, Section 15301, Class 1 Action: Approved Sign Permit Application SI-17-0145 for a multi-tenant sign program with special conditions of approval that: 1) The vehicle oriented signs on Abrego Street and Munras Avenue must maintain consistency across all fonts and business names, with an exception to allow an area of 75.4 square feet for the Abrego Street vehicle oriented sign. 2) The adjacent parcel-facing sign at Tenant H (Great Wall) will be removed and installed on the façade along the main entrance. 3) The sign (Tenant G Mountain Mike’s) will be installed on the wall above the patio area, with square footage to be consistent with that proposed. Staff Presentation/Committee Member Questions Associate Planner Roveri presented the Agenda Report and took Committee Members’ questions. ARC Members asked questions about the merits of post-mounted signs versus solid base signage for the subject site and Ms. Roveri clarified that posts were discouraged in the Citywide Sign Guidelines. Ms. Roveri also answered questions regarding sign height for the vehicle-oriented Abrego Street sign, potential visual impacts, and font size differences on the two proposed vehicle-oriented signs. Applicant Phil Vanderkraats of Signs by Van said that this project had been challenging, but that he was looking forward to obtaining ARC approval. He expressed concern regarding the potential loss of the original carved Cypress on the Abrego Street vehicle-oriented sign, if the ARC did not approve the proposed size. Mr. Vanderkraats addressed ARC Members’ questions regarding Tenant G’s (Mountain Mike’s) sign, noting that a pole sign would be more appropriate in his opinion, because of the hedge in front of the business. 3 Architectural Review Committee Minutes Wednesday, December 5, 2018 Public Comments None. Committee Member Comments Vice Chair Rath commended Mr. Vanderkraats on the proposed project, noting that it had improved greatly since its last appearance at ARC. Chair Freeman and Committee Member Gorman concurred. Chair Freeman also asked that the typeface and tenant names match on both vehicle-oriented signs, to which Mr. Vanderkraats agreed. Vice Chair Rath cited concerns on placing Tenant H’s (Great Wall) sign on or near an awning, as a second sign on the same wall would be redundant. Chair Freeman concurred, adding that Tenant G should place its sign over the entrance and Tenant H should have only one sign at the entrance. Committee Member Gorman expressed appreciation for the effort to reuse existing signage. He said that he would prefer to see a pedestal mounted sign, but that he could see the justification for a pole sign. Committee Member Rogers expressed concern with the amount of signage for Tenant G and Tenant H and said that she did not feel the proposed hedge signs were necessary. Committee Member Carter concurred with Committee Member Rogers regarding sign proliferation. Chair Freeman said that by changing the proposed post-mounted signs for Tenant G and Tenant H to wall signs, customers would be directed to each business accordingly. She also noted that she felt it was appropriate to make an exception for the 12 foot-high vehicle oriented sign. Vice Chair Rath and Committee Member Carter agreed. Committee Member Rogers said that she felt it would be helpful to include the building address on the signage and Mr. Vanderkraats said that he could place the address on the building itself, so that it would be visible to passersby. Committee Member Gorman expressed appreciation for the investment in the project and spoke in support of the 12 foot vehicle oriented sign. INFORMATIONAL REPORTS & STAFF COMMENTS Mr. Schmidt said that staff discussion was currently underway regarding changes to outdoor seating guidelines for the Downtown area and said that the ARC would be kept abreast of changes. Chair Freeman expressed excitement over how busy the newly-remodeled Conference Center had been and said that it was only a matter of time until the Cooper Molera Adobe was also very busy.
