MINUTES ARCHITECTURAL REVIEW COMMITTEE Wednesday, September 2, 2020 4:00 PM 5:30 PM Teleconference MONTEREY, CALIFORNIA Members Present: Carter, Bluth, Conner, Hunter, Pauly, Tregenza Members Absent: None Staff Members Present: Community Development Director Cole, Recording Secretary Cleary CALL TO ORDER Chair Carter called the meeting to order at 4:01 p.m. CONSENT ITEMS Approval of Minutes 2. August 05, 2020 Action: Approved as submitted. On a motion by Committee Member Hunter, seconded by Committee Member Tregenza, and carried by the following vote, the Architectural Review Committee approved the August 5, 2020 minutes as submitted: AYES: 5 MEMBERS: Carter, Bluth, Conner, Hunter, Tregenza NOES: 0 MEMBERS: None ABSENT: 0 MEMBERS: None ABSTAIN: 1 MEMBERS: Pauly RECUSED: 0 MEMBERS: None 3. PUBLIC COMMENTS None. PUBLIC APPEARANCE Architectural Review Committee Minutes Wednesday, September 2, 2020 3. Consider 6 Lower Ragsdale; Architectural Review Application ARP-20-0208 for a New Adolescent Behavioral Health Care Center (55,000 Sq.Ft. Building) and Tree Removal Application ART 20-0207 for 10 Tree Removals; Applicant William Camille for Montage Health; Owner Montage Health; Industrial General Plan Land Use Designation; Industrial, Administration, and Research District, Design and Development Control Overlay and Emergency Shelter Overlay (I-R-150-D2-ES) Zoning District; CEQA Addendum Adopted; Architectural Renderings are Available for Review Instead of Story Poles due to the Public Safety Risk Action: Approved. Staff Presentation/Committee Member Questions Community Development Director Cole presented the Agenda Report and answered Committee Member Conner asked about what type of glare the metal roof might generate, indicating concern for potential impacts to the airport and Highway 68. Architect Laurence Chambers on behalf of applicant Montage Health, stated the airport had concerns were addressed with the down-lighting. Mr. Chambers stated the roof would be a darker color rather than bright white to eliminate glare, and he shared the airport had less concern with a low-gloss paint. Applicant Architect Laurence Chambers presented the project, including information detailing the intention to therapeutic healing while maintaining safety and security for its visitors. Immediately following, he answered Committee Member questions. Committee Member Tregenza asked about the plan to keep this project environmentally low-impact including energy and water use and greenhouse gas emission. Mr. Chambers reported that the building will feature high-performance aspects such as high-glaze roofing, thick insulation, and energy efficient cooling, heating, and water source systems. Beth landscape architect indicated the plant selection is mostly native or environmentally adapted to the area. Ms. Matz estimated the annual use for irrigation is well under what the state allows and what the City has provided in credits. Chair Carter asked where the materials would come from for the building, and what the age group would be for patients spending the night at the facility. Mr. Chambers stated the facility was built with the 8-18 age group in mind for preventative and early treatment. Mr. Chambers stated that most materials would come from areas to the north and north- west. Public Comments None Committee Member Comments Vice Chair Bluth and Committee Member Pauly spoke in and use, citing the need for this type of facility in the area. Chair Carter expressed pride to be involved in the process to create this care facility. On a motion by Committee Member Tregenza, seconded by Vice Chair Bluth, and carried by the following vote, the Architectural Review Committee approved Architectural Review Application ARP-20-0208 for a new Adolescent Behavioral Health Care Center (55,000 sq.ft. building) and Tree Removal Application ART-20-0207 for 10 tree removals. AYES: 6 MEMBERS: Carter, Bluth, Conner, Hunter, Pauly, Tregenza NOES: 0 MEMBERS: None ABSENT: 0 MEMBERS: None ABSTAIN: 0 MEMBERS: None RECUSED: 0 MEMBERS: None Vice Chair Bluth asked when the project might be complete. Mr. Chambers said hopefully construction will start in January 2021. Committee Member Tregenza asked if a contractor is in place; Mr. Chambers confirmed there is. Chair Carter requested to see the progress if possible. Mr. Chambers suggested that can be arranged. COMMITTEE MEMBER COMMENTS None. INFORMATIONAL REPORTS & STAFF COMMENTS No update received. Planning Office Update ADJOURNMENT ADJOURNMENT — The general policy of the Architectural Review Committee is that the Afternoon Session will end no later than 5:30 p.m. and the Evening Session will end no later than 11:00 p.m. Any public agenda items that have not been completed within the designated adjournment time may be formally extended by the Committee, or continued to the next regularly scheduled Architectural Review Committee Meeting, or continued to a Special Meeting. Agenda packets may be reviewed by the public in the Monterey Public Library, in the Planning Office, or on the web at http://www.monterey.org beginning late Friday afternoon prior to the date of the meeting. Members of the public have the right to address the Committee on any Agenda items. The Chair will formally open the floor for public comment. However, if you wish to speak to items during "Consent Agenda" or "Staff Informational Report," please advise the staff or the Chair prior to the action on that item and you will be recognized. Notification as much in advance as possible is appreciated. Information distributed to the Committee at the meeting becomes part of the public record. Architectural Review Committee decisions may be appealed within ten (10) days from the date of the decision on forms available in the Planning Division during business hours.
